Mr. Speaker, with his budget, the Prime Minister is recognizing that the issues that are really important to Canadians fall under the jurisdiction of Quebec and the provinces. Therefore, he is shamelessly using the fiscal imbalance, thanks to which he has a lot more money than he should, while Quebec and the provinces have less. Does he recognize that, to implement his budget at the expense of Quebec's jurisdictions, he is grossly abusing the spending power instituted by former Prime Minister Trudeau?

Mr. Speaker, as long as Canada is bent on interfering, it should help the least fortunate cope with the rising cost of living and housing. It should also rein in its own spending so that it does not further contribute to inflation, yet Ottawa is giving billions of dollars to the oil industry. Would it not be better for Ottawa to end oil subsidies and use that money to increase seniors' pensions, end discrimination against people between the ages of 65 and 75, and support social housing?

Mr. Speaker, a number of suggestions come to mind. As I recently said in the House, we need to walk the talk. In this case, that means that we need to do whatever it takes—even if we are hogtied and gagged—to prevent a government partner from spending billions of dollars on measures that support the oil-related economic chain. That in itself would be a major contribution.

Mr. Speaker, in the hope of receiving a more substantive answer, I will ask the minister a more direct question. What is cheaper: Using existing infrastructure that is adequate for processing refugee claimants or spending between $500 million and $1 billion and hiding how much of this money is going to Liberal Party donors? Once a Liberal, always a Liberal.

Mr. Speaker, I think that more money is in fact needed and that there is nothing foolish about saying so. I get the impression that there will be more money. I cannot criticize the government for that. However, it might be easier to send supplies directly, considering how the situation might change with each passing day in terms of money, the ability to use money, the channels for sending money, the channels for sending the means to buy weapons or daily essentials. There are many ways to help. It will cost something. I think it is important to focus less on what this will cost and more on to how our spending will help. I therefore expect the world's major democracies to spend a significant amount, whether it be by providing monetary aid or various other types of aid, including humanitarian.
