Mr. Speaker, I rise to present a dissenting report from the Conservative members on the Standing Committee on Procedure and House Affairs. There is a long-standing tradition and expectation that the Speaker be impartial and non-partisan. That expectation was shattered by the current Speaker when he engaged in partisan commentary no less than on three occasions in the span of a week. This demonstrated not only a lack of judgment but a betrayal of the trust of all hon. members in this House. I would note that both the official opposition and the third party, comprising nearly half of the members in this House, have called on the Speaker to resign. I would submit that it is untenable in the circumstances that he continue in his high office. In order to restore the trust and confidence of all hon. members in the speakership, it is with regret that Conservatives call on the current Speaker to resign.

Mr. Speaker, I rise on behalf of the Conservative members of the procedure and House affairs committee to table a dissenting report to the main report of the committee with respect to redistribution for the Province of British Columbia. Conservative members on the committee respect the work of the electoral boundaries commission, which consulted broadly, and therefore we oppose many of the objections; however, we do ask the commission to respectfully consider in a favourable light the objection of the member for South Surrey—White Rock to move Lantzville into Nanaimo—Ladysmith as well as to favourably consider the name changes proposed by the member for Kelowna—Lake Country and the member for Langley—Aldergrove

Mr. Speaker, I rise on behalf of the Conservative members of the Standing Committee on Procedure and House Affairs to table two dissenting reports in response to the main reports of the committee in respect of the reports of the Federal Electoral Boundaries Commission for the provinces of Quebec and Alberta. The Conservative members support the work of the commissions and appreciate their efforts to engage in significant consultations in reaching their final reports. However, we respectfully request that the committees respectively and favourably view the objections of the members for Yellowhead, Grande Prairie—Mackenzie and Peace River—Westlock, as well as the objections of the members for Mégantic—L'Érable and Montmagny—L'Islet—Kamouraska—Rivière-du-Loup.

Mr. Speaker, I rise on behalf of the Conservative members of the Standing Committee on Procedure and House Affairs to table three dissenting opinions in respect of the main reports of the committee regarding the reports of the federal electoral boundaries commissions for the provinces of Saskatchewan, Manitoba and Nova Scotia. I would like to take this opportunity to thank each member who appeared before the committee to testify with respect to their notices of objection, as well as to thank the clerks and analysts for their work and their support for the committee. We support and respect the work of the commissions and therefore broadly support the findings of the reports of each of the commissions. However, we do concur with the main reports of the committee with respect to the notices of objection of the members for Regina—Lewvan, Regina—Qu'Appelle, Selkirk—Interlake—Eastman and Churchill—Keewatinook Aski.
