Madam Speaker, the member for Winnipeg North is again up here deflecting and misleading Canadians, especially his own constituents, on the seriousness of the issue that we are grasped with.
He is contemptuous in his comments, saying that there is nothing to see here, that it is all make-believe and it is all fake, which we have heard from the other side and the Liberals throughout the day.
We are seized with a ruling by the Deputy Speaker that someone in this place violated our privilege, and that takes precedence over anything else that we are debating in this House. For the member to say, “Ha, look the other way, nothing to see here, folks” is wrong and misleading. He should be more honest when he is dealing with his own constituents, never mind the rest of Canada.

Mr. Speaker, we know that the member for Winnipeg North has always been an apologist for the Prime Minister and for the failures of the Liberal government. The Liberals have never taken our national security seriously. They tried to cover up the foreign interference that happened in the 2019 and 2021 elections. We know that the special rapporteur was appointed and that he was just going to wax over all of the foreign interference.
There is the Hogue commission. After much pressure from the Conservatives, we were able to finally get the answers that we deserve in the first report that came out last week. We expect that there are going to be better recommendations down the road. That is because of our pressure. It has nothing to do with the Liberal government.

Mr. Speaker, the Prime Minister is not worth the cost, the crime, the corruption or the cover-ups. After the Liberals hid the Winnipeg lab documents from Canadians for over three years, we finally know why they blocked Parliament. We know Dr. Qiu had “close and clandestine relationships with...entities of the People's Republic of China” and collaborated with military scientists.
The People's Liberation Army is a known security threat to Canada, so why did the Prime Minister cover up the breach of national security instead of arresting the spies?

Mr. Speaker, for over two weeks, millions of litres of raw sewage ran unimpeded from Winnipeg into the north Red River and Lake Winnipeg, and the Liberal government was missing in action. The sewage is polluting our iconic Lake Winnipeg, which is home to Manitoba's thriving inland commercial fishery and beautiful beaches and is a source of drinking water for many communities. The Liberals failed to support the province and the City of Winnipeg in mitigating this environmental catastrophe.
Canada's Conservatives have long fought to keep our waterways, lakes and oceans free from untreated sewage. As a government, we brought in stringent guidelines for municipal effluent. In opposition, we brought forward a bill to prohibit the discharge of raw sewage into our waterways by municipalities. Meanwhile, within days of forming government, the Prime Minister approved a dump of eight billion litres of raw sewage to be discharged by the City of Montreal into the St. Lawrence River.
It is disappointing to see the lack of urgency demonstrated by Liberal MPs in Winnipeg to this prolonged spill of untreated sewage. This is unacceptable. The Liberal government must stand up now to protect the Red River and Lake Winnipeg from future breaches.

Madam Speaker, the member for Winnipeg North continues to spread his toxic rhetoric, rumours and innuendos, which have no basis in fact. Let us be factual here. These Liberals are going to increase the cost of food. We just learned today that the Canada food report said the price of groceries is going to go up $700-plus this next year.
We already know they are quadrupling the carbon tax on families, first nations and farmers. This individual does not understand how agriculture works. He is making our farmers less competitive. He is going to make sure we import more food from the United States, China and elsewhere because we will not be able to grow it cheaply enough here in Canada to provide healthy, nutritious food to Canadians. Will this member recognize that the Liberals are increasing food insecurity in Canada?

Madam Speaker, the member for Winnipeg North is my neighbour in Manitoba. He should get out of the city more often to talk to some farmers. He says there is so much great stuff for farmers. I wonder why farmers are not voting for the Liberals if they are doing so many great things.
I would like to explain something to the member for Winnipeg North. When carbon taxes are put on the cost of growing our food, it increases the cost of food for everyone, whether it is because of the propane or natural gas used for drying grain or to heat the barns that keep our poultry and livestock warm. The member would just as soon let all those animals freeze to death and allow piles of crops to go unharvested because we would not be able to dry it and properly store it.
The policies the Liberals are pushing upon Canadians are creating food insecurity. He is doing no different than what Putin is doing in Ukraine in creating food insecurity. Why does the member of Winnipeg North hate farmers?

Mr. Speaker, Manitoba's new NDP premier has joined the course calling on the Liberals to pause the carbon tax.
After eight long years, everyone knows that the Prime Minister is just not worth the cost and that his Liberal MPs in Winnipeg are failing Manitobans. Yesterday, the member for Winnipeg North could have voted to take the tax off and keep the heat on for Manitobans; instead, he voted to leave his constituents out in the cold. Now the Liberals want to quadruple the carbon tax.
Why does the member for Winnipeg North always follow orders from the Prime Minister at the expense of his own constituents?

Madam Speaker, I want to take exception to the member for Winnipeg North's comments minimizing the deaths of 176 people who were killed on PS752, 55 Canadians who were on that flight, plus 30 permanent residents who called Canada home, never mind all the students coming from Iran who were returning to their universities here in Canada.
He does not want to debate this; instead, he is trying to say we need to get on with Bill C-27. Let us remind the member that they have had the bill before the House since June of 2022. In nine months, they have only brought that bill forward three times.
I would say that it is not a priority for the government. The member should get up and apologize to the Persian community across Canada and to all the families who lost loved ones on flight PS752.

Madam Speaker, the member for Winnipeg North likes to come up here and cast aspersions upon us as Conservatives. The Liberal Party always stands for “tax and spend”. I need to remind the member for Winnipeg North that these tax dollars are not the money of the Liberal Party of Canada. They belong to Canadians. The best place to leave that money is in the pockets of Canadians. For the member to get up and pontificate and slander the Conservatives is unbecoming of any parliamentary speech. It is common for the member to do.
The member often tells me he likes to come up to my riding where he has a cabin. He should spend some time talking to rural Manitobans. They know the carbon tax, which is tripling, will cost $1,145 more per Manitoban than what they get back from the government. Those Canadians who live in rural areas know the carbon tax is hurting them, especially those who live on fixed incomes, like seniors.
He needs to talk to real Canadians outside the Ottawa bubble so he knows exactly what is happening in the real world.

Madam Speaker, I agree with the member. We want to get this right. This should not be rushed. It is not about getting this done by Christmas because we have a legislative agenda to hammer through, as the member for Winnipeg North continues to cheerlead. What we need is to take our time.
We can split the bill into three ways and assign them to committees other than the industry committee. We can give the bill over to public safety to look at the use of the legislation from the standpoint of policing. We can shuffle off the piece on artificial intelligence to the ethics committee, making sure that it has the time to dive deep into it and hear from witnesses about how we can improve upon the bill.
Ultimately, what we could do is defeat the bill at second reading, send the government back to the drawing board and have it do a broader consultation on how this bill should be written so that it addresses the needs of the industry but protects the rights of Canadians.

Madam Speaker, often I have to educate the member for Winnipeg North about how the aggressive policies that the Liberal government has brought forward are hurting Canadian farmers. The carbon tax, in itself, is escalating the price of food, increasing the price of production of that food and creating food insecurity. What the Liberals are doing on reducing the use of fertilizer in this country by 30% is actually going to reduce production by more than 30%.
Why do the Liberals hate the Canadian farmer? Why are they creating food insecurity? Why are they going to force Canadian farmers out of business and move that production elsewhere in the world, where they actually encourage their agricultural producers to grow more food?

Madam Speaker, the member for Winnipeg North and I know all too well that there are definitely things that we can do in Canada and things that we cannot. I am speaking to the things that we can do to supplement what our allies have already done for Ukraine. They are under pressure as well and depleting their own stocks, especially in the United States and the U.K. Nobody has done more for Ukraine than the United States, the United Kingdom and Poland have.
We can continue to say that we are working in a coalition in support of Ukraine, but let us not forget that we are one of Ukraine's biggest friends. In Winnipeg, as we said, we have the sniper rifles we should be building and then sending to Ukraine, paid for by the Government of Canada.
We also have Peerless Garments in Winnipeg. What does it build? It builds uniforms and winter kit. Winter is coming, and Ukraine is asking for more winter gear. We should be sending that as well.

Madam Speaker, I am disappointed with the member for Winnipeg North and his constant defence of the ethical behaviour and unethical consequences that have been caused by his government.
I will say this. We know that parliamentary institutions are being questioned quite vigorously by Canadians when they see unethical behaviour and sanctions brought forward by the Ethics Commissioner against the Prime Minister, former minister Morneau and other members of the government. When it comes down to truth, honesty and integrity, we have to make sure that we are holding those up in the utmost. It is important that we have these debates and carry on with these studies at the ethics committee to restore that trust in our democratic institutions.
