Uqaqtittiji, I will be splitting my time with the member for Winnipeg Centre. I acknowledge all of the work that has been done by the New Democrats for indigenous rights, now and before my time. Jordan's principle emerged out of the work of former MP Jean Crowder's Motion No. 296. This motion was followed by Bill C-249 tabled by former NDP MP Pat Martin in 2008. Both called on the government to immediately adopt a child first principle based on Jordan's principle. Jordan's principle is now one of the most important programs run by the federal government to uphold its obligations to indigenous children, thanks to the NDP. Bill C-262, introduced by former NDP MP Romeo Saganash in 2016 finally forced the breakthrough that led to the government passing the United Nations Declaration on the Rights of Indigenous Peoples Act in 2021. New Democrats fought for investments in the last budget, and we secured $4 billion over seven years for the for indigenous, by indigenous housing program. From the beginning, I knew this amount was not enough. Much more investment is needed. The NDP agreed to the urban, rural and northern indigenous housing strategy, knowing it could make a dent in the current situation. If the NDP did not fight, we would not have gotten anything for housing. When the Liberals and Conservatives will not step up, New Democrats do. Last week, the Conservatives voted against the supplementary estimates, which included investments for Indigenous Services Canada at $6.8 billion and investments to Crown-Indigenous Relations and Northern Affairs Canada at $3.2 billion. These total over $10 billion in departmental funding that indigenous peoples rely on, which the Conservatives voted to deny. As for the Liberals, they are not much better. We have heard from the Nuu-chah-nulth Tribal Council that there are massive backlogs at Indigenous Services Canada for issuing status to registrants. This leaves infants waiting 18 to 24 months to get their health benefits. This is absolutely unacceptable. We hear about the huge backlogs to address Jordan's principle issues. We hear about the backlogs to address payments for services through the non-insured health benefits program. We have heard that Indigenous Services Canada is changing funding formulas for education without even talking to indigenous communities. Indigenous Services Canada set a goal of 2030 to eliminate the infrastructure gap, but they have no hope of achieving that at current investment levels, as it is a $349.2-billion first nations infrastructure gap. Indigenous peoples have offered solutions, but they are consistently ignored. Not only are they making cuts to investments to improve the well-being of indigenous peoples, they are planning to cut staff in their department. According to their website, they anticipate cutting staff by 1,000. Imagine how much worse these backlogs will be. They will keep indigenous peoples marginalized. Grassy Narrows is still waiting for its mercury care facility, despite repeated assurances from the Liberal government that it would be built. Tataskweyak Cree Nation in Manitoba had students with no school to go to as the school remained closed because it had no heat. It is still waiting for a new school after their roof caved in last month. That school, when it was built originally, was already overcrowded. There are many more examples across the country. The Liberals love announcements and photo ops, but they disappear when it is time to actually flow the funds that indigenous peoples need. The urban, rural and northern indigenous housing strategy is one such example. It was announced in 2022, and it was supposed to be released in 2023. It is now December 2023, and we have not seen the release of those funds.

Uqaqtittiji, I will be splitting my time with the member for Churchill—Keewatinook Aski. Representing Nunavummiut and being the indigenous critic for the NDP have led me to rise for this debate. I thank my NDP colleagues for their solidarity in ensuring that this take-note debate occurred this evening. Prior to my election in 2021, I experienced many injustices because of decisions made by federal governments of the day. My statement this evening starts with the Harper Conservatives' many cuts and outlines the impending cuts by the Liberals' Indigenous Services Canada. I note that my criticisms tonight are only with respect to Indigenous Services Canada. I will begin my criticisms against CIRNAC and Northern Affairs at a later time. I will start with a quote from indigenous lawyer Pam Palmater, who assessed the Conservative government: In ten short years, Canadian Prime Minister Stephen Harper has set the relationship with First Nations back a hundred years. While all past governments have had a hand in the colonization and oppression of First Nations, the Harper government stands out as one of the most racist and aggressive governments that First Nations have had to work with in many generations. The government in these 10 years was considered one of the harshest for indigenous peoples. To name a few, Conservatives cut funding to the First Nations Child and Family Caring Society, the Native Women's Association of Canada and the Aboriginal Healing Foundation. They cancelled the Kelowna accord, and we were one of only four countries to vote against the United Nations Declaration on the Rights of Indigenous Peoples in 2007. Indigenous peoples are strong. Despite the Conservatives' attempts to continue their genocidal path, what resulted was one of the strongest forms of indigenous resistance. We saw that with Idle No More. Indigenous peoples were there to fight for their rights and to protect the environment. Indigenous people's resistance can indeed happen again. Turning to the impending cuts to indigenous services by the Liberals, funding will decline by $7.6 billion when people are still living in mouldy housing without clean drinking water. There will be almost 1,000 fewer staff to deliver essential programs. Among the programs that are sunsetting are those with funding for mental health and wellness, addressing the legacy of residential schools, Jordan's principle, the Inuit child first initiative and the health and safety of first nations housing, water and community infrastructure. The current funding does not remedy the current shortfalls experienced by indigenous communities or mitigate the future needs given the population growth in indigenous communities. Implementing such drastic cuts will keep indigenous peoples marginalized. They will be prevented from gaining tools to ensure the reconnecting of their own self-government models. These cuts will be genocide. The Assembly of First Nations reported a $350-billion infrastructure gap in first nations communities. These cuts do not even include infrastructure gaps for Inuit and Métis. The Liberals' current spending does not even meet the current needs of indigenous peoples. Existing gaps cannot be filled with broken promises. We must implore the Liberals to change their path to cutting $7.6 billion. Otherwise the genocide will continue.

Uqaqtittiji, I will be splitting my time with the member for Vancouver East. I stand today in solidarity with Chief Kyra Wilson of Long Plain First Nation and Cambria and Kera, the daughters of Morgan Harris, who was murdered and whose body was found at a landfill, in seeking justice for indigenous families. I call on the government to finally start to end the genocide by implementing the MMIWG calls for justice and the demands made by those I stand with today, including helping to search for Morgan Harris so her daughters may have the closure they seek. I am concerned with some of the questions that have been asked in the House tonight. As much as I have appreciated MPs' interventions, the words are distant and, while empathetic, make it clear to me that violence against indigenous women is clearly not understood. As an Inuk, I have experienced violence and have seen violence. I grew up with violence in my life. Here is what violence feels like. There is so much physical pain that it is unbearable to breathe, it is unbearable to cry and it is unbearable to ask for help. There is so much misguided love and trust that keeping the unhealthy relationship going feels like the only way. When there is finally courage to leave that violent relationship, women are put into other violence situations. Cambria and Kera have asked us to help them end the genocide. I frequently have asked tonight how we can do this. How can we in the House guide the federal government to end Canada's genocide against indigenous peoples? The federal government must create policies and programs and provide better resources. The federal government must help lift up indigenous peoples and their sense of cultural identity. It must ensure that systemic racism is addressed by improving law enforcement and policing for the overincarceration, overpolicing, underenforcement and underpolicing of indigenous peoples. It must lift up indigenous families that still suffer the effects of intergenerational trauma and ensure they are encouraging each other to rely on each other the way they used to before colonialism. It must help indigenous families find the remains of their loved ones. Victims of genocide are targeted because they belong to a certain group. As such, targeted resources must immediately be released to protect indigenous girls, women and two-spirit people. Last and certainly not least, it should implement fully, not incrementally, UNDRIP, the TRC's calls to action and the MMIWG calls for justice. These instruments provide the framework to end genocide. I note the words of Chief Kyra Wilson, who said, “We have 231 calls to justice, we need searches, we need support and it needs to start now.” I will end with what the beautiful, amazing and courageous Cambria Harris said at the presser yesterday: “Morgan Harris, Marcedes Myran, Rebecca Contois and...Buffalo Woman. Remember these names. Shout them from the roof of your lungs and bring the justice that these women deserve.”

Uqaqtittiji, I will be sharing my time with the member for Vancouver East. As parliamentarians, we must recognize indigenous-led mental health services. Colonial mental health services are not having the same effect for Nunavummiut as they may for other Canadians. Since time immemorial, first nations, Métis and Inuit have used their own practices to support each other. Our mental wellness practices as indigenous people are valuable but need more recognition. In Nunavut, community members do not have the specific spaces that provide secure and confidential mental health services the same way certified professional mental health providers do. The infrastructure may be there but unavailable to indigenous providers. If a psychologist were to travel to a community, they would leave people on a waiting list with little to no support. Practices that work for southern communities cannot be the only option for indigenous peoples. There are indigenous-led services that are making a huge difference with the people they help. An Inuit mental health project funded by the Mandala Institute for Holistic Mental Health is beginning to offer Inuit-led services. This institute has a huge impact on Inuit across Canada. Inuit elders, activists and advocates have long been calling for Inuit-specific mental health training programs. These programs need to be available to Inuit across Canada. Decolonized mental health programs are needed to address mental health crises that are leading to increased depression, addiction and suicide rates. The Mandala mental health funded project is looking into piloting a heal the healer program. This program would train Inuit to support their communities with expertise in mental health. Projects like these need to be funded. There need to be financial resources dedicated for indigenous-led mental health practices. These services need to be recognized by the government to make sure the burden is not on Inuit. We cannot continue to ask indigenous community members to volunteer their time and space because the government does not recognize their expertise. The government has allocated $600 million for innovative mental health care for Canadians since the start of the pandemic. There must also be a focus on providing funding for indigenous traditional health practices. My communities are not seeing the support and training they need to support themselves. This is not acceptable in this time of reconciliation. We as parliamentarians need to demand more from the government and all future governments. We appreciate kind words, but significant investments for indigenous-led mental health services are urgently needed. As parliamentarians, we must stop placing the burden on Inuit and indigenous peoples who do not have the housing, who live in poverty and who lack the infrastructure to do the work of the government. In the meantime, first nations, Métis and Inuit can access the Hope for Wellness help line at 1-855-242-3310. I have used it myself, and I will be forever grateful for receiving counselling in Inuktitut from Hope for Wellness.

Uqaqtittiji, it is a pleasure, as always, to stand to represent my riding of Nunavut. I always appreciate my constituents' ongoing support and the feedback that they provide to me. I will share my time with the member for Edmonton Griesbach. I always appreciate his great interventions in the House. He is such a great role model for young indigenous men and for all those who identify as two-spirit. I am pleased to stand to debate Bill C-11, An Act to amend the Broadcasting Act and to make related and consequential amendments to other Acts. I have debated this bill and I am pleased that the New Democrats support this important bill. Having heard the debates since the bill was first introduced in February, I have maintained that it is an important bill that supports the broadcasting of indigenous content. In Canada, the Inuit Broadcasting Corporation has been a leader in broadcasting Inuit content on television. It has broadcasted a lot of Inuit cultural content, as well as content in Inuktitut; by Inuit, for Inuit. I think that this bill has the potential to ensure great Inuit content by online streaming providers like Uvagut TV and Isuma TV. Both of these online providers have already made a huge dent in information that is already available online. I am sure that Inuit TV, which will be a new broadcasting streaming provider, will also be able to share some great Inuit content, hopefully with a huge audience as well, especially if this bill is allowed to pass. There are specific sections in this bill that directly lead to the support of indigenous programming. Without this bill, these important broadcasting and programming providers will continue to struggle with competing against web giants like Netflix. I appreciate the space provided in this bill to improve and update the Canadian broadcasting policy by clarifying that the system needs to respond to the needs of Canadians, and specifically to the needs of racialized communities and those who represent the diversity that Canada enjoys, including indigenous peoples. What I would like to see discussed by committee are assurances that require broadcasters to broadcast indigenous languages, as this bill has a gap that needs to be filled to ensure that indigenous languages are also included. I had the pleasure of sitting at PROC when it was studying the Elections Act. It was talking about the study on indigenous languages in Canada. We learned some interesting statistics about indigenous languages. For example, there are 175,825 people who speak Algonquian languages. Manitoba has 21.7%, Quebec has 21.2%, Ontario has 7.2%, Alberta has 16.7% and Saskatchewan has 16%. As for Inuit languages, there are 42,065 people who speak Inuktitut in Nunavut and Quebec. There are 23,455 people who speak Athabaskan languages, with Saskatchewan at 38%, the Northwest Territories at 22% and British Columbia at 18%. I am not going to go through this whole list, but I do want to highlight that there are hundreds of thousands of indigenous languages, and we need to do our part to make sure that we can help promote, preserve and revitalize them as Canadians. If we are to remain true to reconciliation, we have to ensure that we practise that in any bill that has an impact on all indigenous peoples. I appreciate in addition that this act does address the concerns related to freedom of expression by stating that this act would be directly guided by ensuring that freedom of expression is understood and used in this bill. I have been surprised in past debates by concerns that freedom of expression would be restricted through this bill. I have stated that I do not think the bill would do that, given that it would promote and ensure that content that is important to Canadians, especially indigenous content, is allowed to be supported. We all know that in online streaming there is huge competition in mainstream Canada that does not create enough space for indigenous content to be incorporated into any of the airwaves that we are talking about. Finally, I have very much appreciated the priority in ensuring that we all work together to make sure that we are doing what we can for all indigenous peoples, including first nations, Métis and Inuit, and specifically in this bill's support it so that not only are we ensuring well-being for our current indigenous peoples but are also focusing on protecting our indigenous cultures, including first nations, Métis and Inuit cultures, for the future.

Qujannamiik, Uqaqtittiji. I will be splitting my time with the member for North Island—Powell River. During this debate, I experienced Ikiaqurmijaarniq. I spoke so much from the depth of my heart that my throat and voice were shaking. I am sincerely concerned about the risks and safety of Nunavummiut and Canadians, especially with the downplaying of what happened in the last three weeks and especially with the extremism we have seen being downplayed to “having a different view”. Much of the debate surrounding the Emergencies Act is because of the illegal blockade that was dismantled this weekend, which stemmed from the same extremism. I thank the implementation of the Emergencies Act and law enforcement. I believe our democracy could still be at risk, especially with the awful protests that bordered on extremism that were going on yesterday in Surrey, British Columbia, and the ongoing issues, as described by my colleague, the member of Parliament for Windsor West. The intent of foreign interference is still in Canada. Some members have attempted to generate fear of the Emergencies Act and the implications of declaring it. Some have accused the NDP of aligning with the Liberals. I will remind the members that the NDP has been reluctant. Its members have sought clarity, have been principled and have sought to confirm that there will be accountability. While I could share much more, I will only give examples of three instances of government interference in my life. I have an inherent mistrust in authorities and in law enforcement. In the 1950s, my grandfather was asked to go from Pond Inlet to Resolute to teach the High Arctic relocatees from northern Quebec how to survive. The Inuit from northern Quebec were tricked by authorities to go on the C.D. Howe, a supply ship. They were told life and the environment would be better, and wildlife would be abundant. In reality, there are months of darkness in the winter, and there is minimal wildlife throughout much of the year. Little did they know they were sent there by the federal government in the name of Canadian sovereignty. When I was four years old, I had frozen my hands. I do not remember the pain. What I do remember is the nurse telling my mom she would cut my fingers off. I remember my mom protecting me and arguing against the nurse. I think that was my first exposure to the awesome power of protest. Thanks to my mom I still have my fingers. I love my mom. By 1981, when we lived in Igloolik, my dad committed suicide. Some years later, I learned that my grandfather, my dad's dad had committed suicide. From what I have heard, my grandfather was greatly respected. It is believed the toll of being responsible for the Inuit in Resolute caused him great grief. I always wonder if Canada’s policies on sovereignty had a role in this. After my dad's suicide, my siblings and I were fostered, often separately. According to the government authorities, my mom could not cope well enough to raise us. Instead, the government saw it better to send us to different communities all over Nunavut. We did get to return to our mom many times. Now, remember the map of Nunavut and how vastly orange I am keeping it. All communities are fly in and fly out only. Ultimately, I grew up in five of those communities at one time or another. I think about how unoriginal my life is as an Inuk, as an indigenous person in Canada. I do not share this for members to feel sorry for me or the beautiful people I represent. I remind members why I have an inherent mistrust of government authorities and law enforcement. Colonial laws dictated my childhood away from my loved ones. Despite that, I am here. I have spoken Inuktitut. My culture and Nunavummiut thrive. Here I am, now a duly elected member of Parliament for Nunavut. In the face of this adversity, I am inspired by an Inuit song called Silatugami by Northern Haze, an Inuit rock band. Silatugami, translated, literally means “that who is wise”. James Ungalaq, the lead singer, was inspired by the calm in his friend’s voice. James was having internal turmoil, much like we are today. Silatugami speaks of the potential of the abuse of power and the fear of threats, extortion, deprivation and bullying. It is also a song of hope and calm for the future. This is the moment we are all in. We are all working for a better future. We need to be in a time of courage, of fearlessness and of willingness to learn. When I think about the last three weeks, I think about the awesome privilege that so many Canadians are so used to. I know that Canadians can and will move beyond this pandemic. Will the lives of all Canadians be impacted by this act? No. Am I concerned about its overreach? Yes. Is there anything we as legislators can do, if there is overreach? Yes. What level of oversight is there? It has the highest, which is parliamentary oversight. That is us in the House. Will there be accountability? Yes. Will I be willing to have the measures revoked if I see overreach? Yes. With deep distrust of government interference, I know that the Emergencies Act is necessary to protect our democracy. There are checks and balances. The types of interferences in my life had no checks and balances. They were government overreach. However, that is not what we are facing today. We are debating the impact of foreign interference in our democracy, which has been proven with the millions of donations that were allowed to infiltrate the minds of Canadians to break our domestic laws. I have heard foreign interference influence members of Parliament and that deeply concerns me. It is why we must act with diligence to either the expiry of this declaration or hopefully sooner, when that foreign interference has been dealt with.
