Mr. Speaker, I rise today to mark the 20th annivesary of the Canada-Africa Parliamentary Association, which I have the honour of co-chairing with Senator Amina Gerba. I want to take this opportunity to thank all those who, over the years, helped our association be active and present both here in Canada and on the international stage, including the association's founders, the late MP Mauril Bélanger and retired senator Raynell Andreychuk. The association's 20 years have been filled with meetings with African delegations visiting Canada, bilateral visits to 34 African countries and to the pan-African Parliament, 31 reports to the House and Senate, and many intercultural learning activities. I invite all members to come celebrate 20 years of Canada-Africa and Africa Day this coming Thursday here on the Hill with the African community here in Canada.

Madam Chair, I am wondering about this. Earlier in the policing piece, there was a lot of talk about introducing social workers to address difficult situations. I would like to hear the member's thoughts on the kind of training needed and who those community social workers should be.

Madam Speaker, I can simply answer that I agree that the federal and provincial governments must work together. As far as the province of Quebec is concerned, we have worked very well in the past with the Société d'habitation du Québec, and we continue to work with that organization and with the municipalities.

Madam Speaker, I thank my colleague for his excellent question. I am very proud to say that we have a rather large inventory of social housing in Châteauguay—Lacolle. It is not enough, but we have quite a lot of social housing units on Montreal's south shore. That is thanks to the experience and expertise that has been developed over the years. We have many organizations that work with community groups. They are also involved in the construction of low-income housing at the municipal level. They know how to make use of the programs when they are implemented and they make sure that social housing gets built. We have had some success stories lately in terms of low-income housing. That is also thanks to the rapid housing initiative and our partnership with our neighbour, Kahnawake.

Mr. Speaker, I am pleased to take this opportunity today, in honour of Black History Month, to highlight the important integration and inclusion work that is happening in my riding. A little-known fact is that Châteauguay—Lacolle is home to the second largest Caribbean community in Quebec. In recent years, we have also welcomed many families from African countries such as Cameroon, Burundi and Senegal. I salute our local grassroots groups that work together to promote the contribution of the Black community in the region. Of note is the Horizon Association; since its founding by the late Clinton Ritchie more than 30 years ago, it has raised money for the education of young people and organized events where everyone is welcome to participate, meet and connect. I would like to acknowledge the Horizon Association's contribution.
