moved: That the House: (a) condemn the federal government’s repeated intrusion into the exclusive jurisdictions of Quebec, the provinces and the territories; (b) remind the Prime Minister that, despite his claims, it is not true that “people do not care which level of government is responsible for what”; and (c) demand that the government systematically offer Quebec, the provinces and territories the right to opt out unconditionally with full compensation whenever the federal government interferes in their jurisdictions.

Mr. Speaker, we will talk about “hand in hand with the provinces” in a bit. In the meantime, after some Pinocchio-like nonsense, the Conservatives are now voting with the Liberals. They are both obsessed with encroaching on provincial jurisdictions. Despite a request from all premiers—so much for “hand in hand”—the Liberals and Conservatives are voting against a motion on respecting Quebec's jurisdictions. Can I make a suggestion to both the Conservatives and the Liberals? If they are actually interested in Quebec, they should read the Bloc Québécois's agenda.

Mr. Speaker, I would like to congratulate you on showing some common sense. If the Chair wants more questions, we are ready to ask plenty of them. It is clear that from firearms buy-back programs to the Phoenix pay system, issuing visas, McKinsey and GC Strategies, the government's management is very chaotic. Instead of interfering in the jurisdictions of Quebec and the provinces, why does the government not just make transfers with no strings attached?

Mr. Speaker, when my car breaks down, I do not give my money to the dentist. The people in Ottawa do not understand that. They have to create all sorts of expertise in areas of jurisdiction that are not theirs. Does the Prime Minister realize that if he interferes in Quebec's jurisdictions, it is going to take longer, be more expensive and it will not improve anything?

Mr. Speaker, the Prime Minister interferes with Quebec's jurisdictions like a ship's captain collects life rafts. Ottawa has no department or expertise in health, education, child care or municipal affairs. People here in Ottawa seem to forget that. However, the Prime Minister has our money because of the fiscal imbalance. Does he recognize that the National Assembly of Quebec has jurisdiction over education, health, child care and municipal affairs?

Mr. Speaker, in the past 24 hours, the Prime Minister said that Quebec must take in 112,000 immigrants. He says that he is not imposing that number. However, all the other times, he said that he would like to impose it. He sent a former minister and now sitting member to say that Bill 96 should be blocked, because the federal government obviously must not recognize Quebec's jurisdictions. He is forgetting about Roxham Road and the thousands of irregular claimants, who would have a hard time integrating into French-speaking society, and he is forgetting about the thousands of francophone African students who he himself is preventing from entering Quebec. Could he do the smart thing when it comes to the issue of language and recognize that the French language and immigration are Quebec's jurisdictions?

Madam Speaker, given my colleague's question, it is very tempting to respond that basically they are not capable and they are not competent. I do not think so. They are probably quite capable, but they do not want to. They say this is not important and they have other priorities. However, the reason is that they do not want to. They do not want to because Alberta will want to have its jurisdictions. Alberta will not want anyone meddling in its affairs because it does not care about the planet and wants to extract oil. They do not want to because first nations will ask for the recognition of a number of fundamental rights in the Constitution. There is always room for improvement. Quebec will certainly have a very interesting shopping list to discuss. They do not want that. Everyone is terribly afraid of that. That is why the Constitution is triple-locked, why there is a bunch of padlocks and why the keys are at the bottom of the river—probably in the Thames rather than the St. Lawrence. The point is that they are competent enough to know that if they reopen the Constitution, it is a battle they are indeed not competent to win.
