Mr. Speaker, report after report has shown that women who serve in the Canadian Armed Forces are not safe, and consecutive governments have failed to act urgently. Shamefully, a new report has revealed that 5% of women have been sexually attacked at their military colleges in the last 12 months. Justice Arbour was clear that now is the time to end the toxic culture that exists within these colleges. Women deserve a safe place to train and learn.
When will the Prime Minister act to protect the women who are the future generation of the Canadian Armed Forces?

Mr. Speaker, three women in London have been killed by their male partners over the past year. Our women's shelters are doing everything they can, but they just cannot keep up. Anova's women's shelter had to turn people away 2,400 times this year. This is an epidemic, but what are the Liberals doing? They are cutting funding to women's shelters when they need them the most.
When will the Prime Minister reverse his $150-million cut to women's shelters?

Mr. Speaker, I have spent a lot of time trying to get young women to enter this place and get involved in politics, and often they have a lot of questions about a lot of things, like the toxicity of social media, the time requirements, their ability to take care of their kids and the work-life balance. One of the things I tell them about, which I have to say is unfortunate because hybrid is not confirmed, is what hybrid has allowed a lot of women to do in the House to do this job. It is an incredibly important voice that women bring to this place. It is not just women, but all people of different equity-seeking groups.
Could the member talk more about that and how hybrid can help?

Madam Speaker, I am very excited today to rise in the House to discuss the bill. I had put forward Bill C-311, which is a lot of the base, I would like to think, of the present bill. I worked off of the work of many other members of Parliament, such as New Democrat women like Denise Savoie and Olivia Chow, to name a couple.
However, part of my bill, I would like to specify here, is about the workers within the child care system, these incredible people, who are often women. Some strengthening needs to happen within the bill for training and professional development, and to ensure their hours of work are protected. A lot of the unions within this field have called for that, so I would like to hear the hon. member talk about that.

Madam Speaker, one thing is so key. We know that we need to continually make improvements to the justice system because it continually fails women. While some of the people who are very supportive of this piece of legislation have come out with their support, they have also recommended that far more training occur within the criminal justice system for these types of violence and for criminal acts that happen against women.
The minister mentioned it briefly, but I would ask her talk more about what the government has planned to ensure that our criminal justice system has that specific training to help women who are facing sexual violence.

Mr. Speaker, two days ago the Justice Arbour report came out and the Liberals are already failing to take it seriously. Today's news that the government will bring back Canada's top military police officer, despite his being asked to apologize for his mishandling of a sexual assault case, is appalling. We have heard over and over again that there needs to be a culture change in Canada's armed forces. This is not it.
For seven years, the Prime Minister has protected toxic men in positions of power. When will the “feminist” Prime Minister finally do what is right for women?

Mr. Speaker, it has been seven years since Justice Deschamps provided specific recommendations on how the government could address sexual misconduct and harassment in the Canadian Armed Forces. In those seven years, we saw brave women come forward while the government covered for powerful men at the top. This failure has devastating consequences for servicewomen and emboldens abusers. Service members have endured incredible harm. The government stood by while careers and lives have been destroyed.
Will the minister apologize to service members specifically for her government's failure to address the toxic culture in the Canadian Armed Forces?

Mr. Speaker, when my hon. colleague spoke, she addressed the sexual misconduct crisis in the military. I sat on the status of women committee when we heard testimony from the incredibly brave, strong women who came forward.
Two per cent is a huge increase, but certainly there are increases to military spending that could happen in terms of support for women: for those survivors of sexual misconduct in the military. Where would the member like to see some of those increases to military spending go for supporting those women?

Mr. Speaker, women in London and across Canada continue to face an increase in gender-based violence. Pleas from women's organizations have gone unanswered and they have been told to wait for a national action plan that is now six years overdue. The crisis is now.
In London we have an amazing resource to support women called Anova. It provides shelter, support, counselling and resources for abused women. It has said that because of the lack of beds, it had to turn away women almost 1,800 times last year, while it also saw an increase of over 53% in incidents of gender-based violence.
The federal government needs to establish sustainable annual core funding, it needs to establish survivor-centred changes to the justice system, and it needs to invest in long-term housing for women fleeing violence. We must face gender-based violence head-on, but these amazing women's organizations on the front line cannot do it alone. They need the government to reject austerity measures, move beyond planning and finally deliver action and the dollars they need to save lives.

Mr. Speaker, the government said supporting women fleeing violence is its top priority. Gender-based violence has been rising at an alarming rate. In my city of London it has increased by 53%, but organizations, like Anova in London, that support women are being told they will not get the necessary funding to run their life-saving programs. Without action, women in Canada will continue to experience devastating violence. In the upcoming budget, the government must provide core stable funding.
When will the Liberals keep their promise and stand up for women?
