Mr. Speaker, the Minister of Canadian Heritage is working on a plan. CBC management is working on a plan too. The two are not communicating and have no idea what each other's plans are. What we have here is another example of the federal government's legendary effectiveness. Are these the people we should be relying on to ensure Radio-Canada's independence from the CBC? Are these the people we should be relying on to ensure the future dissemination of our culture? Will the minister listen to the Bloc Québécois's proposal and make CBC and Radio-Canada two separate, independent Crown corporations?

Mr. Speaker, another one of the Prime Minister's solutions is to appoint a special rapporteur, who will be happy to do his bidding, kind of like our leader's golden retriever. We do not need a special report. What we need is a commissioner that all parties in the House agree on to head up an independent public commission on foreign interference in elections. Why is the Prime Minister stubbornly refusing to set up an independent public commission?

Madam Speaker, I was saying that, if the member for Outremont was not saying the same thing again and again using different words or stating the obvious this morning, then I would be completely open to hearing what she had to say and even reading the Hansard to find out. I understand that she was voicing a concern since she also brought it up in her last question. To answer the second part of her question, as long as Quebec is not independent, then I will, of course, fight tooth and nail and more for Quebec, for any freedom it has and for anything that will give it more freedom, including this notwithstanding clause.
