Hon. Yonah Martin (Deputy Leader of the Opposition): My question is for the government leader in the Senate.

Immigration, Refugees and Citizenship Canada has given McKinsey & Company consultants contracts worth $24.5 million for so-called management advice. A public servant with this department told Radio-Canada last month:

We had a few presentations on very generic, completely vapid stuff. They arrived with nice colours, nice presentations and said they would revolutionize everything . . . In the end, we don’t have any idea what they did . . .

Leader, the wait times and backlog in this department in recent years are arguably the worst ever. Why did the Trudeau government give McKinsey millions of taxpayer dollars when whatever advice it was providing to the immigration department was obviously not working?

Senator Martin: Leader, there are well over 2 million applications caught in the backlog at Immigration, Refugees and Citizenship Canada. Today, according to the government’s own website, the application processing time for a skilled tradesperson seeking entry to Canada is 70 months.

Despite the massive backlog and little evidence Canadians are getting good value for money spent on the McKinsey contracts, the Trudeau government revised an immigration department contract during the pandemic to give McKinsey even more money.

Leader, could you tell us why your government believed McKinsey deserved extra money from Canadian taxpayers for a job done so poorly?

Hon. Yonah Martin (Deputy Leader of the Opposition): Senator Gold, last week we learned that Canada’s new Arctic patrol ship HMCS Harry DeWolf will be out of service until April 2023 because of ongoing mechanical problems. Additionally, a second Arctic and offshore parole ship, HMSC Max Bernays, was accepted in September from Irving Shipbuilding despite a known problem with one of the vessel’s manoeuvring systems. The repairs for Max Bernays will be covered under warranty by Irving. However, those of Harry DeWolf will be made at taxpayers’ expense.

Leader, how much is the bill that taxpayers will be footing for these repairs?

Hon. Yonah Martin (Deputy Leader of the Opposition): Welcome, minister. Last week, the Auditor General of Canada tabled a fairly scathing report on your department’s poor performance in supporting First Nations communities with respect to emergency management. The report stated:

Overall, Indigenous Services Canada did not provide the support First Nations communities needed to manage emergencies such as floods and wildfires, which are happening more often and with greater intensity.

The report also found that the department’s approach was reactive rather than preventative which cost taxpayers 3.5 times more money as a result. First Nations communities identified many preventative infrastructure projects to mitigate the impact of emergencies, yet 112 of these projects that have been approved by the department have yet to be funded.

So, minister, who is responsible for this gross mismanagement costing taxpayers 3.5 times more money? Why is your government not acting on the 112 prevention-focused infrastructure projects identified by First Nations communities?

Senator Martin: Thank you for that. Leader, in addition to refusing to provide information on how the initial $16 million will be allocated, the three departments I just mentioned also refused to provide the PBO with information on the ongoing tasks, staffing and costs associated with the implementation of Bill C-13.

The NDP-Liberal government clearly believes that it can limit debate, and it can brush off an officer of Parliament’s request for information, but this is ultimately taxpayers’ money.

Leader, why is your government being so secretive with this information? Will the NDP-Liberal government instruct these three departments to provide the PBO’s Office with the information needed to do their job?

Hon. Yonah Martin (Deputy Leader of the Opposition): Honourable senators, my question for the government leader also concerns the Canada Infrastructure Bank.

In April of 2021, the Parliamentary Budget Officer, PBO, released his most recent report on the Canada Infrastructure Bank. The PBO’s analysis concluded that the Canada Infrastructure Bank was losing money, unlikely to deliver on its mandate and would miss its own infrastructure spending targets by over 50%. Yet the Canada Infrastructure Bank is very good at spending taxpayer dollars on bonuses, as Senator Plett has just mentioned.

Senator Gold, does your government disagree with the findings of the independent Parliamentary Budget Officer?
