Madam Speaker, first of all, the carbon tax, federal carbon pricing, does not apply in Quebec, because Quebec has the carbon exchange. However, that does not matter. The Bloc Québécois thinks that Quebeckers are still not paying enough yet.
Here is what the member for Longueuil—Saint-Hubert had to say on the matter:
Madam Speaker, the carbon tax is a very good measure. However, it needs to be increased far more drastically than it has been so far.
I think the UN was recommending that the tax be set at $200 per tonne now. Based on what we are hearing, it will be about $170 per tonne in 2030.
That is three times the price we are paying in taxes right now. The Bloc Québécois is not saying it out loud, but what it wants is for Quebeckers to pay more at the pumps, period.
Can they vote in favour of our motion to give Quebeckers a break this summer, yes or no?

Mr. Speaker, more and more Quebec families and workers may no longer be able to make ends meet because food is too expensive. Why is food too expensive? Quebec imports food from the rest of Canada. The farmers who grow that food are paying the carbon tax. Food processors are paying the carbon tax. The truckers hauling that food are paying the carbon tax. Guess who ends up paying the bill? Quebec families do. The carbon tax the “Liberal Bloc” wants to drastically increase is also costing Quebeckers dearly.
When will they put an end to this madness?

Mr. Speaker, after eight years of this Liberal government, Quebec farmers are stretched to the limit. There is a generalized sense of frustration as a result of tax hikes, inflation and carbon pricing, which the Bloc Québécois wants to drastically increase.
I am not the one saying it. Martin Caron, the president of the Union des producteurs agricoles, has been clear. He said that rising interest rates and increased input costs are resulting in a major drop in net farm income, and that there was basically no net income at all in 2024.
Will the members of the Liberal Party and the Bloc Québécois acknowledge the frustration of farmers and vote against the 23% carbon tax hike on April 1?

The Premier of the Northwest Territories wants to know why the provinces that voted for the Liberal Party got a tax break while the Northwest Territories are having to pay the tax when the prices there, and I quote the premier, are just getting higher and higher. With rising prices, Canadian families will have to choose between heating and eating at Christmas.

Mr. Speaker, after eight years of environmental failure, the costly Bloc-Liberal coalition is not worth the environmental cost. The carbon tax, which the Bloc Québécois wants to drastically increase, is not an environmental plan. It is a plan to tax Canadians, and it has not helped this Liberal government achieve its environmental goals for seven out of the eight years it has been in power. In fact, Canada trails behind, ranking 58th out of 63 countries.

Mr. Speaker, last week, the Liberal Prime Minister looked at the polls and panicked. After eight years, he has finally realized that the common-sense Conservatives were right in saying that the carbon tax created inflation and drove up the cost of everything.
Once again, however, the Prime Minister completely forgot Quebeckers, who are also overwhelmed with the stress of being unable to feed their families. Mr. Speaker, I am going to tell the story of 870,000 Quebeckers who, each month, have to use food banks because they are hungry.
That is one in 10 Quebeckers, 30% more in one year, 73% more than in 2019. Worse yet, 70% of food banks have been short on supplies.
The “Liberal Bloc” wants to radically increase the carbon taxes that, as we know, will continue to increase the cost of everything.
When will the Prime Minister cancel the second carbon tax of 20¢ a litre that he imposed on the backs of Quebeckers?

Mr. Speaker, if they really wanted to pass Bill C-56, they would put it on the agenda. Since October 5, the Liberals have not called Bill C-56 for debate in the House. They should make a decision and stick with it. One would think they would have a better sense of what they want.
Meanwhile, the middle class knows what is coming. They are lining up at food banks. This morning, the newspapers were saying that food banks are desperate. In the last three years, food prices have risen by 23%.

Mr. Speaker, we hear all sorts of excuses from the Liberal-Bloc coalition for drastic tax increases.
They say that the carbon tax does not apply to Quebec, but that is false. The second carbon tax, which the Bloc Québécois supports, will add 20¢ to the cost of a litre of gas.
After eight years, the Liberals have managed to convince the Leader of the Bloc Québécois to take more money from Quebeckers and send it to Ottawa. That is totally irresponsible if the goal is to help families who are struggling. Voting for the Bloc Québécois is costly.

Mr. Speaker, what we want is for groceries to be cheaper for everyone. Contrary to the Bloc Québécois's claims, the Liberals' carbon tax 2 applies not only to Canadians but to Quebec too.
On June 1, a motion was moved in the House:
That...the House recognize the failure of carbon tax one and call on the government to immediately cancel carbon tax two (the “Clean Fuel Regulations”).
The Bloc Québécois voted against that motion. Worse still, the Bloc members want to drastically increase the carbon tax.

Madam Speaker, right now as we speak, Canada is experiencing major climatic shifts. The Atlantic provinces have seen flooding and forest fires. Quebec is seeing more and more forest fires. What impact has the carbon tax had in preventing these events? None.
The Department of Finance estimates that between the years 2019-20 and 2022-23, the federal government accumulated $21.2 billion in revenues from carbon pricing. Of this money, SMEs received only $35 million in assistance, or compensation, as my colleague put it.
That is preposterous. This is not a plan to fight climate change; it is a plan to tax Canadians.

Madam Speaker, in 2029-30, the carbon tax will be $170 per tonne. That is the Liberal plan. Here is what the carbon tax has achieved so far: Absolutely no greenhouse gas emissions reduction targets have been met. According to the UN report that my colleague from Louis-Saint-Laurent will be talking about, Canada ranks 58th out of 63 countries.
I would like to remind my colleague that I said Quebec has a provincial cap-and-trade system. I made that absolutely clear. Quebec has a different carbon pricing system, but Quebeckers are still paying a carbon tax under another system, and the government wants to impose a new tax that will cost families an extra $436 per year.

Mr. Speaker, that is 17¢ per litre. The new clean fuel regulations are going to cost Quebeckers $436 more per year. That is the second carbon tax that the minister does not seem to want to repeat.
No one believes this minister when he says that it does not cost Quebeckers more and that we are not subject to the carbon tax. When someone goes to the grocery store and pays for goods that were transported across the country, they see that it does cost more. We are not crazy, we see the impact of the carbon tax.

More and more people are having trouble paying for groceries and putting gas in the tank. They have to make tough choices to get by. Mr. Speaker, after eight years of this inflationary Prime Minister, I would encourage him to listen to what Guy Parent, who has worked as a trucker for the past 30 years, had to say about the carbon tax. He said, “The automatic reaction of the companies that have to pay the tax is to pass it on to the customer. It is the customer who will have to pay. That is how the inflation game works.”
According to the truckers, all Quebeckers will be affected, and according to them, a large number of products, such as commodities, fruits, vegetables and even televisions, will now cost more.
My question is simple. Will the Prime Minister commit to scrapping this new tax tomorrow?

A recent international conference recently took stock of how different countries are performing. With its carbon pricing, Canada ranks 58 out of 63 countries. Let us remember that number. We rank 58 out of 63 with the Liberal carbon tax. That is not doing much to help the environment.
