Mr. Speaker, that same indictment also revealed that in New York City last summer, PRC agents tried to coerce someone in New York City to come to Toronto for more intensive interrogations. The implication is that Beijing is comfortable using Canada as its foreign interference playground. Maybe that is because two months ago those same PRC agents were arrested, yet here north of the border there is nothing: no arrests, no new legislation.
When will the Prime Minister replace the minister with someone who will get the job done?

Mr. Speaker, an unsealed justice department indictment in U.S. court revealed that a Canadian in Vancouver was coerced back to the PRC. It has been eight months since the first reports about Beijing's illegal police service stations. Beijing brazenly admitted to five of these stations, and another two have been identified. These stations are being used to coerce people back to the PRC.
The minister has indicated these stations were shut down, but they have not been. When will they be?

Mr. Speaker, these are serious questions that I think the public deserves real answers to, so I will ask another question I hope the government can answer.
CSIS documents obtained by The Globe and Mail suggest that Beijing's consulate in Vancouver took credit for the defeat of at least two Conservative candidates in the 2021 election.
Was the Prime Minister or any other member of the government ever briefed on Conservative candidates being targeted by Beijing, successfully or unsuccessfully, and, if so, when?

Mr. Speaker, my question is for the Prime Minister. According to reports in The Globe and Mail around the time of the 2021 federal election, CSIS outlined a sophisticated strategy to disrupt our democracy and back the re-election of the Liberal Party and the Liberal government.
Has the Prime Minister ever been briefed on the activities of Beijing or its affiliates in support of the Liberal Party in any election, and, if so, when?

Mr. Speaker, I thank my colleague for her question. I think that Beijing poses a real threat to our post-secondary institutions.
CSIS has identified that Beijing is a threat in five areas of research and development. It is a threat to our national security and a threat to our intellectual property in the five areas of clean tech, artificial intelligence, biopharma, 5G telecommunications and quantum computing. However, the government has failed to take action to protect the post-secondary research institutions that my hon. colleague referred to. It has failed to provide a directive ordering the CIHR, the CFI, the SSHRC and NSERC, the four granting councils, to ban funding in partnership with entities in the People's Republic of China in these five sensitive areas. That is why we have been lax in protecting our national security.
More broadly, the government has failed to step up when it comes to protecting the cybersecurity of Canadians. In the last election, we saw the case of candidate Kenny Chiu, who was the subject of a volume of disinformation that Global Affairs Canada's G7 rapid response mechanism was tracking. The SITE task force failed to release this disinformation during the election to ensure that Kenny Chiu at least had a fighting chance to counter it.

Mr. Speaker, in 2019, the Globe reported the PMO pressed the justice minister to intervene in SNC Lavalin's criminal prosecution. The Prime Minister responded by saying, “The allegations in the Globe story this morning are false.” The allegations were later found to be true by the Ethics Commissioner, and the Prime Minister knew it.
The Globe has reported that CSIS documents show Beijing uses tactics to provide undeclared cash donations for federal elections and illegally reimburse donors.
Does the government believe these reports to be false?

Mr. Speaker, Beijing's foreign interference is a serious threat, a national threat. It threatens the integrity of democratic institutions, social cohesion, the economy, long-term prosperity and fundamental rights and freedoms, but the government has not treated this threat seriously. It has hidden behind all sorts of excuses and accusations, like anti-Asian racism. Now it is hiding behind a secret committee with secret hearings, secret evidence and secret conclusions, all controlled by the Prime Minister.
When is the government going to come clean with us and with Canadians about what exactly is going on?

Mr. Speaker, for years, CSIS has assessed that Beijing's foreign interference “can pose serious threats” to the security of Canada. CSIS tracked this interference and brought it to the attention of the Prime Minister, as have others, like Global Affairs Canada's G7 rapid response mechanism.
CSIS advised the Prime Minister that “Canada can make use of a policy that is grounded in transparency and sunlight in order to highlight the point that [foreign interference] should be exposed to the public” and that “Canada can counter [foreign interference] activities by building resilience.” To build resilience, Canadians, communities and all levels of government need to be aware of foreign interference threat activities.
The Prime Minister has ignored this advice. He needs to heed the advice of experts, treat Beijing's foreign interference as the serious threat it is and tell us and Canadians exactly what is going on.

Mr. Speaker, last weekend, Canadians watched as Beijing's spy balloon drifted over North America. For years, the government has supported research with China's military, despite the advice of CSIS against doing so since 2018. It admitted Beijing's military scientists into the Winnipeg lab. It is also funding research with Beijing's military university in areas like quantum cryptography, photonics and space science.
Does the government now understand the threat this presents to Canada? Will it now issue a ministerial policy directive to ban research funding with China's military?

Mr. Speaker, Beijing's military is threatening Taiwan and harassing neighbours from India to Japan. Beijing's military has a university, the National University of Defence Technology, whose motto is “strengthen the armed forces”. That is why this university was blacklisted by the Obama administration in 2015. The minister's guidelines on Canada's research and national security clearly are not working, because the government continues to fund university partnerships with this university.
When will the minister protect this country's national security and that of our closest allies, and issue a policy directive to ban the funding of university partnerships with this university?

Mr. Speaker, the government is not answering our very legitimate questions. We know the Prime Minister has been briefed at least three times about foreign interference since the 2019 election. In the briefings, CSIS mentioned Beijing’s foreign interference and also mentioned politicians and riding associations being targeted.
I have a simple question. Was the Prime Minister told about Beijing targeting candidates in the 2019 or 2021 election?

Mr. Speaker, Global News reported on November 7 that the Prime Minister had been briefed last January about federal candidates receiving money from Beijing. We started asking questions a week later, on November 14, but it took until yesterday, November 20, for the Prime Minister to say, “I do not have any information, nor have I been briefed, on any federal candidates receiving any money from China.”

The government is right, Mr. Speaker, that this is not a partisan issue. Mr. Speaker, that is an appalling answer. It is the government that allowed People's Liberation Army scientists of the People's Republic of China into a top-level lab in this country against the government's own security protocols and in threat to the Five Eyes alliance.
We are talking about payments of hundreds of thousands of dollars to election candidates. We are talking about Beijing putting agents in MPs' offices. We are talking about an increasingly aggressive campaign to silence Canadian MPs.
My question for the government is very simple: Who are these 11 candidates?
