Madam Speaker, let us talk about Chalk River and the proposal to build a radioactive waste disposal facility on the shores of the Ottawa River. The chiefs of the Kebaowek, Kitigan Zibi Anishinabeg and Mitchikanibikok Inik First Nations are adding their voices to the widespread grassroots opposition campaign in Quebec. They are obviously worried about the impact on the river. They are worried about having a nuclear waste dump near their sacred lands. They are worried, but no one consulted them, and that failure to consult is a direct violation of the United Nations Declaration on the Rights of Indigenous Peoples. When will this government listen to them and call off the Chalk River project?

Mr. Chair, I replied earlier by saying that all the reports and recommendations have been written. They are there, and I am not about to reinvent the wheel. If I did, as a white woman, I would find myself pointing out which of the recommendations are the best. As a parliamentarian, however, I would really like to see a plan for these recommendations. The government has said that it will fix the issue of indigenous housing by 2030. We can see pretty clearly in the government's own numbers that it is not going to work, and it is not that hard to calculate. It is a simple rule of three. We are not going to get there by 2030. This is the kind of thing we see in the House of Commons. I want to see a concrete and realistic plan. What I want to hear is that there is a real desire for reconciliation, that steps must be taken and that the government is ready to take them and ready to make proposals. Again, consultation is needed, because reconciliation is not a unilateral process. The plan must therefore include first nations. It might seem like I am asking for something huge, but it is really just a plan, and I think that anyone who wants to achieve anything needs a plan.

Madam Speaker, I want to thank my colleague from Sarnia—Lambton for introducing Bill C-228 and for being so open-minded in the House. I heard examples of this several times today. She said that we are ready to adopt this type of bill, and I completely agree. I want her to know that she will have my support and that of the Bloc Québécois on her bill. I think it could be referred to committee very quickly. I would like to revisit the June 2021 committee meeting, which I attended. Everyone was in agreement, even on the question of the three-year or five-year period given to companies to make the appropriate changes. I would like to know whether she thinks this time limit could even be removed entirely, which was a proposal supported by the member for Carleton.
