Madam Speaker, I too hear from my constituents all the time, from seniors, that a disparity has been created by the Liberals between those who are 65 to 75 and those 75 and over in the amount of money they receive through their pensions. That does need to be rectified. I forgot to mention that one of the seniors from my riding, Bill from Beausejour, wrote to me that the big bonuses given out by the Liberals to Bank of Canada executives and CMHC executives appear to be very plainly a slap in the face to Canadians struggling to house their families.

Mr. Speaker, I will remind the member for Winnipeg North that they are going backward, not forward. They went from 1.34% down to under 1.29% of GDP this year. They have also gotten very creative with their accounting. They added in veterans' pensions, Global Affairs Canada costs and Coast Guard costs, which we never added in. If we added all of those things in when we were government, we would probably have had 1.5% during the time that we were in Afghanistan. Yes, we did take a bit of a fall in spending after we pulled out because we were balancing the books, something that the government has no plans of ever doing as it continues to saddle our kids and our grandchildren with its reckless spending. I will just say this on Ukraine: This budget only has $200 million in it. It is nothing for Ukraine. We supported everything that the government has done in the past, but it is doing nothing in this budget, and that is shameful.

Madam Speaker, I will give a very brief answer. When it comes down to veterans, that was seven years ago. The backlog we are dealing with now, which has grown so much, is all on the shoulders of the Liberal government. When I talk about RCMP officers waiting for their pensions for 24 months, that all happened under the Liberal leadership. It has failed, in every way, our veterans in the armed forces and our veterans in the RCMP, and it is failing our current serving members in the Canadian Armed Forces.

Madam Speaker, if we look at things the Liberals touched and broke, one of the things they broke is Veterans Affairs. We already have a bunch of our veterans who are waiting not weeks, not months, but years before they get any pensions. One RCMP veteran contacted me. He has been waiting for over two years to get his pension from Veterans Affairs. How is that compassionate? How is that management that people can rely upon? It comes down to these Liberals, despite throwing money right, left and centre, never having been able to provide the services Canadians expect under their leadership. During their time in government, things have gotten worse not better.

Madam Speaker, I did not realize the member for Kingston and the Islands had such an obsession with me. He referred to me so often in his speech that I am not sure if I should be flattered or concerned. I want to just point out that we are the ones who brought forward the motion, and when I heckled him it was because he had said it was his motion. This is the Conservative Party of Canada's motion to make sure the government is committed to spending 2% in the upcoming federal budget. The Liberals talk the game, but they do not play it, and the only thing they have delivered on time and on budget is 17 used F-18 fighter jets. The member talks about going into ballistic missile defence. Will he commit that the Liberal government will actually sign to ballistic missile defence as part of NORAD modernization? Will he also admit that, by adding in the Coast Guard and veterans' pensions, the Liberals have padded the numbers they have today versus the numbers we had when we were in government, when we were spending to meet our commitments at NATO and in Afghanistan?
