Mr. Speaker, that answer is an insult to Chinese Canadians. This government expelled one Beijing diplomat after they got caught doing nothing. It gets worse. According to national security sources, CSIS has provided this government with a list of other Beijing diplomats identified for expulsion because of the threat they pose to Chinese Canadians. How many names are on that list? How many more warnings from CSIS is this government ignoring?

Madam Speaker, I could not agree more with the member for Charleswood—St. James—Assiniboia—Headingley. The diplomat should have been expelled immediately and the government had all the tools at its disposal. Article 9 of the Vienna Convention gives the government the unfettered discretion to expel any diplomat at any time for any reason. The government did not do that. In doing that, it sent a message to Beijing that Beijing effectively has a green light to interfere in our democracy and our sovereignty to the detriment of the safety and security of Chinese Canadians and all Canadians.

Mr. Speaker, by allowing Zhao Wei to stay, the Liberals have given Beijing the green light to attack the safety and security of Chinese Canadians with impunity. Article 9 of the Vienna Convention gives the Minister of Foreign Affairs the unfettered discretion to expel any diplomat at any time for any reason. There is no excuse for delay. What is she waiting for? Will she expel this Beijing thug today?

Madam Speaker, I completely agree with my hon. colleague. He highlights to what degree the Liberal government has turned a blind eye to Beijing's interference, not only in our elections but also in other aspects. These include interference in our sovereignty, such as by opening up at least seven illegal police stations under the Liberal government's watch. Chinese Canadian citizens are being intimidated and harassed. What has happened? What have the Liberals done? No charges have been laid. No diplomats have been expelled. The best that the foreign affairs minister could say is that one diplomat's visa was denied. That is it. That is not a government that takes Beijing's interference seriously.

Madam Speaker, it has been reported that the Chinese communist regime is operating at least three illegal police stations in Canada, threatening Chinese Canadians and even coercing some to return to China. As we learn more, what is the government doing about these illegal Chinese communist-sponsored police stations, which constitute an assault on Canadian sovereignty?

Madam Speaker, I am encouraged by the parliamentary secretary's words of support for Taiwan's participation at the WHO and the WHA. The Chinese Communist regime, in addition to trying to block Taiwan's meaningful participation in international fora like the WHO and WHA, has also insisted upon the mislabelling of Taiwan in which certain Canadian government institutions are currently actively participating in such mislabelling. One is the Canadian Institutes of Health Research, which is the leading federal government health agency. The minister has been aware of this issue for some time. I wrote to the minister some six months ago. The member for Humber River—Black Creek has brought this issue forward and yet, this mislabelling continues. Why?

Madam Speaker, my friend for Cypress Hills—Grasslands is quite right that Taiwan has been excluded from participating as an observer at the ICAO. It is again part of the broader strategy on the part of the Chinese communist regime to isolate and delegitimize Taiwan. It is important that Taiwan participate at the ICAO, the WHA and the WHO from a global health standpoint and a global aviation safety standpoint. In that regard, I would just note that Taiwan has one of the busiest airports in the world at Taipei, with tens of millions of passengers going through it. From simply a civil aviation safety standpoint, it is absurd the Taiwan would be excluded from ICAO.

Madam Speaker, it could not be more timely. The WHA is set to convene in less than a week. Once again, the Chinese communist regime is thumbing its nose at global public health. Our allies have been clear and consistent in their support. We have seen resolutions passed in other parliaments, including the European Parliament. Just last Friday, President Biden signed into law legislation to direct the U.S. Secretary of State to develop a strategy for Taiwan's inclusion: legislation that received unanimous support in the U.S. House of Representatives and the U.S. Senate. It would be very fitting if the House of Commons also lent its unanimous support.
