Mr. Speaker, CSIS has been advising the government, the departments, the Privy Council Office, the national security adviser and deputy ministers that foreign agents in Canada, foreign diplomats in Canada, are presenting a threat to Canadian MPs in the House of Commons. In fact, the 2022 intelligence report from CSIS today says, “These threat actors must be held accountable for their clandestine activities.... We will also continue to inform national security stakeholders and all Canadians about foreign interference”.
Why is the government not listening to the advice of CSIS and not listening to the advice in the reports that are being distributed?

Mr. Speaker, the government has had 24 hours to get some basic facts about PRC diplomats targeting of MPs, but here is my question.
On September 10, 2019, the public safety minister issued a directive to CSIS ordering the service to inform the minister of any matter or action of interest to the minister.
When was the public safety minister or his office first made aware that a PRC diplomat, Mr. Wei Zhao, was targeting me or my family?

Madam Speaker, since 2017, Canadian diplomats and their families who were posted to Havana, Cuba, have complained of suffering from unexplained illness. Despite the Prime Minister saying he takes this “very, very seriously”, this has dragged on for years without a resolution. Last month the government appointed Justice Cromwell to mediate for the families but not the diplomats.
Is the government going to resolve this matter, or is it going to throw these public servants under the bus and blame them, like the government did yesterday with the RCMP contract with Sinclair Technologies?

Mr. Speaker, the Indo-Pacific strategy says, with respect to Beijing, that the government will push back “against any form of foreign interference on Canadian soil”. It is time to put those words into action. Today we learned about another two illegal police stations being operated by Beijing on Canadian soil, on top of the three we learned about last October.
When will the government put the words of the Indo-Pacific strategy into action, push back and expel diplomats responsible for this outrageous violation of our sovereignty?

Mr. Speaker, Russia is committing war crimes. Reports from Bucha of civilians shot with hands tied behind their backs and of others dumped in makeshift pits have shocked the world. In response, allies have expelled some 400 Russian diplomats, and President Zelenskyy has pleaded with the Prime Minister for Harpoon systems so that Ukraine can defend itself in the future against these types of massacres.
Why has the government not expelled Russian diplomats? Why has it not provided the Harpoon systems? Why is Canada offside with some of its closest allies?

Mr. Speaker, the government has recalled Ambassador LeClaire from Moscow, which is one of the things we called for last week. The U.S. has expelled 12 Russian diplomats this week for espionage.
If the government will not expel the Russian ambassador and his disinformation, will it at the very least follow the lead of other allies of Canada and expel Russian diplomats engaged in subversive activities here in Canada?
