Madam Speaker, that is not the point. Let me remind members once again that the federal government does not run one single hospital. It has no expertise in health care, but it is withholding the money needed to care for people, because it thinks it can tell health care workers how to do their jobs.
Let me also remind members once again that the federal government is withholding nearly $5 billion in Quebec taxpayers' money. That is nothing more than our share, plain and simple. Quebeckers want their money to be used for health care, not for Liberal political games.

Mr. Speaker, I would be happy to. I thank my colleague from Sarnia—Lambton for her question. I would like to mention an anecdote that comes to mind whenever I hear the term “health transfers”.
Mr. Chrétien, the former prime minister, once said that cutting health transfers was really good because he got to keep something in his pocket and the government that would get blamed was the one that had jurisdiction over health care, meaning Quebec.
In other words, he got to keep the cash, and the problem stayed in Quebec and the other provinces, which had to make up the difference because the needs were still there. People did not stop getting cancer just because Chrétien decided to cut health transfers.
That is one of the first comments I would make. We should get the monkey off our back and put it back where it belongs, on the government's back.

Madam Speaker, the National Assembly is unanimous: Health transfers must be increased unconditionally.
Quebec knows what it needs. All elected members and the public understand that in Quebec, except for the federal Liberals and the member for Rosemont—La Petite-Patrie. They are the ones who know best what the Government of Quebec must do. They know about health care.
How many federal family doctors or nurses are there?

Madam Speaker, we have been asking the government to increase health transfers for years now.
The Conservatives cut the escalator and the Liberals have always refused to correct the situation, which means that the federal government's share is decreasing every year. While Quebec is being forced to make tough choices, the federal government keeps lecturing us while cutting health care. That is cynical, and people are suffering the consequences.
Will the minister listen to Quebec and increase health transfers to 35% with no strings attached?

Mr. Speaker, the provinces have plans in place to lift the health restrictions. However, the Conservatives' motion calls on the government to do so “immediately”.
To me, that is not necessarily reasonable, and I think this is worth discussing. I would like to know if my colleague agrees with us. What is causing anger and anxiety among the public is the lack of predictability.

Mr. Speaker, I would like to begin by thanking my colleague from Winnipeg North for his speech. I always find him very entertaining.
I would like to ask him a question.
To hear him speak, one would think that PCR tests are the greatest thing since sliced bread. He kept going on about how important it is to take action now. Meanwhile, we hear a conflicting message from the official opposition and the other opposition parties. When it comes to acting quickly, members will recall that the government called an election in the midst of the pandemic, and then it waited two months before recalling the House. Now the government is talking about PCR tests when it has not done anything about health transfers.
Could my hon. colleague provide some clarification and talk about health transfers, since they are basically the only way to get through this crisis?
