Senator Martin: Senator Gold, it seems like your government thinks that the fix-all solution to this problem is to simply throw money at issues as they arise rather than to address the root cause.

Former minister Perrin Beatty has said that your government has tended to measure infrastructure spending in terms of job creation, as opposed to what the “problem in need of a solution” is and what the economic returns are. This short-sighted approach is evidence of a lack of long-term planning by your government on this issue.

Senator Gold, when will your government start to get serious about the development of a long-term national plan to strengthen and secure Canada’s infrastructure and supply chains?

Hon. Yonah Martin (Deputy Leader of the Opposition): Honourable senators, my question for the government leader concerns the escalating cost of living for Canadians. Yesterday’s Consumer Price Index numbers clearly show that the price for food has risen at the fastest pace in the last four decades. Conservatives have spent the last 24 months warning the government about inflation and the consequences of out‑of‑control spending. Yet the Prime Minister continues to spend and costs continue to rise. Now Canadians face a 10.8% increase in the cost to feed their families. Leader, when will the government finally realize they were wrong all along and cap government spending?

Senator Martin: I have another question about lapsed spending. In November 2018, the Trudeau government supported a motion in the other place that called upon the government to automatically carry forward all annual lapsed spending at Veterans Affairs to the next fiscal year, until the department meets its own service standards.

Instead of fixing the problem, this government has made the situation worse. Over the first four years of this Liberal government, about $477 million went unspent at Veterans Affairs Canada. The funding that lapsed at Veterans Affairs last year alone far exceeds that amount.

Leader, why did the Prime Minister not live up to his 2015 election promise to end this practice? And why hasn’t your government respected the motion passed in 2018? Does the Prime Minister still believe that veterans are asking for more than his government is willing to give?

Hon. Yonah Martin (Deputy Leader of the Opposition): Honourable senators, my question for the government leader also concerns the Canada Infrastructure Bank.

In April of 2021, the Parliamentary Budget Officer, PBO, released his most recent report on the Canada Infrastructure Bank. The PBO’s analysis concluded that the Canada Infrastructure Bank was losing money, unlikely to deliver on its mandate and would miss its own infrastructure spending targets by over 50%. Yet the Canada Infrastructure Bank is very good at spending taxpayer dollars on bonuses, as Senator Plett has just mentioned.
