Mr. Speaker, my colleague from the Bloc is right. The government has always been late to the race and usually does not even show up at the starting blocks. In this particular case with APT31, guess what the Americans are doing? They are charging seven individuals. They have sanctioned them. They have offered a $10-million reward for more information that could lead to the arrest of these individuals and have them face the courts in the United States. Of course, here we are sitting today. I bet, when it comes down to the names, nobody on the other side, on the Liberal benches, even knows who the people in APT31 are who are acting on behalf of the People's Republic of China.

Madam Speaker, I appreciate the work the member has done on this file over her career. It is one we often walked in lockstep on. I recently met with one of my constituents who is an Iranian, who had mandatory service in the military in Iran and who now would find himself under the current listing, as he has been in the United States. He no longer can travel to the U.S. because of the listing of the IRGC as a terrorist organization. However, picking and choosing and allowing lists to go stale does not provide us with the ability to stop those who come over here and coerce and intimidate our Persian community and diaspora. Rather, I would want to see us take a more aggressive stance of ensuring that everyone who has ever belonged to the IRGC is banned, sanctioned and listed as terrorists. However, those who are already in Canada should have the opportunity to apply for exemptions and go through the proper security clearances. That is the way we can address the needs of Canadian citizens and those who continue to stand alongside Iranians fighting against the regime in Tehran.

Madam Speaker, the member for Sherwood Park—Fort Saskatchewan's dissertation was well researched and well articulated. We know that Falun Gong practitioners have been unfairly and unjustly targeted by the regime in Beijing for organ harvesting. They are denied freedom of religion, freedom of association and freedom expression, things that we take for granted here in Canada. We know that our former colleague David Kilgour, as well as David Matas, wrote a large study and briefing document on those responsible for the organ harvesting of the Falun Dafa in China. They brought forward, along with Falun Gong practitioners here in Canada, over 20 names of those who have profited from the very gross, which I mean in every way possible, human rights violations of Falun Gong practitioners in China, who have had their organs harvested for being political dissidents. None of them have ever been sanctioned. Can the member speak to whether this bill would allow us to make sure that nobody in Canada profits from or gains access to these illicit organs? Why we are not sanctioning the individuals who are responsible for this?
