Madam Speaker, I think the Prime Minister's government has done a lot of damage to this country over the past nine years. It has doubled the cost of housing. It has caused inflation to reach its highest level in 40 years. No one, not a single young family, can still dream of owning a home or property, because it is too expensive.
Without a doubt, the NDP has made its bed. It chose this Prime Minister's Liberal government.

Mr. Speaker, do people realize what is happening as a result of the housing minister's measures after nine years? More and more Quebeckers are living in tents in Montreal because of the incompetence of this minister and the Prime Minister.
Will the Prime Minister accept our plan so that Canada and Quebec can reach a common-sense agreement to encourage housing construction in Montreal? This agreement will give bonuses to the municipalities that are competent and penalize the municipalities that do not build housing.
Will the Prime Minister at least allow a free vote for his MPs to support a bill to build homes, not bureaucracy?

Mr. Speaker, the cat is out of the bag.
After nine years of inflationary spending, supported by the Bloc Québécois, which has tripled the cost of rent in Montreal, a detailed report in today's edition of La Presse confirms that wait times for construction permits in Montreal are endless. It takes 540 days to get a permit to build a home in the mayor's own borough of Ville-Marie.
Will the Prime Minister stop rewarding bureaucratic bungling and start rewarding municipalities that are accelerating the construction of housing, as the Leader of the Opposition's common-sense bill proposes to do?

Mr. Speaker, how many housing units did the housing minister's accelerator fund build in Quebec to house Quebeckers come July 1? The answer is zero.
July 1 is fast approaching, but after nine years of this Prime Minister's failures, after billions in budget allocations, which the Bloc Québécois voted in favour of so the Liberals could make announcements, the minister is unable to tell Quebeckers how many housing units will be ready by July 1. This is a serious crisis. People are even contemplating suicide because they do not have a place to live.
Will the Prime Minister admit that he failed? Will he, at long last, increase the housing stock so Quebeckers can have a place to live instead of increasing bureaucracy?

Mr. Speaker, can anyone here imagine a country where young couples, 24 and 26 years old, are forced to leave their apartment and move back in with their parents in the hope of one day becoming homeowners? Can anyone here imagine a country where the housing crisis has become one of the main causes of stress among psychiatric patients? Can anyone here imagine a country where a woman is thinking about living in a minivan because she cannot find an affordable place to live? Can anyone here imagine a country where renters are contacting housing advocacy groups and expressing serious suicidal thoughts because they are not only desperate, but they see no way out and want to give up?
Unfortunately, that country is Canada, as described in the papers day after day, after nine years of this Liberal Prime Minister. With $500 billion in inflationary spending, supported by the Bloc Québécois, this Prime Minister has created the worst inflation crisis in 40 years. The crisis caused the interest rates to go up, made home ownership an unattainable dream, doubled the cost of housing and will force thousands of people out into the street. Canada was not like that before this Prime Minister, who is not worth the cost, and, fortunately, it will not be like that anymore once the next Conservative government brings back common sense.

Mr. Speaker, it is not 24 units, it is 48 units. Even worse, CMHC is dragging its feet on approving this project.
I am so surprised to hear this minister brag about results. He is bragging about tens of thousands of affordable housing units that he wants to build to fix a crisis created by this Liberal government. That is the truth.
Will they come to their senses tomorrow and build homes, not bureaucracy, so that Canadians can have a roof over their heads? Will they fix the crisis they themselves created?

Mr. Speaker, the minister must know that when the member for Carleton was minister, all housing was affordable in Canada. Now, the Liberals have doubled the cost of housing for all Canadians. Young families are losing hope of becoming homeowners, and seniors can no longer afford to pay their rent and are forced to stay in substandard housing. Some 80% of people who are due to renew their mortgage fear that they will not be able to make their payments.
Again, will the Liberals show some common sense next week and announce that they are going to build housing, not just create more red tape?

Mr. Speaker, after eight years of this Liberal government, finding housing in Canada is a nightmare. It was actually kind of funny and a bit ironic to see the ministers and the Prime Minister strutting around the country last week talking about how incompetent they have been when it comes to housing. The proof is that the CMHC confirmed last week that average home prices doubled between 2019 and 2022. That was all under the Liberals.
Is next week's budget going to build housing, not just create even more red tape?

Madam Speaker, I do not see how, after eight years of Liberal inaction, the member for Gatineau can be proud that violent gun crime has gone up by 76% in Gatineau.
It is not just gun crime that is causing harm. The housing crisis is as well. Community organizations say that the situation is going to keep getting worse, because more people are going to be evicted from their homes. As the saying goes, everything is connected to everything else. After eight years of this Prime Minister, he is a disaster when it comes to housing.
The Bloc Québécois is certainly not a viable alternative, because it wants to keep the Prime Minister in power for another two years.
When will the Prime Minister start building homes, not bureaucracy?

Mr. Speaker, here are a few numbers that show just how empty the Liberal rhetoric is.
When the member for Carleton was minister, the average cost of rent in Canada was $950 a month. It is now over $2,000. The average mortgage payment on a new home was just $1,400. Now it is $3,500. When he was housing minister, housing was not just affordable, it was cheap. Canadians could still afford to buy a home. Young people could still dream of owning a home.
The Liberals have completely killed the dream of young Canadians who had one day hoped to be homeowners. That is the sad reality after eight years of this Liberal government.

Mr. Speaker, the Conservative leader said that he would compensate municipalities that meet the new housing start targets. There is a need for 860,000 more housing units in Quebec, and something needs to be done. We cannot stand back and do nothing. The municipalities are in charge.
Since we talked about that and introduced that bill, what have we heard from the Government of Quebec? All of a sudden, it is saying that it will eliminate the red tape so that projects can be approved in just one month. Just talking about it got things moving.
I think that, when we take office, people will understand that it pays to build housing. There will be many more advantages than disadvantages for them, as my colleague was trying to suggest.
