Madam Speaker, I want to assure the hon. member that I am an avid advocate for the disability benefit. Having worked somewhat in this field, though, I am painfully aware that just putting in a benefit at the federal level will not solve the problem. We need to work closely with the provinces and with the other plans that are in place. The worst thing we can do is put in a federal benefit and then have provinces and other private plans withdraw their support. I am confident that, with this new plan, it is a great start and it is a great day for the disability community.

Madam Speaker, in listening to my colleague's speech, I take it that he has a very different position on a number of different issues, but I am going to guess that he is for helping people, especially tradespeople and workers who are trying to improve their situation in this current economy. Therefore, I wonder why my colleague is against the automatic advance for the Canada workers benefit, which is very important to my constituents in Châteauguay—Lacolle, and the doubling of the deduction for tradespeople's tools.

Mr. Speaker, I am very interested in my colleague's comments around affordability, because while I am no longer in the business of child care, as a Quebec resident, I certainly benefited 25 to 30 years ago from the child care that we had available at that time. That was on a needs basis only, but it permitted me to go back to school, earn an MBA and become a citizen earning a higher income to more than repay and contribute back to the system that helped me in that way. Could my colleague comment on how not only is this program affordable for those who use it, but also, in fact, it pays for itself?

Madam Speaker, I appreciate my hon. colleague's discussion here today. I always learn something. I am concerned. In Quebec, it is a bit different. We already have a dental care program. My constituents would be concerned about whether anything would be taken away from that dental care program. Would anything be taken away from the Canada child benefit? It is a tremendous investment in families in my riding. In being delivered to my constituents, is this program something that would have improvements in the future?

Madam Speaker, I thank my hon. colleague for his question. I know that this is a very important issue for him. We want this benefit to be a supplement, not a replacement. We understand that each province has its own system and its own programs, that there are tax credits, that programs are sometimes established based on very complex criteria, and so on. That is why it is important to get this framework legislation in place first. Then we can negotiate the amounts. We certainly want it to provide an additional, adequate and reasonable income.

Madam Speaker, I know full well that my colleague has been passionate in advocating for this disability benefit. I would like to hear from him about the criticism or the approach that some people have that this is charity and should be done outside of government, or that this is something that does not belong to a government program. I would like to hear the hon. member on that and have his thoughts on just how important it is to help disabled people have financial autonomy.
