Mr. Speaker, I refuse to believe that the Prime Minister is working hand in hand with Quebec. On the contrary, I believe he has his hand in Quebeckers' pockets. He is blatantly abusing the fiscal imbalance. He is blatantly abusing his spending power. Furthermore, he is racking up an appalling deficit that Quebeckers will be paying off for a long time to come simply to save his government's skin, and his own skin, in the next election.
Does he understand that I am condemning this government and this budget as it concerns Quebeckers?

Mr. Speaker, with his budget, the Prime Minister is recognizing that the issues that are really important to Canadians fall under the jurisdiction of Quebec and the provinces.
Therefore, he is shamelessly using the fiscal imbalance, thanks to which he has a lot more money than he should, while Quebec and the provinces have less.
Does he recognize that, to implement his budget at the expense of Quebec's jurisdictions, he is grossly abusing the spending power instituted by former Prime Minister Trudeau?

Mr. Speaker, I am not convinced that the Quebec government is saying the same thing as the Prime Minister. I myself am very proud to be a Quebecker. I am so proud, in fact, that I have confidence in Quebec. I believe it should be a country. I am not sure whether the Prime Minister has the same level of confidence.
Does the Prime Minister recognize that all of his meddling in areas under the jurisdiction of Quebec and the provinces is funded exclusively through the never-ending fiscal imbalance?

Mr. Speaker, the Prime Minister interferes with Quebec's jurisdictions like a ship's captain collects life rafts.
Ottawa has no department or expertise in health, education, child care or municipal affairs. People here in Ottawa seem to forget that. However, the Prime Minister has our money because of the fiscal imbalance. Does he recognize that the National Assembly of Quebec has jurisdiction over education, health, child care and municipal affairs?

Mr. Speaker, this government and Canada are both living high off the hog thanks to the fiscal imbalance.
The Canadian government collects more in taxes than its responsibilities actually require. Quebec and the provinces collect less in taxes than their responsibilities require. Of course, raising taxes is not an option.
Do the government and the Prime Minister recognize that Quebec's extremely large deficit is in fact being manufactured by the Government of Canada?

Madam Speaker, I really like that question. This government does two thing.
When it wants to take action in an area under the jurisdiction of Quebec and the provinces, it keeps the money because of the fiscal imbalance. It says that, if we want the money—for example, in health—we will have to relinquish some of our powers. It says it is going to write us a cheque and tell us what to do. It is going to let us do it, as that is what costs money.
In this case, it is basically a federal jurisdiction. What is the government thinking? It is thinking that, since it cannot take away or buy more powers from us, it is just not going to pay us. It will let us do its job, it will not pay us to do its job, and it will continue to accumulate money because of the fiscal imbalance.
The government should at least keep its word. If the past is any indication, having to do the government's job because it is not paying its bills is problematic.

Mr. Speaker, the member is quite welcome for the question, and just to show that there are no hard feelings, here is another.
We were talking about $28 billion in new money, but I want to know this. If $4.6 billion is not enough, why give only that much? If $28 billion is too much, someone needs to explain why it is too much. If it is not enough, someone needs to explain why it will remain not enough for 10 years.
Is the legacy of the fiscal imbalance that, over time, Ottawa will run surpluses and, over time, the provinces will financially suffocate?
