Mr. Speaker, unfortunately, the reality is one of investments in the form of tax credits or assistance for the reduction of greenhouse gas emissions resulting from the process of extracting petroleum resources. The only petroleum resources that are safe to develop are biofuels and biogas. They exist, but that is not what we are talking about. The suggested approach is not really useful. If the industry were able to lower its emissions per barrel, it would only produce more barrels. Our money would then be used solely to maintain the level of greenhouse gas emissions. We need to go a step further and transition away from oil.

Mr. Speaker, I read The Globe and Mail every day, and I learned from this morning's edition that the government's own experts told it that its 2030 greenhouse gas emissions targets were not feasible before they were unveiled. That means that the Minister of Environment and Climate Change and the Prime Minister knowingly made bogus announcements. Can the Prime Minister at least do what he often does and apologize for misleading Quebeckers and Canadians?

Mr. Speaker, we are finding out that the Bay du Nord project is going to be or is in the process of being approved. This comes as no surprise to anyone. We are talking about one billion barrels. The IPCC harshly criticized those countries that are shirking their responsibilities. It did not name names, but we understood that it was talking about Canada. There is a major inconsistency between the government's proposed reduction plan and the increase in emissions that will result from this project. Does the Prime Minister think that the IPCC is wrong and that it made a mistake?

Mr. Speaker, I do not need to applaud his plan, because I am not asking him for a cheque. Not only is the plan scientifically unacceptable, but the government is not even trying to meet the targets. The proof is that he is subsidizing the oil industry, which, with its increased production, will ensure that levels of greenhouse gas emissions remain the same. Could he at least commit to saying no to the Bay du Nord project once and for all?

Mr. Speaker, no one believes in the Liberal government's emissions reduction plan. In fact, everyone is united in their dislike of the plan. It is not as though the minister did not try. I sincerely think he did, but his own government got in the way. What we need, though, are results. The IPCC has been clear that it is impossible to meet the targets by increasing production. Will the Prime Minister admit that his plan is doomed for failure?
