Mr. Speaker, the Liberal Prime Minister's ArriveCAN app has become the biggest scandal we have seen in the past 100 years. Tomorrow, Kristian Firth will have to come before the bar of the House of Commons to testify because he lied and he protected his contacts within the Liberal government by refusing to give their names.
Two men with no IT skills working out of a basement were given $20 million to develop an app, ArriveCAN. I challenge the minister responsible for this historic level of corruption to rise and apologize for this scandal, which is making Liberal cronies rich at the expense of Canadian families.

Madam Speaker, this time, I will answer the question in French, because it is a little more technical in nature.
That is precisely where the problem lies. We need to understand how this could have happened. How is it that a company was asked to define the terms of a contract that it itself was awarded by the Liberal government? How could we have allowed this to happen in our system? I sincerely think that the reason is the laxness we have seen on the part of the Liberal government in the past eight years when it comes to the various scandals it has faced.
People think they do not have to be afraid and can say whatever they want in committee because there are no consequences. It is time that we put an end to that. To ensure that we can shed light on these situations and on all the other scandals that come out day after day and week after week, we need to adopt the motion of privilege to send a clear message to witnesses that they should not play games with the House of Commons or with Canadians.

Common sense is also knowing the extent of the Liberal arrive scam disaster. Even though the Liberals can count on the Bloc Québécois to close their eyes to millions of dollars in spending, the Conservatives want to shed light on the arrive scam scandal.
Will the Prime Minister co-operate with the RCMP in its investigation into arrive scam or will he once again refuse to fully co-operate with the police, as he did in the cases of the Aga Khan's island and SNC-Lavalin?

Madam Speaker, the minister is denying the truth. I quoted newspaper articles that have been published since the Auditor General brought to light this scandal that saw Canadians pay $60 million for an app that should have cost only $80,000.
Radio-Canada found that GC Strategies, this infamous company that does not do IT work and that was paid close to $20 million to develop a useless app, actually got a lot more money than that. We are talking about $258 million.
Will the Prime Minister, who is not worth the cost, give the RCMP and the parliamentary committee access to all of the documents so that we can finally get to the bottom of this matter?

Madam Speaker, the Prime Minister is ultimately the one responsible for the arrive scam scandal, his useless app that was supposed to cost $80,000 and ended up costing 750 times more. No one believes the Prime Minister's excuses anymore.
A former NDP leader said, “The scam of the century: [the Prime Minister] gave millions to a company with four employees”. One headline reads, “Arrive Scam: A $59-million-plus scandal thanks to the [Liberal] government's laissez-faire attitude”. La Presse called it “The tip of the iceberg of wasteful spending”.
After eight years, who in this government will finally dare to stand up and tell the Prime Minister that he is not worth the cost or the corruption?

Do members recall the Loto-Québec ad “Bye bye boss”, where a lottery winner quits his job with pockets full of cash? The former president of the board of the Liberal green fund, appointed by this Prime Minister, did just that when she literally ran away in the middle of her testimony, her pockets full of $10 million in subsidies that she paid to herself.
When will the Prime Minister demand a refund of Canadians' money?

Yesterday, in response to an important question about the SNC-Lavalin scandal, he gave an answer related to the $54‑million ArriveCAN scandal. That is how bad things have gotten after eight years of this Liberal government's scandals, ethical breaches and wedge politics.
Why should Canadians keep trusting a government that paid GC Strategies, a two-person firm, $11 million to develop the ArriveCAN app when the company had no IT expertise? Will the Prime Minister admit that he is not worth the cost?

Mr. Speaker, the past eight years of Liberal management have been nothing but one scandal after another.
We just found out that the RCMP has launched a criminal investigation into ArriveCAN, which cost Canadians $54 million for nothing. Botler, a Montreal company, was the one that blew the whistle. A senior Liberal government official strongly advised Botler to work closely on an IT contract with the same company that worked on the ArriveCAN app. That company was GC Strategies, a two-person concern with no office and no IT skills. What Botler uncovered is similar to something seen in Quebec before.
After eight years of sticking their heads in the sand, are the Liberals going to tell us who exactly is getting richer every time they award a contract?

Mr. Speaker, in the scandal of Beijing's interference in our democracy, we saw it all this week. First, the loyal Liberal rapporteur said that he saw no conflict of interest between his role and the fact that he is a close friend of the Trudeau family and a member of the Trudeau Foundation, that he has sought advice from another friend of the Trudeau Foundation, and the list goes on.
Then we heard the special rapporteur say he had omitted important facts and witnesses from his report. Yesterday, we learned that the loyal rapporteur and a Liberal MP who was a subject of his investigation had hired the same crisis management firm.
How can the Liberal members blindly follow the Prime Minister in yet another conflict of interest? When are they going to fire the special rapporteur?

That is what they did in the WE Charity scandal. They said that it was not them, then they said that it might have been them and then finally they found a scapegoat. That is how it works. When there is a Liberal scandal, there is a little red book with instructions on what to do. It is always the same thing. Every time there is a scandal, they do the same thing. They deny, they deflect and they find a scapegoat.

Mr. Speaker, when the Liberal government takes money from the pockets of Lac-Mégantic's citizens and puts it in its own pockets, that is called a tax.
