Madam Speaker, I would like to thank my colleague for his speech a few moments ago and congratulate him on the quality of his French. The member asked for a question with substance, and I will easily ask a question with substance. The government waited more than 10 days before saying yes to the request of the provincial jurisdiction. Why wait so long?

Mr. Speaker, I want to tell the minister that we voted in favour of most of the things he mentioned. However, what makes us and Canadians angry is that this government is not effective when it comes to looking after its own affairs. Whether we are talking about passports, the military, the border, immigration, the cost of living or controlling expenses, to name only a few, this government has failed to take action. What is the government doing now? It is encroaching on provincial jurisdiction. That is none of its business. When it comes to its own affairs, it is not up to the task. When will a minister in this government stand up and finally take full responsibility for federal jurisdiction rather than encroaching on provincial jurisdiction?

Mr. Speaker, after eight years of this Liberal government, Canadians know that this government likes to meddle in provincial affairs, areas that do not fall under federal jurisdiction. The most recent example is the woodland caribou issue. We in the Conservative Party stand with the 1,600 forestry workers. Now, this Liberal government's environment minister wants to issue a decree in this matter because, apparently, he is not happy with what is happening in Quebec City. My question is for the Deputy Prime Minister. Could she tell her environment minister to set aside his ideology and side with forestry workers?

Mr. Speaker, the member raised a great example. He is the member for Winnipeg North, and I know there is a big issue to be addressed in Winnipeg with first nations, which is not the same issue that we have to address in the Quebec City area. Based on my personal experience and knowing them pretty well, it is not the same case. This is why we should work hand in hand with first nations, our provincial partners and our municipal partners. The question raised by my colleague from the Bloc a few minutes ago was exactly that. If we talk about the health care system for first nations, yes, first nations are under federal jurisdiction. We also know and recognize that health issues are not only a federal responsibility for first nations, but also a provincial one, and we have to work hand in hand with our municipal partners.
