Madam Speaker, I have the dubious pleasure of addressing Bill C-69 and the implementation of the budget. No one will be surprised to hear that I was quite astonished when I read the budget. I am a member of the Bloc Québécois, a member who believes in Quebec independence, and yet the sheer amount of government interference in provincial areas of jurisdiction managed to exceed even my expectations. The budget shows how shameless the government is about spending money in areas under the jurisdiction of Quebec and the provinces. It is so shameless that I felt ashamed just reading it, because it demonstrated what I have said many times over the years—

Madam Speaker, people in Manicouagan have a lot of needs in the fisheries sector. We have been hit hard lately, and I would say that the future looks bleak. Of course, there was the issue of Mexican temporary foreign workers, who could not come over because of government measures. The government does not think there is a fishing industry here, so it forgot that this would be detrimental to the fishery. Of course, there is the whole issue of shrimp and the fact that shrimpers cannot go out this year. The Minister of Fisheries, Oceans and the Canadian Coast Guard does not even want to buy back their licences and does not want to compensate them in any way. In short, the budget is obviously very thin when it comes to fishing. I would like to know what my colleague thinks about her government's plan for fisheries. I would like her to analyze it and to tell me what the government is doing right with this budget and whether she really believes that it is thinking ahead in this area. Personally, I think it is all improvisation and half measures and this government is going nowhere. The fishing industry continues to suffer.

Madam Speaker, yesterday my colleague from Drummond read page 74 of the 2024 Budget to the minister. The title of that section is “Halal Mortgages”. The minister replied that her government just wants to see if there is something that needs to be done. She said it is a private initiative, not a government program. In short, there is some unease. If they do not know what direction they are taking with Halal mortgages, if it is not a government responsibility and if they want to create a framework for this measure rather than expand it, why is it included in budget?

Madam Speaker, the IPCC has just tabled its synthesis report on climate change, which it called a “survival guide for humanity”. Greenpeace said, “This is the final warning...for this decade [which] will have impacts for thousands of years”. However, the federal budget still provides at least $37 billion in fossil fuel subsidies. Ottawa is still trying to greenwash pollution from dirty energy. When will the federal government realize that its short-sighted budgets risk ruining the planet for thousands of years?
