Mr. Speaker, last weekend, Canadians watched as Beijing's spy balloon drifted over North America. For years, the government has supported research with China's military, despite the advice of CSIS against doing so since 2018. It admitted Beijing's military scientists into the Winnipeg lab. It is also funding research with Beijing's military university in areas like quantum cryptography, photonics and space science. Does the government now understand the threat this presents to Canada? Will it now issue a ministerial policy directive to ban research funding with China's military?

Mr. Speaker, the public safety minister is putting the government in a very difficult position. He has said the police requested the invocation of the act. Clearly, that is not the case. None of his cabinet colleagues concur with him. Neither does his deputy minister. The minister needs to take some time to reflect on the principle of ministerial accountability and on the integrity of our parliamentary system. He needs to decide what the honourable course of action is. Will he do that?

Mr. Speaker, normally the Department of Foreign Affairs has a list of countries whose national days Canadian officials are not to attend. The list is compiled by departmental officials, but the final decision rests with the minister. Last week, Friday, a Canadian official attended the Russian embassy's celebration. On Friday night, the minister's office concurred with the department, but yesterday the minister reversed course and blamed officials. Instead of blaming officials, will the minister accept that the list is her responsibility and will the minister accept ministerial accountability?
