Madam Chair, Canada has certainly given plenty of aid to Ukraine, but it has largely been humanitarian aid. That aid is obviously necessary, but right now, the issue is military assistance. Ukraine's security is seriously threatened by Russia. Ukraine needs more military aid, more ammunition and more military equipment. In my opinion, the Canadian government must take action now to give Ukraine help in this area. There are four things we currently have, as a country, in our Canadian forces. We have surplus equipment that we can give to Ukraine now. We have asked the government to send that now. The biggest crisis in Ukraine right now is a security crisis. In my opinion, it is bigger than the humanitarian crisis.

Mr. Speaker, international humanitarian law, in other words the law of armed conflict, makes it clear that what Hamas did on October 7, 2023, was war crimes. The taking of hostages is a war crime. I think we all acknowledge that hostages were taken. The raping, murdering and targeting, deliberately, of civilians is a war crime. This has been assessed by reputable organizations. What I am not aware of is any reputable organization's, including the International Court of Justice's, assessing that Israel has committed a war crime. States have the right to defend themselves and to use force to defend themselves. They have the right to target military infrastructure and the right to eliminate terrorist entities like Hamas that pose a threat to the safety and security of their own citizens. I am not aware of any international organization, the UN or any high court that has assessed that the State of Israel has committed war crimes since October 7, 2023.

Mr. Chair, we agree that innocent civilian lives need to be protected, and that is why we have called for three things. First, we have called for the establishment of a safe zone in the southern part of the Gaza Strip to allow Gazans who are fleeing from the north, where a lot of the IDF is targeting Hamas infrastructure, to get to the south of the Gaza Strip in safety. Second, we are calling for a humanitarian corridor to allow for food, water and medical supplies from outside the Gaza Strip to enter the Gaza Strip. Third, we are calling for a humanitarian corridor to evacuate foreign nationals who are in Gaza, particularly Canadian citizens, who are trapped there.

Madam Speaker, I think the reason the government is hesitant to implement visa-free travel probably has to do with the fact that it does not believe it can expeditiously negotiate bilateral or multilateral information-exchanging agreements and implement those agreements quickly enough to ensure that we can weed out any bad actors who might use the cover of a humanitarian crisis to try to sneak into Canada. I suspect that is really the problem, which relates to the Government of Canada's general lack of ability to execute operationally the policies that it stands for.

Madam Speaker, we believe it is essential that Canada work with allied countries. Our position is that the NATO alliance has worked in a very collaborative fashion in presenting a very strong position against the menace of the Russian Federation in Eastern Europe, and we support the actions taken by the Government of Canada to date. We encourage the government to work in a quadrilateral fashion with the United States, the United Kingdom and the European Union to discuss how the humanitarian crisis of refugees in Eastern Europe could be handled by the four parties to ensure that refugees are taken in, in an appropriate manner, by the members of the European Union, the United Kingdom, the United States and Canada.
