Madam Speaker, I really appreciated my colleague's speech. We work together on the Standing Committee on Public Accounts. Her diligent work on public accounts is really important, and it shows how attentive she is to detail. Since she used to work as a financial consultant, I know that she fully understands how important funding for any project is. That is where the federal government is a real partner with the provinces, especially Quebec. One example that comes to mind is the lack of connectivity in my region. That was a big problem about 10 years ago. I was one of the people who argued that it needed to be dealt with by the provinces. It was Quebec that dealt with Hydro-Québec for telecommunications poles, but the federal government provided more than $1 billion. Does my colleague think it is a good idea to work together like that?

Mr. Speaker, I really enjoyed my colleague's speech. At the Standing Committee on Public Accounts, she provided a very good summary of what we heard from the Auditor General of Canada. I think she would agree that this work is very important and that the work of the Office of the Auditor General absolutely has to remain independent. My colleague pointed out that the Conservatives made deep cuts to the public service and that there is a lack of expertise. Does she agree that we should increase the size of the public service, with all that that might entail, or is there room for consultants? I believe my colleague herself has worked with consultants in her distinguished career.

Mr. Speaker, I have a great deal of respect for my colleague and for the work that the Bloc Québécois does on matters of finance, because we both think that it is important to manage the public purse wisely. I am afraid that the aspersions she is casting on Frank Baylis, a former Liberal MP, are not correct at all. Mr. Baylis chose not to run in the 2019 election. His company was created by his mother, a new Canadian who arrived from the Caribbean Islands in the 1940s. She was a nurse and she started this company to distribute medical products. Today, it is worth billions of dollars. Mr. Baylis did not need to get contracts. He helped someone in the sector, a Conservative donor, who wanted to help by providing ventilators. I would like my colleague to apologize for what she said about the hon. former member.

Mr. Speaker, my hon. colleague, with whom I sit on the public accounts committee, gave a passionate speech. He certainly brings more passion to public accounts than normally we see, and that is greatly appreciated. Coming back to the report itself, the Auditor General and the committee itself, we heard testimony from different government departments and so on about the concerns that the Auditor General had about securing the food system around a comprehensive plan, as well as inconsistencies in data collection and measures. Of course, it is not just the federal government that is responsible here but also the provinces and territories. It even goes down to the municipal and community level. I would like to hear my colleague comment on what we heard.

Mr. Chair, I want to thank my hon. colleague for sharing his life story and his personal advocacy and growth in this area. I extend my deepest sympathies for the loss of his family members. We sit together on the public accounts committee, which is all about value for money and that kind of thing, so I would be interested to know, in an ideal world, where my colleague would like to put the emphasis of funding and programming to work toward a solution, or if not a solution, at least a better place with this problem.
