Madam Chair, I have been following this dispute since I came into this House as a member of Parliament. The thing that struck me was, at the core of the long-standing dispute, the differences in how our two governments handle forest lands and the product thereof. In Canada, they are public lands and there is a stumpage fee that is charged to companies. In the United States, they are privately held interest.
I think that basic decision, which must have been made at some point many years ago, shows the difference. Here in Canada, this is a natural resource that belongs to the country, whereas the United States chose to go a different way. As it turns out, it is hurting its own citizens and consumers by not availing itself of Canadian lumber.

Madam Speaker, I am always very interested in what my colleague has to say, especially when it is about seniors' pensions. I have two questions.
First of all, I am wondering whether she is familiar with the D'Amours report that was released by the Quebec government about 10 years ago. According to that report, the real need for additional pension benefits begins at age 75.
Here is my other question. Could she comment on the Conservative Party's idea to raise the age of eligibility for OAS to 67?

Mr. Speaker, Quebec's cultural sector is in mourning. Yesterday, actor Michel Côté passed away.
For decades, Quebeckers enjoyed and admired his immense talent. He left his mark on several generations and achieved the rare feat of captivating audiences not only in the theatre, but also on television and the big screen.
On behalf of the Government of Canada, can the Minister of Canadian Heritage share a few words about Mr. Côté's impact on our culture?

Mr. Speaker, every December 6 for the past 33 years has served as a sorrowful reminder that violence against women happens every day. The Polytechnique tragedy shook our collective conscience and brought the lives of 14 brilliant young women to an abrupt end. It is our duty, one and all, to remember this shocking event.
Violence against women is not always obvious, but it is always devastating. I would like to take this opportunity to salute organizations such as Re‑Source, Quartier des Femmes, and the CALACS, the sexual assault centre, along with many other organizations in Châteauguay—Lacolle that do such essential work in our communities to counter violence against women. I thank them for their engagement and their conviction.
As a society, we must keep working to make sure that tragedies like what happened at the Polytechnique never happen again and that the lives of thousands of women in Canada do not turn tragic.

Mr. Speaker, I appreciate my colleague's very well articulated question, because the federal government often launches initiatives and then negotiates with the provinces afterward.
I am very proud to be a Quebecker because our province took the lead in a number of programs, including publicly funded child care. That benefited me personally. I just want to answer another question that the member asked my colleague about seniors: Why did we increase payments for those 75 and up?
That decision was made in response to the D'Amours report, which was released in Quebec about 15 years ago. It showed that there is a real need starting at age 75.

Madam Speaker, I have been following today's debate with great interest.
Here is something that has long struck me as interesting: the number of MPs from all over the country with French names. This shows us how, throughout our history, French Canadians have travelled and settled all over.
Does the Parliamentary Secretary to the Minister of Official Languages think that the bill before us today, Bill C‑13, will support Francophone communities across our great land and help them thrive?
