Mr. Speaker, the special rapporteur announced his resignation four days ago, but he will remain on the payroll long enough to produce a final report that has already lost all credibility.
The Prime Minister is the one who chose partisanship by ignoring the three calls by the majority of members of the House to launch an independent public inquiry. As everyone knows, he selected a friend, a member of the Trudeau Foundation, whom he literally threw under the bus to protect himself and prevent Canadians from learning the whole truth.
I am giving him another chance to call an independent public inquiry to uncover the truth about any interference by the Beijing regime in our democracy.

Mr. Speaker, why has the Prime Minister not already announced an independent public inquiry into Beijing's interference?
The Prime Minister wanted to sweep under the rug the fact that the Beijing regime helped him in the 2019 and 2021 elections, so he created a special rapporteur position and appointed his friend, a member of the Trudeau Foundation, to fill it. David Johnston resigned on Friday after failing to prove beyond a shadow of a doubt that the appearance of a conflict of interest between him and the Prime Minister was unsubstantiated.
Will the Prime Minister do the right thing, launch an independent inquiry today and finally work with the opposition to ensure that Canadians know the whole truth?

Mr. Speaker, since then, he has gotten caught in the Prime Minister's trap.
Sacha Trudeau, Sheila Block, Valérie Gervais, Don Guy, Pierre-Elliott Trudeau, David Johnston, Frank Iacobucci, Morris Rosenberg, the MP for Don Valley North and a crisis management firm, all these people or organizations have connections to the Prime Minister.
The problem is that they are all key actors in the play being staged by the Prime Minister in order to avoid launching an independent public inquiry into Beijing's interference. No one believes in Mr. Johnston's independence any more.
When will the Prime Minister do the right thing, fire his friend Johnston and launch a real independent public inquiry?

Mr. Speaker, in the scandal of Beijing's interference in our democracy, we saw it all this week. First, the loyal Liberal rapporteur said that he saw no conflict of interest between his role and the fact that he is a close friend of the Trudeau family and a member of the Trudeau Foundation, that he has sought advice from another friend of the Trudeau Foundation, and the list goes on.
Then we heard the special rapporteur say he had omitted important facts and witnesses from his report. Yesterday, we learned that the loyal rapporteur and a Liberal MP who was a subject of his investigation had hired the same crisis management firm.
How can the Liberal members blindly follow the Prime Minister in yet another conflict of interest? When are they going to fire the special rapporteur?

Mr. Speaker, like his good friend the Prime Minister, the loyal rapporteur turned a blind eye to important information in order to avoid recommending an independent public inquiry into the Beijing regime.
He did not see fit to question the Chief Electoral Officer. He did not question the member for Don Valley East. He did not consult the CSIS reports that were forwarded to the member for Durham. He did not read the CSIS reports that directly link Global Times, a disinformation newspaper, to the Chinese Communist Party. There was not a word about the police stations run by Beijing or the Trudeau Foundation.
Following this highly partisan demonstration, will the Prime Minister now announce an independent public inquiry?

Madam Speaker, the Prime Minister and the special rapporteur have many things in common: the Trudeau Foundation, an old friendship, skiing, respect for the regime in Beijing, and, above all, contempt for the House of Commons.

Mr. Speaker, last night the special rapporteur admitted it himself. The Prime Minister gave him his mandate and he could care less about the vote in the House of Commons. I would like to quote from Le Journal de Montréal:
…Mr. Johnston has obviously become Justin Trudeau's adviser.... As he understands it, his role is to protect his boss, the Prime Minister…even if it means sacrificing his career and the reputation that goes with it.

Mr. Speaker, this farce has gone on long enough. With the special rapporteur's report, the Prime Minister's shenanigans to avoid launching a public inquiry have been exposed for all to see.
What is really so special about this rapporteur are his ties to the Trudeau Foundation, his reliance on Liberal donors, his status as an old friend of China and, most of all, his close friendship with the Prime Minister's family.

Mr. Speaker, what we saw is that the president of the Trudeau Foundation, a long-time Liberal and good friend of the Trudeau family, Edward Johnson, was a good student. Like the Prime Minister, he wilfully chose to turn a blind eye to Beijing's attempted interference in the foundation to influence the current Prime Minister. The foundation manages $125 million in taxpayer money and Mr. Johnson, a good soldier, put a freeze on all internal investigations into this $140,000 donation from the regime in Beijing.

Mr. Speaker, today, the Prime Minister said that he would launch a national public inquiry on foreign interference if necessary. Who will decide if it is necessary? The decision will be made by a former director of the Trudeau Foundation, which received an illegal donation from the regime in Beijing. Yesterday, we gave every member of the House an unique opportunity to vote in favour of a independent national inquiry on foreign interference. All members of the House, except the government members, voted in favour of that motion.

Mr. Speaker, if I have to choose between the Canadian Security Intelligence Service and the Liberal government House leader, I will take the word of the security intelligence agency. Its officials found that there had been a donation whose main purpose was to influence the current Prime Minister.
An article in La Presse this morning said it well: “The Prime Minister can swear that a Chinese wall separates him from the foundation, but that is not what the donors — and not just Beijing — who have been pouring dollars into the foundation since he took office seem to believe.”

Mr. Speaker, no one believes the Prime Minister's claims that he built a wall between himself and the Trudeau Foundation. He is the only one who can see that wall, and the Beijing regime sees a wide open window. Mr. Speaker, no, that is not what I am saying. What I am saying is, “Pass Go and collect $200,000”.
That seems to be how the Trudeau Foundation saw the 2015 election: donations from the regime in Beijing and access to the federal government's top mandarin. It was a jackpot for Liberal cronies.
As La Presse reported, the Prime Minister has been droning on for the past three weeks about how there is a wall between him and the Trudeau Foundation. Little did we know that he was referring to an actual wall in his own office.
I have a number of questions for the Prime Minister. Who requested the meeting? Who asked the deputy ministers to attend? Why was the meeting held in the Prime Minister's building? Last but not least, who gave the Trudeau Foundation such unprecedented access to the Prime Minister's staff?

Mr. Speaker, the Prime Minister said, and I quote, “I made that decision 10 years ago to not engage with the [Trudeau] foundation and that is what we have all been consistent with.”
It appears that the Prime Minister has once again misled the House. We know that his cabinet was in contact with the Trudeau Foundation in 2016. We learned this morning that the Trudeau Foundation secured a meeting with the most influential deputy ministers of the new Liberal government just six months after the election. Mr. Speaker, Canadians are concerned about ethics, but the Liberals are not.
No doubt a pile of work is waiting for the next Ethics Commissioner, what with the Trudeau Foundation and its ties to the Prime Minister, the Beijing regime and its influence over the Prime Minister, and the Prime Minister's fondness for luxury vacations at the homes of his wealthy friends.
The new Ethics Commissioner only needs to meet two essential requirements. They must not be a member of the Trudeau Foundation or a relative of a Liberal cabinet member. Will these two requirements be met, yes or no?
