Mr. Speaker, I rise on a point of order. There have been discussions among the parties, as you suggested earlier, and if you seek it, I think you will find unanimous consent to adopt the following motion: That, notwithstanding any standing order, special order or usual practice of the House, Bill C-61, An Act respecting water, source water, drinking water, wastewater and related infrastructure on First Nation lands, be called for debate at second reading on Wednesday, June 5, 2024, and at the conclusion of the time provided for Government Orders on Wednesday, June 5, 2024, Bill C-61 be deemed read a second time and referred to the Standing Committee on Indigenous and Northern Affairs.

Mr. Speaker, where was the minister in July 2019 when two scientists were expelled from Canada by the security agencies? Where was the minister then? It was not last January; it was in 2019. That was over four years ago. What we learned yesterday is that the Prime Minister ignored four orders of Parliament to produce documents. He took the Speaker of the House to court. This is unprecedented in the history of our country, and it is the worst cover‑up in the history of our country. Why did the Prime Minister want to protect himself instead of defending the national security of Canadians?

Mr. Speaker, I would like to point out that the current rules allow a period of time when each of the whips can inform the Speaker and the House of any problems arising during a vote. These problems should have been raised when you asked members to report any problems that occurred during the vote. I think the Standing Orders are very clear in this regard.

Madam Speaker, in response to my colleague's excellent question, I will say that I think the government is lost in space. Stripping down in front of Canadians would involve a little more transparency. Unfortunately, aside from one MP who already has some experience with that, I do not think that the Liberals are truly ready to show some transparency. Anytime you talk to this government about transparency, the Liberals tell us that Canada is doing very well globally and Canadians do not need to know what is really going on within our borders.
