Mr. Speaker, I do not know if seniors use a lot of birth control, but I know that in Quebec, diabetes medication is paid for.
I will come back to one point, because I do not think he knows what I am talking about. The Canada community-building fund should allow municipalities to do whatever work they choose to do. However, to make it look like it is putting money into housing, the government wants to force small municipalities to invest money from the Canada community-building fund in housing.
Can the government be honest and let municipalities do what they want with their money?

Mr. Speaker, when the Prime Minister proudly makes funding announcements in Quebec with the member to his right, he is actually talking about money that belongs to Quebeckers. Those are our tax dollars. With respect to the motion, if he says he agrees, he is in trouble. If he says he does not agree, he is in trouble. Since he is in trouble either way, and because he will be asked about it the next time he is next to the Premier of Quebec, why will he not simply tell us what he really thinks for once?

Mr. Speaker, I feel like I have gone back in time 10 years. No serious person can deny that oil and gas are to blame for some of the terrible tragedies happening around the world, and increasingly right here, too. This obsession with oil comes at a very high price.
Will the Prime Minister agree to halt all forms of funding, direct or indirect, to the oil companies and transfer the money saved to Quebec and the provinces in order to increase funding for research into mitigating the effects of climate change and the measures required to protect ourselves, particularly when it comes to municipal infrastructure?

Mr. Speaker, we are making progress; the Prime Minister now understands that we need doctors, nurses, care, surgical procedures and mental health supports. That requires skills, which they do not have. It takes money, which they are holding back.
Could the Prime Minister forget yesterday's negotiation-free monologue and transfer funds to the provinces and Quebec?

Mr. Speaker, this is progress. He is no longer pretending it is $20 billion a year; it is $4.6 billion a year. The provinces were asking for $28 billion. This is a far cry from what is needed to care for people. This requires a proper assessment of what it takes to care for people.
Now we see that the government is indexing underfunding. It is publicly announcing that a problem that is real today is going to be just as real for the next 10 years.
Can the Prime Minister admit that this money is not enough and commit to improving his offer?

Mr. Speaker, assuming I will not get a more specific answer than that, let me be perfectly clear. I am taking that as a “yes”.
In 2016, the riding of Papineau received $70,000 from Chinese interests in 48 hours. Basically, I have two questions.
Was the Prime Minister briefed on funding in his riding? Here is the second thing I am curious about. Was there an investigation into funding in his riding? Was he the recipient of Chinese funding, or the target of Chinese influence or interference in Papineau in 2016?

Mr. Speaker, when questioned a little more closely, the Prime Minister talks about everything, but not once did he mention the riding of Papineau.
He is responsible for protecting our democracy, but he seems to care more about funding by Chinese interests and the British Crown than about democracy. I will try again.
Does the Prime Minister recognize that in 2016, in 48 hours, his riding received $70,000 in funding from Chinese nationals?

Let us continue, Mr. Speaker. We are not talking about the integrity of institutions. We are talking about the integrity of the Liberal Party of Canada.
I would like to remind the House that this Prime Minister refused to denounce China's genocide of the Uighurs and he refused to impose sanctions on China in the Uighur file.
Can the Prime Minister tell us whether any of our institutions have looked into the Chinese funding in the Liberal riding of Papineau in 2016?

Mr. Speaker, the shortfall in health care funding for Quebec is around $6 billion. Stretchers are piling up in emergency rooms. Surgery waiting lists are suffering a similar effect, with all the anguish that goes along with that. There is also a national mental health crisis, with its prescriptions and fears of suicide attempts. At this rate, we will not be sending help abroad; we will be receiving it here.
The government claimed it wanted to work hand in hand with Quebec, but now it is being unbelievably arrogant. How can the government justify that arrogance?
