Mr. Speaker, the $60-million arrive scam is just the tip of the iceberg. We have now learned that there is $5 million in additional fraud that has been identified by the department of public procurement, and this is out of the $21 billion the Prime Minister is now spending on outside consultants, which is a 100% increase, done fully with the support of the NDP. Can the Prime Minister tell us how much of this $21 billion is fraud?

Mr. Speaker, we pulled money back from back office bureaucracy and costly consultants that now chew up the budget. CBSA is now spending $60 million on arrive scam, while only five CBSA officers are monitoring 500,000 shipping containers at the port of Montreal. Conservatives put more CBSA agents on the front line at the port of Montreal and across the country. Will the Prime Minister not accept my common-sense plan to cut back on the consultants and put boots on the ground?

Madam Speaker, one can tell that Liberals are losing the carbon tax debate when they say that we all have to spend more time talking to the state-controlled media that covers for him. We know that one of the reasons why the Liberals helped Bell raise the cost of cellphone and other services is that Bell owns CTV, which reciprocates with wonderful Liberal propaganda. Our focus will be talking to real people, folks who are struggling to pay their bills after eight years of the Prime Minister, the NDP-Liberal Prime Minister, doubling housing costs and now quadrupling the carbon tax. Real Canadians know the cost. The Liberal media can do anything it wants to try to cover up the fact that this is a tax grab and it is a scam. We will go around the state-controlled media, directly to the Canadian people, and we will share our message that we will spike the hike and axe the tax.

Mr. Speaker, that answer proves again that he is not worth the cost or the corruption. We know that after eight years of the Prime Minister, the cost of everything has gone up, in part because he has given away money for nothing. Arrive scam, an app that was supposed to cost $80,000, was actually $60 million at least, and counting, because the Auditor General said she does not have the documentation to do the full calculation today. We have a common-sense Conservative motion that requires the Prime Minister to release the full cost of the app and recover the money for Canadians within the next hundred days. Will he vote for that common-sense motion, yes or no?

Mr. Speaker, while common-sense Conservatives fight to axe the tax, build the homes, fix the budget and stop the crime, this Prime Minister is not worth the cost or corruption. We have just learned that the RCMP is investigating arrive scam. The RCMP commissioner revealed that the Prime Minister blocked them from obtaining documents in the SNC-Lavalin affair. Will he lift PMO confidentiality so the RCMP can get all the facts in this criminal investigation?

Mr. Speaker, after eight years, the Prime Minister is not worth the cost or the corruption. Today, Conservatives got a letter from the commissioner of the RCMP indicating that the national police force is now formally investigating the arrive scam and the Auditor General's report into it. We know that the government deprived the Auditor General of key documents to calculate the full cost and the breadth of the scandal. We also know that the Prime Minister refused to hand over documents in the SNC-Lavalin and the Aga Khan island scandals. Will the Prime Minister commit, here and now, to giving the RCMP all the documents and evidence on arrive scam?

Today, the Conservatives received a letter from the commissioner of the Royal Canadian Mounted Police, the RCMP, confirming that there is a now a police investigation into arrive scam. The commissioner confirmed to the committee that the Prime Minister refused to hand over documents in the SNC-Lavalin and Aga Khan island scandals. Will the Prime Minister commit today to providing all the documents and all the evidence to the RCMP for the investigation into arrive scam?

Mr. Speaker, we are prepared to look at all of the contracts given to individuals and businesses. There was no arrive scam at the time. We could not foresee that, 12 or 13 years later, there would be a scandal involving a business operating under another name. I know that the former Conservative government did spend the money, but I would add that, during the years he is talking about, we were spending half as much on outside consultants. We were spending less on bureaucracy, less on outside consultants. Yesterday, I was in Saguenay. People wanted to know why this member of Parliament votes for the Prime Minister and against the interests of Saguenay. He votes for higher taxes on gas and diesel for trucks. He votes for higher taxes on small businesses. He votes for all of the Liberal government's inflationary spending, including all the arrive scam spending. He should have stood up and apologized to his constituents for having voted to throw their money out the window in support of the Prime Minister's arrive scam.

Mr. Speaker, the arrive scam scandal is so bad that even former NDP leader Tom Mulcair has taken note. He said that with the revelations of the past few days, he has to face the facts: This is the first major Canadian political scandal since the sponsorship scandal, and it is likely to be even bigger. Given that the NDP's own former leader is saying this, the Prime Minister is not worth the cost or corruption. Why is the NDP keeping him in power?

Mr. Speaker, actually, she pointed out that she could not even total up the full cost of the arrive scam app because many of the documents were still hidden from her, either because they had been destroyed by corrupt Liberal government officials or because the Prime Minister is having them hidden. Now the RCMP will have to get a production order to get all of the documents, which the parliamentary committees investigating are being deprived of. Once again, I have a simple yes or no question: Will the Prime Minister hand over every single document that refers to the arrive scam or GC Strategies?

Mr. Speaker, that is not what the Auditor General said. After she exposed the arrive scam with the $60 million in spending that she was able to find, she said that the RCMP, with which she just met about the scandal, will now have to go to court to get a production order to get all of the documents that the Prime Minister is covering up. If the Prime Minister really has nothing to hide in the arrive scam affair, then why will he not release the documents to both the police and the parliamentary committees investigating so we can get to the bottom of this scandal?

Mr. Speaker, the people involved are the taxpayers who are struggling to pay their bills. He leads the government. He has access to all the documents. Does he expect us to believe that he does not know how much the arrive scam app cost? Does he really expect us to believe that he does not know how much his own app cost? He has the power to call for any document he wants from the government. Either he is covering it up, or he is incompetent, or worse. Which is it?

Mr. Speaker, he did not answer the NDP leader's question. The question was, how can the Prime Minister waste millions of dollars on the arrive scam app when Canadians cannot afford to eat, heat or house themselves? The answer is because the NDP keeps the Prime Minister in power, that is how, and votes consistently in committee to cover up the scandal and shut down investigations. This app was supposed to cost 80 grand, said the Prime Minister. Now it is at least $60 million, but we do not know for sure because of missing documents. What is the full and final cost of the arrive scam app?

Mr. Speaker, the Prime Minister's arrive scam is now flailing out of control. Today there are revelations from Joel-Denis Bellavance that one arrive scam company received a quarter of a billion dollars in contracts. Let us get this straight. This company with four employees, headquartered in the basement of a tiny cottage, got IT contracts even though they admit they do no IT work. It was a quarter of a billion dollars. WTF? Mr. Speaker, the Prime Minister's arrive scam scandal continues to deepen. Today we learned from Joël-Denis Bellavance that a single arrive scam company received $250 million. That company has four employees and is headquartered at a cottage. This so-called IT company admits it does not do IT work. Come on. What a mess.

Mr. Speaker, it is more proof that the Prime Minister is not worth the cost or the corruption. He is calling the Auditor General a conspiracy theorist, now that she has revealed that his arrive scam app went from $80,000 to at least $60 million and counting, that two insiders working from their home basement got $20 million from the Prime Minister, and that top Liberal government officials accepted high-end whiskies and dinners in exchange for contracts that they let the contractors write for themselves. Once again, will he stay out of the way and let the police investigate his government, or will he try to block it again?

Mr. Speaker, it does its job unless the Prime Minister blocks it from doing its job, like he did in his criminal offence where he committed the crime of accepting a gift from someone who was seeking a government contract from him. He blocked the RCMP from investigating him. COVID-19 is something the Prime Minister saw a once-in-a-generation opportunity to fill the pockets of his friends, whether it was the WE scandal, in which his family received a half million dollars, whether it was Frank Baylis or, now, the arrive scam. Will he stay out of the way and let the police investigate him and his corrupt government in the arrive scam?

After yesterday's Auditor General's revelations of corruption, waste and mismanagement, I have written to the RCMP, asking it to expand its criminal investigation into the Prime Minister's arrive scam. He has a track record of blocking criminal investigations. He tried to protect SNC-Lavalin from prosecution. He blocked the RCMP from investigating his illegal vacation to billionaire island. Will he stay out of the way, or will he again try to block the RCMP's criminal investigation into arrive scam?

Following the Auditor General's revelations yesterday about corruption and waste, I wrote to the RCMP and asked it to expand the criminal investigation into the arrive scam scandal.
