Mr. Speaker, it is a pleasure to be able to rise in the House and speak to Bill C-41. I am going to be supporting this bill to get it to committee so it can undergo the vigorous review it needs to ease the concerns Canadians have. There are organizations that want to provide humanitarian assistance to Afghanistan in particular, but also to other areas of the world where terrorist organizations are in control, and they need to be able to do so without any repercussions here in Canada. As we know, this bill would make some major changes to the Criminal Code to impact those individuals and organizations that are trying to help people who are the least privileged in the world and who are in crisis right now, especially in Afghanistan. There are over four million people who are starving. There is a lack of food and resources available to support the citizens. Those are largely women, girls and single-family units that do not have the ability to raise money. In saying that, I want to first and foremost pay tribute to the brave women and men of the Canadian Armed Forces who served in the conflict in Afghanistan. Over 40,000 Canadians went to war in Afghanistan against al Qaeda and against the Taliban because of the terrorist attacks of 9/11. They served from 2001 to 2011, and the last of our troops came home in 2014. We witnessed 165 Canadians die; 158 of them were brave soldiers of the Canadian Armed Forces and seven of them were civilians who were there assisting our forces, assisting the Government of Canada, working on diplomatic missions and working on things like humanitarian relief. We have seen the consequences of that war for those who served. Thousands have come back with both physical and invisible injuries, whether it is PTSD and other operational stress injuries, or actual physical injuries, such as missing limbs. This still impacts our veteran community with a high level of suicide. Over 2,000 members were physically wounded or injured while serving in Afghanistan, and we have to continue to be with them. I want to make the point that Canada committed itself to this war against terror in Afghanistan. It cost us in lives, we spilled blood and we spent a good portion of the treasury in fighting against the Taliban. It cost $18 billion just in military contributions, as well as in provincial reconstruction. In addition to that, another $3.9 billion over two decades, from 2001 to 2021, was spent in humanitarian assistance building schools, building roads and infrastructure, and providing meals. We made sure Afghanistan converted from a poppy agricultural industry providing opium and other opioids on the illicit drug trafficking market around the world, to actual commodities it could trade legally in the global context that would provide a better, more sustainable way of life. However, here we are today with an illegitimate government led by Taliban leaders who were complicit in the crimes against humanity that we witnessed before 2001 and that they are now undertaking today in Afghanistan. There are an illegitimate prime minister, Mullah Mohammad Hassan Akhund, and supreme leader, Mullah Haibatullah Akhunzada. These are people who helped orchestrate attacks against our own soldiers and our own civilians working in Afghanistan. They have banned girls and women from going to school. They have taken most women out of the workforce so they are unable to provide for their families. They have reinstated the mandatory wearing of the burka, and other very misogynistic and chauvinistic policies that continue to trample on the rights of women, minority groups and minority religions. We know that the Taliban today is actively hunting those Afghans who worked alongside our Canadian Armed Forces as interpreters, truck drivers and support workers in our military bases and forward operating locations throughout the Panjwai district where Canada served, and in Kandahar. Something we need to remember is that those we fought against are again back in control. We all saw on TV how it played out in 2021, as Afghans ran to planes to get out of the country, climbing aboard wherever they could. They were begging us to come back and begging Canada, the United States and others to come get those who wanted to go to our countries. We knew this was coming as well. We knew that the U.S. had announced it was going to do its drawdown in 2021 when it announced it the previous year. Global Affairs Canada was raising this with the Minister of Immigration, Refugees and Citizenship, saying that we had to act to get our Canadians, as well as our friends and allies, out. It was not until the actual collapse of Kabul started that we finally saw some action. The first to come out was our diplomat corps, on a half-empty airplane. It was a disappointment for all Canadians and an embarrassment for the government, that we could have saved more and decided not to. Over 17,000 Afghans who served with Canada made application to come here. Over 11,000 of them have been approved, and over the past three years, about 9,500 have been able to make it to Canada. A lot of us, in our offices, continue to advocate and find ways out for those who served alongside our forces. We had some luck a couple of weeks ago in having another Afghan interpreter get to safety here in Canada, but the support in Afghanistan from the government is non-existent. We know that these Criminal Code amendments are necessary to ensure that those out there wanting to do God's work in Afghanistan would not be turned into people who are considered complicit in terrorism. We want to make sure that organizations like World Vision, the Red Cross and Red Crescent are able to go out there and help those in need without having to worry about whether they are going to be charged back here in Canada. However, we have to be diligent, and one thing we need to find out through committee study is how the government would continue to monitor the situation. How would the government decide whether organizations are being coerced or are having to pay big bribes to the Taliban and other terrorist organizations around the world and essentially redirect money that would help the terrorist activity, the human rights violations and the atrocities that we, all too often, are witnessing? We have to be diligent and vigilant in making sure the government and the department are continuing to oversee this. As we look at Bill C-41 and start providing exemptions for different organizations and individuals, we have to go into this with eyes wide open. We have witnessed other terrorist organizations raising money here in Canada. Hamas, Hezbollah and ISIS all have been able to raise funds in the past to fund their terrorist activities around the world, so we have to be very diligent. The House of Commons passed a motion unanimously in 2018 recognizing the IRGC, the Islamic Revolutionary Guard Corps in Iran, as a terrorist entity. If the Government of Canada would finally list it as a terrorist organization, we could also make sure it could not raise money here in Canada now that it does actually have assets. Though I support getting this bill to committee and making sure we provide relief to those who need it the most, the most disadvantaged people in the world, we also have to be extremely critical in our analysis at committee to ensure that those who want to have other nefarious means do not exploit this for their own terrorist ideologies.

Madam Speaker, I am pleased to be able to rise in this place today and speak to Bill C-26, a bill that we as Conservatives are supporting to get to committee. I have a lot of concerns around the bill itself, in terms of making sure that the government did not make a number of errors in judgment in putting it together. These concerns are based on the feedback we have received from Canadians and from organizations, especially on the issues surrounding privacy and the costs that have been offloaded to the private sector. I also have to raise my concerns. Here we are, eight long years under the Liberal government, and we know that, when it has come down to cybersecurity, it has been slow in responding. A good case in point was banning Huawei from our critical infrastructure, our 5G network. We know that the Liberals sat on their hands and tried to do nothing for most of the past seven years, before they were finally forced to act after a great deal of pressure was brought upon them by our allies, especially within the Five Eyes. Cybersecurity and national defence go hand in hand. When we talk about our national defence and national security, we know that hybrid warfare has evolved. It is now about more than just targeting military assets; it is about targeting the entire government as it is at play. All we have to do is look at what is happening in Ukraine today, as well as what has happened to a number of other allies we have, through NATO, in eastern Europe. We see the troll farms in St. Petersburg constantly attacking, on Facebook and on Twitter, the military individuals, the soldiers and troops, serving there. They also attack things like critical infrastructure in countries where Canadians are currently deployed, like Latvia. As we have witnessed in Ukraine and Estonia, they have not just gone after them through direct kinetic means to take out critical infrastructure, but they have also gone through cyberwarfare as well. The Russians have done this very effectively in knocking down financial systems, knocking down transportation systems, and taking out power and water infrastructure in places like Estonia. As a prelude to the war in Ukraine, before they had actually started bombing these civilian targets in Ukraine, they were attacking them on cyber. It is part of hybrid warfare and it is the evolution of war. There is a responsibility upon the Government of Canada to ensure that we are protecting not just our national infrastructure and the Government of Canada, that we are not just using CSE, or Communications Security Establishment, to protect national defence, but that we are also using a plethora of capabilities to ensure that our infrastructure here in Canada is protected. That includes preventing our adversaries from going after our soft targets. That is what I think Bill C-26 is trying to accomplish, to ensure that telecommunications companies in Canada are stepping up to do their share to protect Canadians from cyber-attacks. We know that cyber-attackers have gone after things like our health care systems. They have gone after the medical records of Canadians. They have gone after the education records of students at schools and at universities. They go after retailers. They can go in through a retailer's back door, harvest all sorts of personal data, especially credit card information, and then use that for raising money, for transnational criminal gangs or for ransomware, as we have witnessed as well. We must remember that we have a number of a maligned foreign actors at play here in Canada now and against our allies. It was just reported, again, that the People's Liberation Army was found guilty of hacking into U.S. critical infrastructure. We know that the People's Liberation Army, under the control of the communist regime in Beijing, continues to attack cybersecurity assets around the world, including trying to break through the Canadian cybersecurity walls of our government and national defence on a daily basis. As I mentioned, Russia has become very good at this. That does not mean that it is concentrating only on its near sphere of influence, NATO members in eastern Europe like Estonia, Latvia and Lithuania, but it is also targeting Ukraine. We know that it is targeting Moldova. We know that it has gone after countries like Romania, but it also does cyber-attacks here in Canada and in the United States. Russia continues to be an adversary and we have to stand on guard to protect Canadians from those attacks. We know that Iran, the regime in Tehran, is continuing to be a government that attacks its neighbours and attacks Israel and Canada through cyber-means. North Korea has developed an entire cybersecurity and cyberwarfare unit and continues not to just wreak havoc with the democratically elected, peaceful South Korea, but has also gone after Japan and the Phillippines, and is going after U.S. infrastructure as well. Therefore, we have to take the necessary steps to make sure we can deal with transnational criminal organizations, with nefarious foreign states and with those who are trying to get rich through ransomware. Here in Canada just a couple of years ago, we saw a situation in regard to the Royal Military College in Kingston, which the member for Kingston and the Islands is certainly aware of. The Department of National Defence stated that RMC had been a target. It originally called it a mass phishing campaign, but a month after the incident, it was established that the phishing campaign was actually a cyber-attack going after financial information and personal data of cadets. These had been compromised and published on the dark web, and were made available to a lot of people who participate on the dark web to profiteer from that information. According to several observers who looked at the hack of RMC Kingston, it was attributed to a cybercriminal group called DoppelPaymer that did not seem to be connected to a nation-state actor. There are criminal organizations out there that are going about their criminal activities in such a way as to extract dollars from governments, retailers and private citizens, as well as from other corporations, to line their pockets and continue doing other nefarious things that sometimes go beyond the cyberworld. I have said in the past, when we have talked about other legislation here dealing with cybersecurity, that we not only need the ability to defend, but also that the government has the responsibility, especially under national defence, to attack using cybersecurity. We cannot just be here deflecting the arrows; sometimes we have to be able to shoot down the archer. The way we do that is by having a very robust cybersecurity system. We need the best capabilities and the best personnel who are able not only to sit here and defend, that is to put up shields and fight off the attacks, but also are able to go out there and take out the adversaries, to knock out their systems, so that we are safer here at home. With regard to some of the criticisms that have come out, I know that letters have come in from the Canadian Civil Liberties Association, and the Business Council of Canada wrote a very detailed brief, as did the Citizen Lab in looking at the bill. When we read through the documentation, we see that one of the concerns that has been raised, especially by the Business Council of Canada, is that there seems to be an imbalance. We are telling members of corporate Canada to go out there and make sure they have the proper cybersecurity systems in place, but at the same time we realize that it is not just up to them to do the defending. What we see is that the corporations are saying that either they have to do it or we are going to fine them up to $15 million or five years of jail time, and that the individuals who work for them could also be held criminally responsible for not doing enough. Sometimes resources are not available. Sometimes there are new companies that may not have the ability to put in place the proper security systems. I look at a lot of the Internet service providers that we have, for example. They are covered under the Telecommunications Act, yet, as new start-ups, they may not have the personnel or the equipment to properly defend their networks. Would we go ahead and fine these companies up to $15 million? Then what would we do in regard to jail time and fines for those criminal organizations that are profiteering through cyber-attacks? Where is the balance in this? That is one of the concerns we have and one of the things we have to look at through our study at the industry committee when it brings this forward. A huge concern has been raised, especially by the Canadian Civil Liberties Association, on how this would be implemented and how it may affect the privacy rights of Canadians at the individual level. Corporations have broader responsibilities and do not necessarily fall under the charter, but their clients who they are going to protect and the information they are going to be required to share with the Government of Canada could very well be violations of their clients' privacy rights. When we look at section 7 of the Charter of Rights, we have to balance the right to life, liberty and security of a person with section 8 of the charter which says that we have freedom from search and seizure. When we drill down on section 8 and go to some of the legal analysis of our charter, as all the rights and freedoms are laid out, it tells us that the underlying values of freedom from search and seizure when it comes to individual privacy is the value of dignity, integrity and autonomy. Again, I think we are all concerned that when we look at Bill C-26 at committee, we ensure the bill balances those rights of the individual to be both secure and safe from cyber attacks, but do it without compromising privacy rights and charter rights as described in freedom from search and seizure. The way we do that is through warrants. We know that through National Defence, the Communications Security Establishment, or CSE, which has a long-standing history of defending the Canadian Armed Forces, has to comply with the charter. It has to comply with all Canadian legislation and it cannot do indirectly what it is prohibited doing directly. Therefore, CSE cannot go to the National Security Agency, or NSA, of the United States, say that it is concerned that a Canadian maybe talking to a terrorist organization offshore and ask the agency to spy on that individual because CSE is prohibited from spying on the person and listening in through the Communications Security Establishment. CSE cannot go to the NSA and ask it to violate Canadian law on its behalf to find out what is happening in the same way CSIS cannot go to the FBI or the CIA and ask it to spy on Canadians. It cannot do indirectly what it is prohibited from doing directly under Canadian law. The way to get around that is to apply for warrants. Judicial appointments are made to have supernumerary justices over these organizations to ensure that charter rights are protected, even when conversations take place inadvertently. In the past, CSE has listened in on people who may have been in Afghanistan funding the Taliban or al Qaeda. They may have family in Canada and were talking back and forth about something that had nothing to do with operations on al Qaeda or the Taliban. However, because it involved a Canadian citizen, it had to go through the proper processes to ensure that his or her charter rights were protected by getting a warrant to listen to those conversations. Whether they were listening electronically or through wire taps, it is all mandated to watch that we do not trip over the rights of Canadians under legislation. Bill C-26 would not address this like we have under the National Defence Act, under the Criminal Code and under the whole gamut of cybersecurity that has been in place up to date. The privacy rights are paramount. To come back to Bill C-26, the Supreme Court of Canada said in 1984, as well as in 1988, that privacy was paramount and was “at the heart of liberty in a modern state”. Again, did the Liberal government ensure the bill was tested first to ensure those privacy rights were protected? This is what we will have to find out when we get Bill C-26 in front of committee. We can look at information that has come from places like the Business Council of Canada. One of the concerns it raises goes back to this whole issue of huge fines on Canadian corporations, as well as the employees of those corporations, if they are found to have been not responsible enough to put in place proper security protocols to protect their clients from cyber attacks. Because it goes against individual employee as well, we will create another brain drain from Canada. We are unfairly targeting Canadian employees who are going to be working for these cybersecurity firms, working in the telecommunications sector and in our financial institutions. If they are found to have erred, which a lot of times it is by error or by a lack of resources, then they are held criminally responsible and they are fined. The question becomes why they would want to work in Canada when they are afforded better protections in places like the United States, the European Union, the United Kingdom or Australia, which was held up by the Business Council of Canada as the gold standard we should be striving to achieve, and what it has done through their own cybersecurity protocols. We want to ensure that we protect critical infrastructure, but we do not want to chase away very good Canadian employees and force them, with their skills, to go offshore where they have better protection and probably better pay. We want to ensure we keep the best of the best here. We want to ensure we do not go through a brain drain, as we have witnessed before when the Liberals have targeted professionals in Canada, such as lawyers, accountants, doctors or anyone who set up a private corporation. Now I fear the Liberals are going after individuals again who we need in Canada to protect us here at home, that they are creating a toxic work environment and those individuals will want to leave. The Citizen Lab wrote a report entitled “Cybersecurity Will Not Thrive in Darkness”. It brought forward a ton of recommendations on how bad this bill was. It suggested that there needed to be 30 changes made to the act itself. We realize that the government has not done its homework on this. We need to ensure we get experts in front of us who are going to look at everything, such as there is responsibility upon government to help corporate Canada ensure we have the proper security mechanisms in place to prevent cyber attacks. We have to ensure that those corporations are not being coerced into sharing private information with the Government of Canada that could be a violation of private rights, which may be a violation of the Personal Information Protection and Electronic Documents Act, PIPEDA. We want to ensure that privacy rights will be cohesive, but, at the same time, collectively, we need to balance all federal legislation that is in contravention of each other. We need to bring in the legal experts. The Canadian Civil Liberties Association needs to be before committee. The Citizen Lab, which is very concerned about individual privacy rights, has to be front and centre in the discussion. We need to ensure the Business Council of Canada, the Canadian Chamber of Commerce and others are brought forward, along with the department officials who were responsible for drafting this bill at the direction of the Liberal government. I will reiterate that I will be voting in favour of the bill to ensure it goes to committee and the committee can do its homework. I would hope that the government will allow the committee to do a thorough investigation, as well as a constructive report with recommendations on how to change and amend the legislation. Finally, I would remind everyone that the Supreme Court of Canada said, “privacy is at the heart of liberty in a modern society”, and we have to take that to heart to ensure we protect Canadians from cyber attacks, as well as to ensure they have their privacy, dignity, integrity and autonomy respected.

Mr. Speaker, February 24 marks 365 days since Vladimir Putin gave the order for his Russian war machine to further invade Ukraine, 365 days of Putin’s barbarians committing war crimes and atrocities against innocent Ukrainians, 365 days of Russian soldiers and mercenaries raping Ukrainian women and children and pillaging homes and villages in Ukraine, and 365 days of Russian missiles and drones indiscriminately bombing Ukrainian hospitals, schools, apartment buildings, day cares and energy infrastructure. Over those 365 days, we have witnessed Ukrainians fighting back valiantly. For 365 days, they have bravely stood up to Moscow by destroying Russian tanks, aircraft, missiles and drones and liberating Ukrainian communities. For 365 days, Canada and our allies have stood with Ukraine, supplying it with weapons, humanitarian aid and financial assistance. Over the past year, Conservatives said Canada can and must do more by sending our soon-to-be-retired LAVs, Canadian-made sniper rifles and Role 3 hospitals to Ukraine. We must stand with Ukraine so it can defeat Putin’s war machine to ensure peace and security for all. Slava Ukraini.

Mr. Speaker, Saturday marks the 89th anniversary of the Holodomor genocide. In 1932 and 1933, Josef Stalin and his communist Soviet thugs used food as a weapon to starve upward of 10 million Ukrainians. Stalin's brutal regime was determined to destroy Ukraine's identity, language and culture. However, Stalin's communist dictatorship failed despite murdering in Ukraine the equivalent of every man, women and child in Manitoba, Saskatchewan, Alberta and B.C. Unfortunately, Ukraine's very survival is threatened today by another genocidal maniac, Vladimir Putin. Again, the only crime Ukraine has committed is being patriotic Ukrainians. It has been 274 days since Russia's barbaric invasion and Ukrainians have been fighting for their sovereignty, their democracy, their liberty and the freedom for all of us. Stalin failed to exterminate Ukrainian nationalism, and Putin will also fail. This Saturday, we stand together to remember the victims and honour the survivors of the Holodomor. We will also remember the heavenly hundred from the Maidan, and the heroes who are dying today defending Ukraine from Putin's war machine. Vichnaya pamyat. May their memories be eternal.

Madam Speaker, it is a privilege to rise and close the debate this morning on this important concurrence motion. I was disappointed to hear the member Winnipeg North say that he wanted to shut down this debate on the condemnation of the Russian invasion and genocide being committed in Ukraine. We need to reaffirm our position of standing with the innocent people of Ukraine, who are now civilian targets of the Russian Federation. We know Russia has been brutally attacking infrastructure, as well as places like hospitals, apartment buildings, and using not just cruise missiles and artillery but kamikaze drones it has acquired from Iran. We have to stand against these terrorist actions that the Russian Federation has taken. We have to continue to point out that when it is brutalizing the innocent people of Ukraine, it is committing war crimes. When it is wildly saying that it is going to try to take away Ukraine's language, culture and, again, revisiting that Stalin era under the Soviet Union of the Holodomor when it tried to stamp out Ukrainian nationalism, we have to call it what it is: an atrocity, a genocide. Everyone who is responsible for raping women, murdering children, attacking seniors in Ukraine must be held to account before a higher authority. I want to thank my colleague from Bruce—Grey—Owen Sound for his articulation of what Canada could do, and should do more, in support of the Ukrainian forces in their war of defending their territory from the barbarians of the north. Russia continues to recruit and conscript more Russian men to join the battle. It continues to reach out and hire mercenaries from places like Syria and Chechnya, using the Wagner Group, which should be listed as a terrorist organization. We are now hearing that the Islamic Revolutionary Guard Corps, RGC, of Iran is also fighting in Ukraine to support Russian efforts. We have to ensure that we are properly equipping all the Ukrainian armed forces and meeting the demands and requests they have made of Canada and our allies. As has already been articulated by the member for Bruce—Grey—Owen Sound, we are sitting on a fleet of armoured vehicles, Bisons, Coyotes and TLAV, all which are about to be retired and replaced with brand new super-Bisons, the new LAVs that are being built in Canada, at GDLS in London, Ontario. Those will be replacing this fleet very shortly. Why are we not sending those LAVs. These armoured vehicles have proven themselves in places like Afghanistan, to support Ukrainian troops on the ground, providing them with the armoured ambulances, the Bison ambulances, so they can get their wounded off the front lines and into hospitals. We need to actually provide them with Role 3 Field Hospitals. We bought a bunch to support Canada's pandemic efforts. We know these mobile hospitals are sitting in containers, never used. Let us put them on a plane and get them over there so Ukraine can properly triage battlefield wounds, save lives and help soldiers recover. One part of the motion also calls on helping those who are resisting Putin's hypocrisy, who are opposing the war in Ukraine and are in Russia today. Just yesterday, I met with Bill Browder, who has advocated for the Sergei Magnitsky legislation around the world. I met with with Vladimir Kara-Murza's wife, Evgenia. Vladimir Kara-Murza, who is a political opponent of Vladimir Putin, has now been jailed on trumped up charges of high treason, He has been given a 22-year sentence. His crime is that he called out Vladimir Putin for his illegal invasion of Ukraine, a Russian criticizing a Russian. We are talking about free speech, which no longer exists in Vladimir Putin's Russia. It is about ensuring people have informed debate. Of course, with the disinformation campaign put on by the Kremlin, there is no way to get the truth into the hands of the Russian public. As Russia conscripts another 200,000-plus men to join the fight in Ukraine, people are leaving in droves and fleeing as refugees from Russia. It is not just having to deal with the displacement and the refugee crisis that has been created in Ukraine because of this illegal invasion, but fighting-age Russian men know this war is illegal. They know Putin is going to lose this war and they are not about to sacrifice their lives for a dictator. We have to provide them with the opportunity to flee the country and come to allied nations, including Canada, so they can have safe haven, because they are taking up a very principled stand as conscientious deserters. Therefore, we have to be there as they object to this unnecessary war. I also want to comment on the comments by the new premier of Alberta, which has come up a few times today in debate. I will say this. She needs to educate herself on what is happening in the war in Ukraine. She needs to actually go and talk to the thousands of Ukrainian refugees who have now decided to call Alberta home. If she talked to those refugees, she would realize very quickly that neutrality, as she has suggested, is not an option. We cannot trust Vladimir Putin. He is a pathological liar. We cannot trust any piece of paper he has signed, because he has already violated the Minks 1 and 2 agreements, never mind throwing away the treaty on the nuclear disarmament of Ukraine, the Budapest memorandum. If we cannot trust him, how can we negotiate with him? How do we maintain a level of neutrality? There is something to be said about respecting the will of their Parliament, the will of the people. Through free will, the people of Ukraine have demonstrated, first through the Orange Revolution and then the Euromaidan on the streets of Kyiv and across the country, that they want to have closer relationships with the West. They want to be a member of the European Union. They want to be a member of NATO. If the people want that, which is one thing that President Zelenskyy came to power on, then we had better support them, because that is a democratic right and a democratic thing to do. I congratulate Premier Smith on her ability to get elected as the premier of Alberta. She is respecting the democratic process there. I hope she respects the free will under the democratic process that is taking place in Ukraine today and that she will support those people from Ukraine who have decided to call Alberta home.

Madam Speaker, I agree with the member that more needs to be done, especially on the diplomatic front. I am always worried about some of those eastern European countries, former members of the Soviet Union, that are not members of NATO. They do not have the luxury of an attack on one being an attack on all. Article 5 does not apply to places such as Moldova and Georgia. I have already seen nefarious actions from Russian players, whether from the state itself or individuals who continue to undermine their own democracies and economies. We need to continue to stand with those countries and find ways to strengthen them, knowing that right now the west is spread pretty thin in trying to deal with the Russian threat as well as what is going on in the South China Sea. We will have to continue to work collaboratively to find ways to support all member countries. Right now, the best thing we can do is defeat Russia in Ukraine. Then it would not be that big of a threat to all the rest of the nations in the region.

Madam Speaker, the member for Winnipeg North and I know all too well that there are definitely things that we can do in Canada and things that we cannot. I am speaking to the things that we can do to supplement what our allies have already done for Ukraine. They are under pressure as well and depleting their own stocks, especially in the United States and the U.K. Nobody has done more for Ukraine than the United States, the United Kingdom and Poland have. We can continue to say that we are working in a coalition in support of Ukraine, but let us not forget that we are one of Ukraine's biggest friends. In Winnipeg, as we said, we have the sniper rifles we should be building and then sending to Ukraine, paid for by the Government of Canada. We also have Peerless Garments in Winnipeg. What does it build? It builds uniforms and winter kit. Winter is coming, and Ukraine is asking for more winter gear. We should be sending that as well.

Madam Speaker, I will be splitting my time with the member for South Surrey—White Rock, the whip for the official opposition. I am honoured to be able to participate in the debate today and denounce the very crass move by the Russian Federation and President Vladimir Putin to annex both Donetsk and Luhansk, which have been at war with Russia for the last several years, and also now moving to annex Kherson and Zaporizhzhia. I want to say at the onset that Canada, Canadians and all of us here as parliamentarians will never accept Russia's claim to one square inch of Ukrainian territory, and that does not just mean Donetsk, Luhansk, Kherson and Zaporizhzhia. It also includes Crimea. Crimea will always be Ukraine, and as Ukrainian forces are currently demonstrating in the war against the Russian Federation, in this illegal, tyrannical invasion by Putin and his proxies, they will continue to stand against the Russians and continue to make gains in winning this war. We know that the Ukrainian forces have been able to do this because of the tenacity, the patriotism and the valour of the people of Ukraine who are serving in the armed forces, in their militias, and are fighting to protect their country as well as their citizens. I know that each and every one of us here are so impressed with what they have been able to accomplish. Ukraine will never accept the sham referendums, which were done at gunpoint. This goes beyond coercion. This is about military intervention going door to door forcing, at gunpoint, the people of the oblasts of Donetsk, Luhansk, Kherson and Zaporizhzhia to vote for the annexation. This is something that can never stand the test of time and must be denounced by every democratic nation around the world. I am glad that we are here adding our voices to this debate to make sure that the international community knows clearly where Canada stands, more importantly, that the people of Ukraine understand that we are standing with them, and that the Russian Federation and those who are sitting in the embassy right now in Ottawa watching this debate know that we will never accept any of this tyrannical, dictatorial way that Russia has invaded Ukraine and tried to steal Ukrainian territory. Here we are in 2022 and we are playing out old war games. A lot of people like to compare this to World War II or beyond, but it is unbelievable that it is happening in our lifetime. The Russian forces have been put on their back heel. They have lost, it is estimated, over 100,000 soldiers already. They have lost materiel, tanks, artillery and supply chains because of the tenacity and the skill of the Ukrainian armed services. A lot of what we did when we were in government under Stephen Harper and what has been carried on with the current government was, over the last eight years, started with Operation Unifier. In training Ukrainian soldiers up to NATO standards, along with our partners in the United States, the United Kingdom, Poland, Australia and others, we have made these professional soldiers into a formidable force going up against what was thought to be one of the great superpowers in the world. They have proven the world wrong in what Putin and his war machine was going to do to Ukraine. There is no question that we have witnessed war crimes. There is no question that there is a genocide being perpetrated upon the people of Ukraine, and that is why we have to continue to stand with Ukraine. We can never let down our guard on how the Russian Federation is behaving in the global sphere, especially within their spheres of influence in former Soviet states. That is why our role in NATO, our role in supporting Ukraine, can never weaken. The Ukrainian forces have also been able to get a lot of materiel from Canada and other nations. It is because they now have a lot of modern equipment, as well as the planes and tanks they had in service and the equipment they already had in place, that they have been able to take the fight to Russia. However, every time we hear President Zelenskyy, he asks us to send more, and we can send more. I know we have already sent over half a billion dollars' worth of materiel, including of lethal weapons and non-lethal weapons and of RADARSAT images that we have, which we used to provide under Stephen Harper and the Conservative government and which the Liberals cancelled but then reinstated after the war broke out on February 24. As a lot of nations are starting to see their own supplies dwindle, Canada has to step up and do more. As we hear from President Zelenskyy and from the minister of defence in Ukraine, they are asking the west to send more supplies, including more artillery shells as they are running out and more bullets as they are running out. They need more sniper rifles. Guess what we build in Canada, right in Winnipeg? We build sniper rifles at PGW Defence. They are already starting to build more sniper rifles for Ukraine. Some of those are sitting there, unable to move, because the government will not buy them and send them. Why is the government not buying them? They are there. It is a small chunk of change when looking at the big scheme of things. The Ukrainian forces are standing on the front line, stopping these Russian marauders, these barbarians, from coming further into Europe and destabilizing the whole world rule of law that we have come to accept as the norm. We need to send them more. They are asking for more armoured personnel carriers. Guess what we have in Canada? I just asked a question on the Order Paper about this: How many LAVs do we have available that we might be able to have in service that we can send to Ukraine? We are about to retire our entire fleet of armoured vehicles. The new Super Bisons that are to replace them are already built and sitting on a parking lot in London, Ontario, at GDLS. They just need to be certified by National Defence. I know that the 39 LAVs that were sent or are in the process of being sent to Ukraine are actually coming out of that inventory, and I thank the government for sending them. Let us make sure they are equipped the same way that we equip our LAVs here in Canada for fighting in places like Afghanistan, as we did in the past. Let us make sure they have the 25-millimetre machine guns on them and the heavy armoured plating to withstand IEDs as well as artillery shelling. Let us keep and protect as many Ukrainian soldiers as possible, as they are in this fight against these barbarians out of Russia. The government is saying it cannot do more. I asked a question on the Order Paper, which the parliamentary secretary responded to in the last couple of weeks. It was Question No. 705. They said that currently, in Canada, the older LAVs that we used in Afghanistan are still in service. There are 149 LAV II Coyotes and 140 M113s, which are the tracked LAVs and also the armoured personnel carriers that both the United States and Australia have now donated to Ukraine, so the Ukrainians already know how to operate these tracked LAVs. We can move these M113s over at any point in time. They can jump in and go. There are also 196 LAV II Bisons. The Coyotes, the Bisons and the M113s are all sitting here. It is a great inventory and all about to be replaced with brand new Super Bisons, the LAV 6s, coming out of GDLS in London, Ontario. Why are we not taking these now and getting them over to Ukraine as they have Russia on the back heel, retreating away from territory? Why are we not making sure they can win this war? The only way this ends well is if Ukraine wins this war. We have to push Russia out of every inch of the country, and we know that we need to also add to that. I have been calling on the government since this war broke out in February to send more of our medical hospitals. We have Role 3 hospitals in the Canadian Armed Forces. For the COVID-19 pandemic, the government purchased another dozen mobile hospitals, which are still sitting in containers. We should be shipping them over there to make sure we have triage capability for the soldiers who are getting injured on the front lines. The most critical time is to get them into the hands of a doctor and a medic in a good facility, who can save lives after soldiers have been traumatized through very bad battle wounds. Let us continue to support Ukraine. Let us make sure Ukrainians get the materiel they have asked for and the defensive weapons they need, and that we continue to stand together to make sure Ukraine is victorious.

Madam Speaker, it is indeed an honour to join everyone tonight virtually to talk about NATO and the application for membership to NATO by Finland and Sweden. It is something I hope we can strongly support unanimously in this chamber to send a strong message to all allies in the NATO alliance and hopefully convince those who are somewhat hesitant to accept the membership applications from Finland and Sweden. We know that Sweden and Finland have been closely co-operating with NATO and the European Union's collective defence agreement for quite some time. They have modern militaries, modern economies and very progressive societies that we all appreciate and admire. There is no reason to reject their applications to NATO. We know that both Finland and Sweden have been non-aligned, neutral nations since the end of World War II, but that has dramatically changed with Putin's illegal invasion, Russia's war, and the war crimes and atrocities being committed in Ukraine. Of course, our thoughts, prayers and efforts are to help Ukraine win this war. We know that the entire NATO alliance is doing everything it can and is nervous about how this is going to play out. This means countries that do not have the ability to be part of the strong alliance we have through NATO want to join. Although there may be some naysayers out there who are going to say this is NATO enlargement pushing farther toward Russia's border, nothing could be further from the truth. These are independent countries that want to make sure they can take advantage of what we enjoy and take for granted here in Canada, which is deterrence through our collective defence. Article 5 almost guarantees that no NATO member will ever be invaded by a foreign nation such as the Russian Federation. Vladimir Putin is at the helm of the Russian Federation and has control of the criminal organization within the Kremlin, the kleptocrats. He has been running a mafia-styled organization with a very disturbing philosophy and revisionist history that he is trying to force upon the world. His demented reasoning for invading Ukraine cannot go unchecked, but that means the Baltic nations and Arctic nations that share space with Russia are increasingly concerned. That is why there has been a change of heart so quickly. In a matter of three months, we have seen Sweden and Finland make this historic application for membership 73 years after the beginning of the NATO alliance. I want to thank the foreign affairs committee for doing this work, putting together this report and giving us this opportunity to express, as parliamentarians and ultimately as the Government of Canada, our support for their membership applications. Let us look at why they are so nervous and why they made this decision to join with other Baltic nations that already enjoy this alliance, such at Latvia, Estonia, Lithuania and Poland. We know that these nations have all joined over the last 25 years. We also know that Canada has been playing a major role in Latvia as part of NATO's enhanced forward presence, and increasing military deterrence activities within Latvia, leading several other nations in a battle group there. The more we can do to bolster the defences of eastern Europe, the safer we are here at home. We are an Arctic nation; we share territory with Russia. It is good to know the United States, Canada and Norway, which are already NATO members, will now be joined by two more Arctic nations, Finland and Sweden, in this alliance. We can hopefully bring Russia back into a reasonable conversation, after it leaves Ukrainian sovereign territory, about how best to move forward to protect the Arctic, do search and rescue and make other investments in the Arctic area. Canada needs to do more for Ukraine. We are watching this war on a daily basis, and it continues to pull at all our heartstrings. We know this is more than a tragedy: An atrocity has been committed. We have been talking about Bucha and what has happened in Mariupol. Hospitals, schools, seniors homes and maternity wards have been intentionally targeted. We know that Putin and his henchmen within the Russian army have been committing these crimes against humanity, and they have been ordered from the top down. Everyone who is responsible for those atrocities must be held to account. I am glad to see that Ukraine's public prosecutor is putting together all the evidence to take to the Hague in front of the International Criminal Court. Canada needs to assist in that every step of the way. For quite a while, the Conservatives have been calling on the Liberal government to do more to help Ukraine. The humanitarian corridors need to be implemented by giving Ukraine anti-air and air defence systems so that it can ensure its airspace is protected and so that those fleeing war zones can get to safety and humanitarian assistance and relief can get into besieged cities such as Kharkiv. We know that Ukraine has been asking for more armoured vehicles. We have asked many times in the House, and I asked it again just a couple of weeks ago, why Canada is not sending its about-to-be-retired light armoured vehicles: our Bisons, Coyotes, Kodiaks and M113 Tracked LAVs. All of those are going to be decommissioned over the next year, and the replacement vehicles are already built and sitting in London, Ontario, waiting to be accredited. In that tranche of light armoured vehicles, there are 32 armoured ambulances as part of the LAV II configuration that could be sent to Ukraine, which desperately needs them right now. The government knows those light armoured vehicles would save lives, but for whatever reason, the Minister of National Defence and the Minister of Foreign Affairs have not moved on sending these LAVs, which could easily be donated by Canada as they are in good working order. Mr. Speaker, let us make sure we cut the red tape. Vladimir Putin has been waging a brutal and illegal war in Ukraine for almost three months. Unfortunately, the Liberal government has been slow to act and even slower to send to Ukraine the lethal weapons it needs to survive. It has refused to send Ukraine our soon-to-be-retired light armoured vehicles, such as our Bisons, our Coyotes and our M113 armoured personnel carriers. All of these LAVs will end up on the scrap heap if we do not give them away. The Americans are sending their M113s to Ukraine. Why are we not?

Mr. Speaker, traditionally, Vyshyvanka Day is a time to celebrate Ukraine's rich culture and traditions and share them with the world, but this year it is a time to stand with Ukraine in solidarity. Today, while we enjoy our peace and security here at home, often taking them for granted, our beloved Ukraine suffers from the illegal and unjustified full-scale invasion by Vladimir Putin. Ukrainian soldiers and civilians have already been bravely fighting and sacrificing their lives for 87 days to protect the basic values that we all believe in. It is time to ask ourselves this: What is the cost of not supporting Ukraine in this fight? It means that dictators and despots around the world can redraw the lines on a map by force and get away with it. Ukraine is valiantly defending against the Russian invaders. Canada must match this bravery by providing what Ukraine needs the most: more lethal weapons. If we believe in protecting dignity, freedom, democracy and human rights, then we must recognize that this is our fight as well. Canada must always stand with Ukraine. Slava Ukraini. Heroyam slava.

Madam Speaker, I am proud to present e-petition 3917, signed by over 2,000 Canadians, who are drawing the attention of the House to the unprovoked war in Ukraine by the Russian Federation, how war crimes have been committed in the region by the Russian Federation, and how Vladimir Putin, as President of Russia, has threatened Ukraine, Canada and our allies with retaliation, including using nuclear weapons, which is a great risk. There are 1.4 million Canadians who identify themselves as being of Ukrainian heritage, myself included. The petitioners also draw to the attention of the House that Canada has participated in NATO missions all over the world. The petitioners are asking the government to immediately provide to Ukraine bulletproof vests and helmets, to make sure that our Canadian Armed Forces are on high readiness and ready for rapid deployment, and to look at supplying lethal weapons and other supplies to Ukraine, and that NATO and our allies continue to help close the airspace over Ukraine to provide humanitarian corridors and, ultimately, provide peacekeepers to bring stability to the country.

Mr. Speaker, I am glad to be able to rise today and address the budget, which I will call “the good, the bad and the ugly”. I am expecting Clint Eastwood to walk through the doors and the music to play. I will say this, just to address the speech. There is a section of this budget that I agree with. The good part is that the government is promising to give Ukraine $500 million and to provide weapons that are so desperately needed right now in the war against Russia. We need to make sure we send whatever lethal weapons Ukraine has been asking for. I am glad to see the government has made this announcement and will be out there on the market buying up as many weapons as possible. I know, for example, that there are lethal weapons being built in Winnipeg by PGW Defence Technologies, which builds sniper rifles. It has already done business on its own directly with the Ukrainian government in the past, and has also sent sniper rifles over very recently. I believe those high-quality sniper rifles being made in Winnipeg would be very valuable to the Ukrainian armed forces, and buying more of those weapons with this $500 million would be welcome news. I have been advocating this for quite some time, going back to early March, right after the invasion started. There is an inventory of Canadian military equipment that is sitting around and that is about to be retired and turned into museum monuments at war memorials and legion halls across this country, but we do have light armoured vehicles, such as the Coyotes and the Bisons. There are 32 armoured ambulances in the Bison configuration that can easily be used and shipped over to Ukraine. The reason we can use these vehicles to provide armoured personnel carrier protection to Ukraine is that the replacement LAVs, the new super Bisons that are being built in London at GDLS, are almost complete. The parking lot is full of new LAVs. They just need to be accredited by the Canadian Armed Forces. Taking those Bisons, Coyotes and our M113 tracked LAVs and sending them to Ukraine would provide much-needed protection, especially for the civilian domestic defence force that has been stood up with recruits from across Ukraine as they battle against the Russian aggressors. I have also been working with people here in Canada who want to buy Role II mobile field hospitals, which Ukraine has requested. Unfortunately, the government here has yet to provide those hospitals. We have extra Role II hospitals that are sitting in containers. They were purchased for the pandemic and were never used, so we could be moving them over. There are some mobile field hospitals that are available for sale in the Netherlands. Again, they are ready to go. The Government of Canada could buy those off the shelf and move them over there in under a week. I hope it will consider that and get it done, because Ukraine desperately needs them and has asked for them as part of the shopping list it has given to NATO countries around the world. Finally, there is the issue of the Harpoon missiles. We had defence and industry experts in Canada who came forward and said that we have over 200 unused Harpoon missiles sitting in inventory. There are launchers sitting on one of the ships that are under refurbishment right now. We could send over a whole cache of truck radar systems, all built here in Canada, with our excess Harpoon missiles that are sitting in inventory, to help protect Odessa from the onslaught that is taking place from the Black Sea. The more we can eliminate the Russian navy's ability to bring its forces to the coastline, the better off Ukraine will be, and the more protected. I welcome the $500 million. I encourage the government to do more and make sure we are repurposing some of our existing assets. We do not have to actually go there and put cash on the table, just send those and donate them to Ukraine, as well as the $500 million that is approved in this budget. Unfortunately, that is the only good thing in this budget, and I am not going to be able to support this budget, because of the bad and the ugly that are still in there. The bad is that the current government continues to print money like it is going out of style. The Liberals have increased the deficit again this year by another $52.4 billion, which has taken our national debt to $1.2 trillion, and all of that has not been entirely tied to, as they would like to say, pandemic spending to support the economy. We know there have been many situations where this budget is about unnecessary spending. It has put increased money into circulation, devalued the Canadian dollar and driven up interest rates and inflationary pressures on our economy. Canadians are now worse off because of the reckless spending by the Liberal-NDP coalition. They know that they have to deal with higher food prices and higher fuel prices, and that continues to increase the cost of living. In Manitoba alone, according to the Parliamentary Budget Officer's own numbers, Manitobans are now $2,000 poorer just because of inflation created by the government. I know they will try to argue that there are supply chain issues. They will try to argue that this is an international phenomenon, but, at the same time, we are talking about 6.7% inflation rate. That is higher than in so many other countries in the G7 and the G20, and it is because of excess government spending and putting too much cheap Canadian money into circulation, which has taken inflation out of control. The other bad part of this budget is that there is no help there for farmers. We are seeing higher input costs because of inflationary pressures. We are seeing higher input costs on farmers because of the carbon tax, which affects everything from diesel fuel to fertilizer prices. We are seeing that the Liberals continue to push farmers farther and farther down into the deep red hole on their balance sheet because they do not care about protecting our farm families. They may, as a government, expect that they will be able to import cheap food from elsewhere, but why do we want to make our farmers less competitive on the international market? Why would we not let our beef, pork, grain and oilseed producers flourish and be competitive on the world market? Instead, we are increasing their input costs to such a level that they will never be able to compete on that global scale. We expect government to actually care about our farmers, our farm families and our rural communities and give them relief from things like the carbon tax, give them relief from rising excise taxes on fuel, give them relief from the increasing costs of fertilizer. We need to know if the government will ever commit to helping out our farmers. In my riding of Selkirk—Interlake—Eastman, our farmers last year dealt with a very devastating drought, the fourth year of dry conditions, and again, the help from the federal government was next to nil. We know that there is no help in the budget for farmers who dealt with that drought, whether it was trying to buy feed for their livestock or having major shortfalls in crop production. The ugly part of this budget is the way the government continues to treat our Canadian Armed Forces. Our members in uniform deserve to be given the best equipment and the best support, and have a warrior culture that is out there actively recruiting and rebuilding our Canadian Armed Forces. We are 10,000 members short as it stands today, and the government seems not to care about making sure that we have a critical mass of soldiers, sailors and aircrew across the country to serve here at home and to be able to stand up for those who cannot stand up for themselves around the world, including what we are seeing happening in Europe. Although the Liberals talk about increasing spending and getting it up to about 1.5% of GDP, it is still far short of what NATO members expect of us. Our NATO partners are asking us to spend 2% of GDP, and it is not happening in this budget. On top of that, the government continues to fall short in spending and buying new equipment. Procurement has been well short of satisfactory. We know that in this budget there is a $15-billion gap between what the government is promising to do and what is actually in the Department of National Defence departmental plans for the next year. We know they already have $12 billion lapsed over time that should have been used to buy new ships, new planes and other equipment for our Canadian Armed Forces members. It just comes back to the fact that the Liberal-NDP coalition has not made the proper investments in national defence, at a time when the world is getting more and more scary. We are witnessing what is happening in Europe with the Russian aggression in Ukraine, and we are always concerned with other nefarious actors on the world stage who are watching and seeing what Canada does, as well as our allies. We need to do more, not less.

Mr. Speaker, Russian dictator, Vladimir Putin, has the blood of Ukrainians on his hands as his soldiers have raped, tortured and slaughtered innocent civilians. These atrocities are war crimes and crimes against humanity. Putin must be stopped and Canada must do more to help. It is reported that President Zelenskyy directly asked Canada for Harpoon anti-ship missiles, but the Prime Minister said no. Will the Prime Minister commit to sending Harpoon missiles to Ukraine today, not weeks from now but today, and help save Odessa?

Madam Speaker, we need to continue to isolate Putin and the Russian regime on the world stage, including taking them off the UN Human Rights Council. We need to make sure Putin and everyone who is responsible for using rape as a weapon and committing the atrocities against civilians in Ukraine, which are being documented, are all pulled in front of the Hague and face the International Criminal Court for committing these atrocities. Who would have thought that we would be talking about the definition of “human rights” and about war crimes in our modern age, but here it is in our generation. It is sickening.

Madam Speaker, I am honoured to stand today to discuss increasing NATO spending to 2% of GDP here in Canada as part of our national defence. I will be splitting my time with the member for Bruce—Grey—Owen Sound. He is someone who has served our country with valour and integrity. He is someone I incredibly respect, and I know his comments later on will be something we should all be paying attention to. This is also the first chance I have had to get on my feet since we have witnessed the atrocities being committed in Ukraine: the war crimes that are being uncovered north of Kyiv as the Russian forces have retreated back to Belarus. When we look at the images from Bucha, Irpin and Motyzhin, we know that what we are witnessing are some very sickening war crimes that have been committed by Russian forces in Ukraine. We do not even know the extent of the atrocities that have already been carried out in Kharkiv or Mariupol. We witnessed, in Kharkiv, the bombing of a maternity hospital where women, children and infant babies were killed and maimed. In Mariupol, Russians dropped a large bomb on a theatre where so many were seeking refuge. They had clearly marked in the parking lot that there were children there. The Russians still bombed that theatre, killing hundreds of people by some accounts. We all have to be concerned with what Russia's intent is in Ukraine. There was an article that came out of one of the newspapers, RIA Novosti in Moscow, that said that Russia had to de-Ukrainianize Ukraine, and tried to associate that with de-nazification. That sends a clear message of where the Kremlin is sitting, where Putin is taking this war and what his entire intent is, which would result in a genocide. As the person who sponsored the Holodomor memorial bill in the House, along with Raynell Andreychuk, a former senator who sponsored it in the Senate back in 2008 to recognize it as a genocide, I would never have thought that we would be talking about genocide in Ukraine not in historical terms, regarding the famine that happened in 1932-33 and that was created by Joseph Stalin and his communist thugs, but in modern times: right now, in Ukraine in the year 2022. This clearly demonstrates that our world has changed, and that the security threat that is facing western democracies is in flux and in peril. We had the Cold War peace dividends we were able to collect on after the fall of the Berlin wall, and the move of former soviet states to turn into free, liberated, democratic and independent countries such as Ukraine, Poland, Romania, Moldova and the Baltic states of Lithuania, Estonia and Latvia, among others. We thought we were onto a new world peace and only had to worry about small state actors, terrorist organizations and transnational criminal organizations from a standpoint of national security. However, with the full-scale invasion of Ukraine by Vladimir Putin and his Russian thugs in the army, we know the world has changed. NATO is now more important than ever since the end of the Second World War. Essentially, the collective security in Europe and the transatlantic sphere has gone on high alert. We have to deal with this Russian threat right away. NATO members are trying to help Ukraine in every way possible so that it can win this war. The only way this war ends in Ukraine is when Ukraine beats Vladimir Putin and his Russian military back across the border. Ukraine has been asking NATO and asking Canada for more weapons. We could be sending them more things for their coastal defence purposes, like the Harpoons that we have here in Canada and the launch systems. I know there have been proposals made to the Minister of National Defence on how we can take some of our batteries and move those over there with Harpoon missiles so that we can protect Odessa from falling and protect that coastline so Russia does not get in there and take control of the entire Black Sea coastline from Moldova all the way across to Donbass. They have also been calling for armoured personnel carriers. We know that here in Canada we have some light armoured vehicles that are in the process of either being retired or very soon will be retired with their replacements already in production or completed production. We could be sending our Coyote LAV IIs right now. Our Bisons and our M113 LAVs could also be going over there. We are talking about armoured personnel carriers and fighting machines that have proven themselves in Afghanistan and that can be very well used by the Ukrainian military and self-defence forces. They have been asking for help. As the Conservative Party leader said after the President Zelenskyy speech, we have to put into place the protection of humanitarian corridors so that those who can flee from harm's way can get out and so that humanitarian supplies can get into those cities that are being besieged. Just last week, we had five Ukrainian members of parliament here, and when we met with them and when they did their press conference, they were very clear that they needed all these tools, plus they needed to get fighter jets and anti-air defence weapon systems. We know that, even though Canada does not have any of those systems to give, we can go and buy them and give them to Ukraine, so that they can protect their own airspace and secure those corridors so that people can leave. It is important that Canada spends its 2% of its GDP on national defence in the light of the new security threat, not just to NATO but here at home, as well as in the Indo-Pacific region. We have to be spending and contributing at that level if we are going to be taken seriously when we are sitting at the table. Because we have not been serious about investing in our military and our national defence, we are not a serious consideration when we are talking about how to better serve and protect NATO and NATO allies. We are not getting invited to new tables such as the recent Australia-U.S.-U.K. treaty, where they are doing more security and national defence together in the South Pacific and throughout the Pacific region, for that matter. That is because they know that we have not been there to step up with our own investments in national security, so why would we be investing in things like the South Pacific? Security starts right here at home and that means we have to invest heavily in our NORAD systems as well. NORAD modernization is important. We do hear that the government has finally made a decision to buy the F-35s. That is the fighter jet that is best to serve our NORAD and NATO missions. It is also the fighter jet that the Royal Canadian Air Force has been asking for over the last 12 years. It is one that Canada has invested in heavily since the Paul Martin government when we originally signed on to the Joint Strike Fighter task force. We have been making annual commitments and payments into that program, so this is the right plane for our air force. It is the right plane for our allies, and it is the right plane for Canada's aerospace industry. We have to invest in that, as well as the North Warning System and low earth orbit RADARSAT. The Nanisivik naval base is still not open after six years. The icebreakers have to continue to come, as well as the submarines that have under-ice capabilities. As the member for Kingston and the Islands said, ballistic missile defence was part of that NORAD mission and that is why that also plays into investing in our military so we can do more at home, as well as do that NATO mission with new surface combatants, as well as new recruiting and investing in more heavy-lift capabilities so that we can do what is right for those who serve us. It is our troops, the best of the best that Canada has to offer, that deserve to have fighter jets in the air, warships on the water and submarines under the ice, so that they can serve us not just here at home but protect the world around the entire globe.

Mr. Speaker, Ukraine is attempting to negotiate peace with a cruel dictator, but Putin cannot be trusted. Ukraine needs military aid and it needs it now. President Zelenskyy has asked Canada and NATO for armoured personnel carriers and more missiles. While the Russians continue to wage war, Canada can give Ukraine our harpoon missiles for coastal defence. We can also give our light armoured vehicles that are being decommissioned right now, like our Coyotes, our Bisons and our M113s. Will the Prime Minister immediately give Ukraine the lethal defensive equipment it needs so that it can win this war?

Mr. Speaker, the war criminal Vladimir Putin continues to escalate his illegal invasion of our beloved Ukraine. Canadians remain horrified and we must continue to do everything we can to help. I welcome the government's announcement of providing additional lethal aid, such as rocket launchers and grenades, which Conservatives have been calling for since 2018. This equipment is essential to protecting Ukrainians on the front lines, but Canada can and must do more. We have brand-new role 1, role 2 and role 3 mobile field hospitals sitting in storage. These hospitals could mean the critical difference between life and death on the battlefield. Canada should also provide tactical first aid kits to the brave Ukrainians fighting for freedom, and we should also donate high-quality field ration packs to ensure Ukrainians are supplied with enough food to endure the war that Putin has imposed on them. Visa-free travel for Ukrainians is essential to moving many women, children and seniors out of harm's way, and we need to do it as swiftly as possible. I know Canadians stand ready to welcome Ukrainians with open arms who are fleeing Putin's barbaric war. Slava Ukraini.

Mr. Speaker, Vladimir Putin is causing and committing war crimes right across Ukraine, and Canada has yet to sanction some of his closest friends and advisors. Under parliamentary privilege, I am going to name a couple of them. Russian oligarch and politician Konstantin Babkin, director of Buhler Industries in Manitoba, said in 2014 that Russia should not stop at Crimea, and last month, he supported Russia's current actions. Putin insider Roman Abramovich, owner of Evraz steel, which has operations in western Canada and is supplying steel to build Russian tanks. When will the Prime Minister finally sanction Russian oligarchs for supporting Putin's war machine?

Mr. Speaker, I want to thank the government for sending anti-tank weapons to Ukraine, which the Conservatives have been calling for since 2018. I know that Ukraine will make good use of the 100 Carl Gustaf anti-armour weapons that we are delivering now. Non-NATO partners like Sweden have also stepped up and are sending 5,000 anti-tank weapons to Ukraine. Additionally, Ukraine needs more medical supplies that Canada currently has in storage. Will the Minister of National Defence send Ukraine additional weapons, improved first aid kits and role 3 hospitals that Canada has?
