Mr. Speaker, after eight years of this Liberal government, all over Quebec, farmers are protesting because of the carbon tax and the related drop in their net income. The Bloc Québécois chooses to ignore and even punish them.
Indeed, the Bloc Québécois wants to drastically increase Liberal taxes on gasoline and food. It wants to do so on April 1. This commitment seems like a joke, an April Fool's joke, but unfortunately it is not.
The Union des producteurs agricoles confirmed to me in person last week the devastating impact this 23% increase is going to have on all Canadians, especially on farmers in my region.
Of what use is the Bloc Québécois? It punishes Quebeckers and worsens farmers' already complicated living conditions.
All Canadians hope that the government as well as the Bloc Québécois will cancel this absolutely devastating tax.

Madam Speaker, my colleague is so right. Plus, he is talking about non-profit organizations. The government keeps telling us that it is sending quarterly cheques to Canadian households. That is nice and all, but it is not just Canadian households that are paying the carbon tax. All organizations are paying the carbon tax. Nobody is exempt.
I think it is important for us to have this debate today. Earlier, my colleague from Mirabel mocked the fact that we want to get rid of the tax on the grounds that it does not apply in Quebec, but the truth is, the carbon tax that applies across the country impacts Quebec, too.
We want to get rid of it and put money in people's pockets, period.

Madam Speaker, I do not think it is false to tell people that cutting taxes will take money away from them. On the contrary, it will give them money back.
Earlier, I heard one of my Liberal colleagues say that the carbon tax does not cost all Canadians. That is interesting, because the Parliamentary Budget Officer said last week that the carbon tax adds half a billion dollars to government coffers. If this half a billion dollars is supposed to be going into the pockets of Quebeckers and, more specifically, all Canadians, why is the government raking it in?

Mr. Speaker, farmers wanted a break on the carbon tax. Unfortunately, the Senate voted in favour of an amendment that guts Bill C-234 of all substance.
Food prices and prices overall are going to stay high even though Canadians are struggling. We certainly cannot count on the Bloc-Liberal coalition to help them.
Will the Prime Minister finally abandon his plan to increase the carbon tax on farmers and families? They cannot take it anymore.

Mr. Speaker, after eight years of this Prime Minister, he is trying to save his career any way he can.
As luck would have it, he has found a new partner in the centralist Bloc Québécois. Monday, we voted on a common-sense motion that would have given everyone a break on the carbon tax on home heating. That was not just for 3% of the population, but for all Canadians, contrary to what the Minister of Rural Economic Development would have us believe.
However, the Liberals voted against the motion, as did the separatist Bloc Québécois. Voting for the Bloc Québécois is costly, and it is going to remain costly for a long time, because they want to radically increase the carbon tax. The costly new Bloc-Liberal coalition hurts everyone, including Quebeckers. It is not me who is saying this, but the Parliamentary Budget Officer, since the second carbon tax will add 20¢ to every litre of gasoline.
Our proposition is clear: no gimmicks, no temporary measures. We have to eliminate inflationary taxes to bring common sense back to Quebec. That is common sense.

Madam Speaker, I agree with my colleague. It is quite incredible to see the Bloc Québécois aligning itself with the government again today to vote against an opposition motion to remove the carbon tax on all types of home heating.

Madam Speaker, on Monday, members of the House will have the opportunity to vote for common sense and cancel the carbon tax on every type of home heating. After eight years, this government still does not understand that it has to give all Canadians a break.
Unfortunately, the Bloc Québécois does not understand that either. It wants to drastically increase the carbon tax. It is costly to vote for the Bloc Québécois.
Will the Prime Minister finally listen to reason, ignore his Bloc friends and vote in favour of our motion?

Madam Speaker, I feel I must compliment my colleague. She is probably the least condescending of all the Bloc Québécois members here in Ottawa. She is careful about what she says. She is very nice.
I think she is once again making the mistake of saying that this is of no concern to Quebeckers. Clearly we see things differently. We also have a very different vision of government. The Liberals, with the help of the Bloc Québécois, want to keep increasing the carbon tax. They actually want to increase it radically, but we want to eliminate it entirely. She is also mistaken when she says the Canadian carbon tax does not apply to Quebec. Of course it applies to Quebec, both directly and indirectly.

Mr. Speaker, after eight years of this government, Quebeckers simply cannot take it anymore. The use of food banks is at an all-time high: Every month, one in 10 people in Quebec is forced to go to food banks.
The government, with the Bloc Québécois's radical support, wants to make things worse with its carbon tax. It is costly to vote for the Bloc Québécois.
The Prime Minister gave a break to the Atlantic provinces, but not to Quebeckers. Will the Prime Minister announce the complete, not just temporary, withdrawal of the second carbon tax for all Quebeckers?

Mr. Speaker, after eight years of this government, our country is broken. Inflation is already hurting families, and food prices are expected to rise by 34% over the next two years. Repeated interest rate hikes have doubled mortgage payments. One in two Canadians lives paycheque to paycheque.
What is the government's response? It is adamant about going ahead with its plan to increase the carbon tax.
Worse still, the Bloc members are blindly supporting it. They say they want to drastically increase the carbon tax. What does “drastic” mean? It means “extreme”, “radical”. That is what the Bloc-Liberal coalition wants: to make everything drastically, radically more expensive. Could a government be more out of touch? I think not. I want all families in Quebec and Canada to know that a vote for the Bloc Québécois in the next election will cost them dearly.
I want everyone to remember this: A Conservative government will bring back common sense by abolishing the Bloc-Liberal tax and bringing home lower prices.

Mr. Speaker, for eight years, the carbon tax has had an impact across the country, even in Quebec, despite what the minister and the Prime Minister are saying.
As if that were not enough, the government will be imposing a second carbon tax as of July 1. Quebec families will be paying an average of $436 a year for this new measure they really do not need.
Since we know that families are already stretched to the limit and struggling to get by, will this Prime Minister show some common sense and cancel this new tax?

Mr. Speaker, we believe in the science of technology. It is actually surprising that the NDP and Bloc Québécois members do not want to believe in new technologies. It is as if we were going back in time. We only have to look at communications technologies, for example. We hold those in our hands every day. We did not have that 25 years ago. We were still sending letters by mail, as my colleague pointed out earlier.
Obviously, things evolve, including in the world of oil and gas. It is a lot less polluting than it was before. In fact, I really applaud the people of western Canada who have made huge efforts to reduce their carbon footprint over the years with the help of new technologies.

Mr. Speaker, I thank my colleague for his important question.
The carbon tax was effectively put in place by the government to get people to change their behaviour. The people who pay this tax were to receive the equivalent amount in the form of a rebate. Obviously, that is not what is happening, because the math does not work.
Furthermore, the government has had environmental targets in place to reduce greenhouse gases for seven and a half years now, and none of those targets have been met, even with the carbon tax.
Now, they want to add carbon tax 2.0, and they want to add the GST on top of that. We are talking about 61¢ a litre. That is going to send the cost of every food item and product in Canada sky-high.

Mr. Speaker, contrary to what the Liberals are saying, the carbon tax will have an impact on Quebec—we just have to talk to farmers and truckers. As if that were not enough, this government wants to add a second tax, a tax on a tax. That tax represents $436 per family per year in Quebec. Canadians are already struggling with rising interest rates and inflation. People are sick and tired of this.

Mr. Speaker, Canadians cannot take it anymore. We have said it over and over in many different ways. They are fed up. What is this Prime Minister doing? He is planning to increase the carbon tax again. Contrary to what he says, it will have an impact across Canada, including in Quebec. Quebec is not separate from the rest of the country, it is part of it. Everyone will inevitably be affected.
This confirms that costs for farmers and truckers will increase again. What will happen in the meantime? Ultimately, everyone ends up paying.

Madam Speaker, people in rural regions like mine and across Canada have to heat their homes. The cold weather has set in. What happens in winter? Bills go up. The worst thing is that they will continue to go up with the Liberals' plan to triple their carbon tax. People do not need long-term measures right now. They need immediate action to help them get through the coming winter. They are stretched thin, and the government remains completely indifferent.
What is the government waiting for? Why does it not immediately cancel its plan to raise that tax?

Mr. Speaker, many Quebeckers, especially those living in rural areas, heat their homes with oil, whose price has doubled since last year. Many Canadian and Quebec families must make tough choices in order to cover the costs of food and housing, in addition to paying their heating bill, because people in Quebec and Canada have no choice.
With winter quickly approaching, we are asking the government to do one simple thing, and that is to cancel the carbon tax on home heating bills. Will it do that?
