Mr. Speaker, quite simply, the government is putting roadblocks in the way of constructing purpose-built apartments buildings in this country. It is almost impossible to build a purpose-built apartment building, which is why all the focus is on building owner-occupied dwellings. It is because the government has subsidies for owner-occupied dwellings through CMHC's mortgage insurance, OSFI's regulatory structure and Finance Canada's rules, while on the other hand it is putting up roadblocks to building apartment buildings. That is the fundamental problem that the government is not even talking about, and it is something it should be focused on.
