Mr. Speaker, the government and the NDP want to bring in a pharmacare plan that does absolutely nothing for Quebec, since we already have such a plan, which was actually the inspiration for their program. I have no problem with this, as long as Quebec has the right to opt out with full financial compensation and no strings attached. The member for Rosemont—La Petite-Patrie, a member of that alliance, says that Quebec can opt out. The minister says it is not all that clear-cut. The Prime Minister must know the answer. Which is it?

Mr. Speaker, my friend Paul in Quebec City will be happy to know that the year one budget has brought the debate on Quebec independence to the Parliament of Canada, and that even the Leader of the Opposition is talking about it. In the meantime, the Prime Minister has put himself at odds with the United States, U.S. intelligence and the U.S. President on the issue of the hospital in Gaza. According to the information available to us, he has not spoken with the U.S. President in 17 days. What does he plan to do to convince the U.S. to rally to the consensus reached by the UN, the European Union and France for a humanitarian truce in Gaza?

Mr. Speaker, on May 23, the Fédération des travailleurs et travailleuses du Québec launched a big campaign to promote the French language and to emphasize that working in French is a right. With online, television and street furniture ads, this campaign uses funny translations of Quebec expressions as a reminder that people understand one another better when they speak our common language. The French expression “pain sur la planche” does not mean “having bread on the board”. It means we have our work cut out for us, and that is true when it comes to stopping the decline of French in Quebec workplaces. I would like to draw the attention of our friends in the FTQ to Ottawa, which continues to avoid applying the Charter of the French Language to federally regulated businesses. On behalf of the Bloc Québécois, I thank the entire FTQ team, especially its president, Daniel Boyer, and its general secretary, Denis Bolduc, for promoting our national language. As the FTQ said so well, French at work is always better.

Mr. Speaker, I do not need to applaud his plan, because I am not asking him for a cheque. Not only is the plan scientifically unacceptable, but the government is not even trying to meet the targets. The proof is that he is subsidizing the oil industry, which, with its increased production, will ensure that levels of greenhouse gas emissions remain the same. Could he at least commit to saying no to the Bay du Nord project once and for all?

Mr. Speaker, no one believes in the Liberal government's emissions reduction plan. In fact, everyone is united in their dislike of the plan. It is not as though the minister did not try. I sincerely think he did, but his own government got in the way. What we need, though, are results. The IPCC has been clear that it is impossible to meet the targets by increasing production. Will the Prime Minister admit that his plan is doomed for failure?
