Madam Speaker, the hon. member mentioned recommendation number 2 in terms of the replacement of submarines. I agree that this is a big issue that will be coming forward. However, one of the big conversations, of course, is with respect to what kind of submarines Canada looks at. The under-ice capability is quite key, as is nuclear versus diesel-electric and all that. However, one of the key components of all of that conversation, too, is the recruitment, retention and personnel crisis and how all that comes into play. Therefore, I would really love the member to go further into the recommendation because it is something that will be coming up in the future, and I know the government has not been talking about it as much as we need to.

Mr. Speaker, I sit on the national defence committee, and we are discussing a lot about cybersecurity, which relates to the debate today. Obviously, the armed forces are having quite a recruitment retention issue, but across the board we are seeing this with the labour shortage. One of the questions we were talking about regarding cybersecurity as it relates to national defence was around security clearances and what the government needs to do to attract people to the cybersecurity industry, potentially trying to ensure that people from outside Canada are attracted to this industry. Maybe the member of Parliament could address that a bit. I know it is a little outside our scope, but it certainly gets into how we start to address a lot of the problems we have been discussing all day.

Madam Speaker, Canadians are worried about the effects of the climate emergency and Putin's illegal invasion into Ukraine. Now Canada's chief of the defence staff has made an unprecedented call to immediately halt non-essential activities in the armed forces. Our forces have a personnel crisis. One in 10 positions are not filled and we are only receiving half the applicants we need. On sexual misconduct, the government has failed to implement numerous judicial reports. When will the government take real steps to properly invest in recruitment so Canadians can be supported abroad and at home?

Mr. Speaker, again, this is a political and arbitrary figure that has been pulled out of the air. In order to meet what we need to fulfill those international obligations, ensure we are keeping people safe around the world and fill those gaps, we have to spend it in a smart, reasonable and responsible way. We need to absolutely invest in terms of recruitment and retention. We need to ensure that the Armed Forces are moving ahead to provide the educational support, training and equipment. Again, 2% is arbitrary, and that would be up to $56 billion. That is a huge amount of money, and that needs to be done in a very smart, responsible way.
