Mr. Speaker, Ottawa is working so hand in hand with the Quebec government that the Conservatives are recruiting from the CAQ. Will the Prime Minister admit that, by failing to meet his obligations, he is responsible for a $6-billion deficit in Quebec City, that he is responsible for making Quebeckers shoulder $8 billion out of his $40-billion deficit, and that he has just put Quebeckers $14 billion in debt in one year?

Mr. Speaker, at least there is one thing we agree on: This is unacceptable. That means that the Prime Minister is responsible for something unacceptable. Take some action, please. What is he going to do to recover the tens of millions of misspent dollars? Will he put the Canada Border Services Agency under administrative supervision and launch an independent inquiry, one that has the added appeal of going back as far as the Harper years?

Mr. Speaker, the government is mired in one of the worst financial scandals in the public service. It happened somewhere in the public service, yet to be determined. It is the worst scandal since the sponsorship scandal, which relegated the Liberal Party to obscurity for many years. We have made four clear requests: that the Prime Minister acknowledge his responsibility; that he call an independent inquiry in addition to, but more limited than, that of other authorities; that he recover the money, for goodness' sake; and that he put the CBSA under administrative supervision after this massive mistake. Let us start with the first. Will the Prime Minister admit that, as Prime Minister, he is accountable and responsible to the people of Quebec and Canada?

Mr. Speaker, to be clear, I presume that, henceforth, the person responsible for all the corrective work to be done is the Prime Minister of Canada. What sort of investigation has he launched, since this company had been receiving government contracts for a long time, since long before the Liberals came to power, but its contracts did not start to be suspended until November? What sort of investigation has he launched? How long will it take? Who will lead it? When will we get the results from this urgent internal investigation?

Mr. Speaker, I find it irresponsible at best, and perhaps imprudent, for the Prime Minister to say he knew nothing and to systematically attack the quality, integrity and service of Canada's intelligence officers. Heaven knows that coming from a sovereignist, this is no trivial statement. I would like to hear, from whoever wants to answer, if we are really sure that Mr. Trudeau, the PM's brother, Mr. Johnston and Mr. Rosenberg are above reproach.

I appreciate that answer, Mr. Speaker. There is another issue. Does the Prime Minister agree that, in any circumstance, especially given what we are witnessing in Ukraine, it would be irresponsible to use the war and its humanitarian consequences as an opportunity to promote oil exports from Western Canada?
