Senator Martin: This report also shows that, while the number of drug-impaired driving incidents increased, the number of active officers trained as drug recognition experts — speaking of testing — has decreased. There were 68 fewer of these officers across Canada in 2021 compared to the previous year.

Leader, due to the COVID-19 pandemic, capacity limits were placed on the number of officers that could be trained at certification events.

Could you make inquiries and let us know if the capacity limits have been lifted? What will your government do to ensure more officers receive this training, and are active in communities across our country?

Hon. Yonah Martin (Deputy Leader of the Opposition): Leader, Public Safety Canada recently released its annual report on trends and patterns in drug-impaired driving. It shows that police reported 7,454 drug-impaired driving incidents in 2021 — an almost 60% increase in such incidents since 2018 when cannabis was legalized.

The report shows that daily cannabis users are more likely to think cannabis use does not impair driving. Only 25% of Canadians believe it is very likely they will get caught if they drive under the influence of cannabis.

The report points to a B.C. study published last year in the New England Journal of Medicine which showed that people injured while driving under the influence of drugs had higher THC levels in their blood since legalization.

Leader, many concerns that honourable senators have raised during our study of Bill C-45 and Bill C-46 have come to pass. How does your government respond to the report’s findings?

With the Emergencies Act inquiry currently underway, Canadians are learning that CSIS, Canada’s intelligence agency, had informed senior government officials that no evidence was found of foreign actors or states financing the convoy protest in the week prior to the Emergencies Act being invoked. As was reported in The Globe and Mail, CSIS Director David Vigneault said:

There is not a lot of energy or support from the U.S.A. to Canada. CSIS has also not seen any foreign money coming from other states to support this.

Yet on February 11, Prime Minister Trudeau was asked by Marieke Walsh more details on the percentage of finances coming from the U.S. This is what the Prime Minister said:

Those aren’t details that I have right in front of me. I have heard that, on certain platforms, the number of U.S. donations are approaching 50%.

Senator Gold, those are two very different storylines. I cannot see how they can possibly differ or contradict one another any further. Leader, who are Canadians supposed to believe — CSIS or the Prime Minister? Again, it is a very simple question — CSIS or the Prime Minister?

Hon. Yonah Martin (Deputy Leader of the Opposition): Honourable senators, my question is also for the government leader in the Senate. In response to the recent emergency in my province, the Government of Canada announced it would match every dollar donated to the British Columbia Floods and Extreme Weather appeal of the Canadian Red Cross until December 26. Last week, a request was made from four Conservative members of Parliament from B.C. for the federal government to broaden this support and match donations to other registered charities also involved in the ongoing efforts. This request is not to criticize the important work of the Red Cross here in B.C. but an acknowledgement that the need on the ground remains great and no single organization can do it all. Leader, what is your government’s response to this specific request?

Yonah Martin (Deputy Leader of the Opposition): My question is also for the Leader of the Government in the Senate, and it concerns the impact of the catastrophic flooding and landslides in various communities across my home province of B.C. Even before the current emergency began, local businesses in B.C. were dealing with the ramifications of the pandemic on their operations. According to the Canadian Federation of Independent Business, as of last week, only 37% of small businesses are earning their normal revenue or higher here in B.C. The outlook is now much worse for many businesses in small and remote communities devastated by the flooding. Leader, what is your government doing specifically to support the immediate needs of small businesses affected by catastrophic flooding in British Columbia?

Senator Martin: I want to just acknowledge the incredible work of the military as well as community leaders and various organizations working on the ground. But I know there will continue to be issues here. The rainfall warnings are here again today. The rain is falling. The gas rationing is extended for two more weeks. The Port of Vancouver remains in distress, according to the premier’s words. CN has decided to proactively close a key portion of its rail network. Leader, you mentioned there is a shared responsibility, but part of the problem with the very first flood we experienced a few weeks ago is there was a lot of finger pointing and the usual blame game by different levels of government. There is the current emergency situation, but in the recovery ahead and planning to ensure there is greater coordination, would you speak to what the government will be doing to ensure there are no gaps and no more finger pointing? We did see that on the ground here.
