Mr. Speaker, my colleague from the Bloc is right. The government has always been late to the race and usually does not even show up at the starting blocks. In this particular case with APT31, guess what the Americans are doing? They are charging seven individuals. They have sanctioned them. They have offered a $10-million reward for more information that could lead to the arrest of these individuals and have them face the courts in the United States. Of course, here we are sitting today. I bet, when it comes down to the names, nobody on the other side, on the Liberal benches, even knows who the people in APT31 are who are acting on behalf of the People's Republic of China.

Mr. Speaker, the Prime Minister is not worth the cost, the crime, the corruption or the cover-ups. After the Liberals hid the Winnipeg lab documents from Canadians for over three years, we finally know why they blocked Parliament. We know Dr. Qiu had “close and clandestine relationships with...entities of the People's Republic of China” and collaborated with military scientists. The People's Liberation Army is a known security threat to Canada, so why did the Prime Minister cover up the breach of national security instead of arresting the spies?

Mr. Speaker, we know that there are a number of provincial, municipal and federal laws that are already in place, including the Criminal Code, that can be used to deal with the situation out on the street. Sitting on the street illegally parking, guess what, they get a parking ticket and they get towed. It is just a matter of having enough police members out there to do it. As I used in an example, we witnessed, with both the Olympics in 2010 in Vancouver as well as the G20 meeting in Toronto in August 2010, that there were lots of police able to be brought in from across the country by using federal, provincial and municipal powers to provide the proper security at the Olympics and to arrest over 1,100 protesters that were at the G20 summit and have them all locked away to make sure that everyone else was safe.
