Madam Speaker, I would say shame on the parliamentary secretary. That is utter nonsense, even for him.
This motion arises from a prima facie question of privilege, a ruling of the Deputy Speaker, and the parliamentary secretary has demonstrated contempt for the Deputy Speaker by dismissing the seriousness of that matter, which has been ruled upon. Consequently, the motion has been brought forward. However, there is a broader context to the motion, and it is that this is not just one transgression, but part of a pattern of repeated transgressions of partisanship by the Speaker. It is why he needs to resign, and he needs to resign today.

Mr. Speaker, the Parliamentary Secretary claimed that the minister addressed the matter. The minister has done no such thing. Indeed, the minister has refused to stand in the House to answer a single question, and when I asked him a question at committee, he misdirected by falsely claiming that it had been cleared by the Ethics Commissioner when the arrangement clearly had not been.
Here are the facts: The minister was being paid by a firm owned by his business partner that was lobbying his own department, and it secured $110 million in federal grants for its client. That smacks of a conflict of interest. Is the parliamentary secretary comfortable to stand in the House to tell Canadians that this is the low ethical bar set by the government?

Madam Speaker, respectfully, the minister is wilfully blind to the facts. The facts include that $40 million of taxpayer money from the fund was funnelled to the companies of board members. The parliamentary secretary spoke about due diligence. The minister's officials sat in on meetings in which tens of millions of taxpayer dollars were inappropriately funnelled from the fund to the companies of board members.
The minister knew about it. He had to have known about it, or he is completely incompetent. Either way, why will he not, at the very least, fire the board? Who is he protecting?
I would submit that it begs the question: To what extent is he himself involved in this corruption?

Mr. Speaker, I think it is absolutely disgusting that the parliamentary secretary to the government House leader would stick his head in the sand and deny well-documented cases of abuse and non-compliance with respect to so-called safeguards that are supposedly in place and are to be enforced. It is just disgusting, when speaking of some of the most vulnerable persons in Canadian society.
With respect to the member and her speech, she talked about Conservative obstruction. I would remind her that every member of Parliament, from all recognized parties, on the committee, which I served in, said to put a pause on this expansion, so did chairs of psychiatry, and so did the Province of Quebec in the national assembly, when the committee determined that mental illness as a sole underlying condition was not appropriate in the context of MAID.
I will tell members that when I hear evidence that clinicians could get it wrong 50% of the time, in other words like the flip of a coin, I will obstruct that expansion.

Madam Speaker, I am glad the parliamentary secretary confirmed that the resignation of the chair of SDTC was a personal decision that she did not make at the direction of the minister. This was the same chair who funnelled $220,000 into her own company and then transferred $120,000 of that into her personal bank account.
That is corruption, yet it did not meet the level for the minister to call on her to resign. If that level of corruption does not suffice calling for a resignation, what does?

Madam Speaker, I will at least acknowledge that the parliamentary secretary to the Minister of the Environment had at least some integrity when he stood up in the House and acknowledged that his government had betrayed Ukrainian farmers.
