Madam Speaker, I want to thank the member for his time as chair of the ethics committee and for the great job he did.
We heard from a lot of experts, and the committee found over and over again that the government was not following its own rules, including those in the Privacy Act and PIPEDA, which is antiquated, as the member for Winnipeg North pointed out. It does not even follow the guidelines that the Treasury Board has.
If the government cannot even follow the rules as they are currently, it leaves us feeling hopeless that it is going to follow the rules of any new legislation we bring in. However, I would hope that a future Conservative government would make sure legislation provides that privacy rights and the charter's freedom of expression and freedom of speech are solely protected in legislation for Internet use. That has to be the guiding light in all documentation and legislation we provide.

Mr. Speaker, the minister is being investigated by the Ethics Commissioner because she advanced the personal interests of her friend. Now we understand the Liberals need to pay a premium for spin doctors, given all their scandals. The Minister of International Trade is being investigated because she gave a $17,000 sole-sourced contract to a CBC pundit who is her dear personal friend and former campaign organizer. This is ridiculous.
Will the minister apologize for her unethical behaviour and hand over all records on this contract to the Ethics Commissioner immediately?

Mr. Speaker, when it comes to ethics violations, the Liberal government has already reached the super elite status. Whether it is a $1-billion sweetheart deal with WE Charity or SNC-Lavalin bullying, clam scam nepotism or the $200,000 illegal vacation by the Prime Minister, it is as though the Liberals are competing for who can be the most unethical.
Now the Minister of International Trade knew Amanda Alvaro was a close friend who ran her election campaign, and yet she awarded her a $17,000 contract anyway. When will the minister quit blaming her own department officials and take ownership of and responsibility for her own scandal?

Mr. Speaker, the trade minister really needs to brush up on her ethics rules. I would like to remind her that ministers are forbidden from advancing the interests of their close personal friends. This contract is not in dispute. The problem is that the minister awarded $17,000 to Amanda Alvaro, who describes the minister as a “dear friend” and who also ran the minister's election campaign in 2017.
Will the minister admit she broke ethics rules, and will she co-operate fully with the Ethics Commissioner’s investigation?

Madam Speaker, I am disappointed with the member for Winnipeg North and his constant defence of the ethical behaviour and unethical consequences that have been caused by his government.
I will say this. We know that parliamentary institutions are being questioned quite vigorously by Canadians when they see unethical behaviour and sanctions brought forward by the Ethics Commissioner against the Prime Minister, former minister Morneau and other members of the government. When it comes down to truth, honesty and integrity, we have to make sure that we are holding those up in the utmost. It is important that we have these debates and carry on with these studies at the ethics committee to restore that trust in our democratic institutions.

Mr. Speaker, here we are wanting to talk about ethics. At the very basis of what we do in this chamber, we have to have the trust of all Canadians, and right now there is a cloud of suspicion hanging over the head of the Prime Minister.
This government, this Liberal-NDP coalition, refuses to be held to account and to allow Canadians to look underneath this veil of secrecy of what exactly this Prime Minister has done, whether it comes down to his private vacations or his involvement in the WE scandal. Canadians deserve to know exactly what is up, and people need to be held accountable. If the NDP want to be here giving a get-out-of-jail-free card to the Liberals, shame on them.

Mr. Speaker, the budget is about to be tabled and holds market information that will impact the portfolios of average Canadians. That is why it is released after the markets close. However, the NDP leader revealed at a press conference this week that he was given an advance screening, and he shared this information with other members of the NDP elite. This could be considered important intel for insider trading.
Did the finance minister inform NDP members privy to the budget of their responsibilities to the Ethics Commissioner, or did she give them time to adjust their stock portfolios first?

Mr. Speaker, I am presenting a supplementary opinion to the ethics report that was just filed. I want to thank the committee for all its hard work in making sure that we brought this forward. However, this is just another example, like with the WE scandal, of the litany of scandals that have taken place under the Prime Minister and the government.
The Prime Minister has also been found in conflict of interest a few times. We had the Aga Khan's Bahamas island vacation and the SNC-Lavalin scandal, which was all about pressuring Jody Wilson-Raybould, the former attorney general, and really disregarded our judicial process.
This resulted in the resignation of Gerald Butts, the principal secretary to the Prime Minister, and Michael Wernick, the former clerk of Privy Council. We also have to remember the “clam scam” with the former minister of fisheries and oceans, as well as Bill Morneau, who was found guilty twice. The first time was for refusing to register the French villas he and his spouse owned, and then, relating to the WE scandal, he had family who worked for WE. His family had personally benefited from vacations provided by WE and the Kielburger brothers.
This really builds upon a government that does not know the difference between right and wrong.
