  • Re: Bill C-59
Mr. Speaker, one of the things about this economic update that I am particularly happy with, of course, is something that I have been pushing for for a long time. It is the removal of the GST on psychotherapy and counselling services. While I was frustrated that the current government and previous governments did not do anything about it and that it took a long time to do it, this is something that makes a lot of sense. If the member could talk about the importance of this measure within Bill C-59, that would be great.

Madam Speaker, a point in this piece of legislation is actually something that I have been pushing for, for a long time. It is the removal of the GST from psychotherapy and counselling services. It is something that tens of thousands of counsellors and psychotherapists have been asking for, from the government, for a very long time. Moving this forward is a small but good step to ensure fairness in those industries and fairness for people who are seeking mental health supports. Can the minister talk about the importance of that as part of this piece of legislation, moving forward?

Mr. Speaker, earlier the hon. colleague was talking about hypocrisy. I just cannot get past the fact that he is taking shots at the Mulroney Conservatives for introducing the GST. I am pretty sure it was the Chrétien government, when it was running against the Conservative Party in the 1993 election, that promised Canadians it would cancel the GST. Maybe he could explain to me that level of hypocrisy and how he defines it.

Madam Speaker, it is always a pleasure to listen to the member for Elmwood—Transcona. I want to ask the member about that grocery rebate. Why does he think the government decided to call it that instead of a doubling of the GST?

Mr. Speaker, I am honoured today to stand in this place to present a petition signed by over 14,000 people from across the country. Due to the fact that counselling therapy and psychotherapy have long been extremely beneficial tools for those seeking mental health supports, and that registered therapists and psychotherapists in Canada are required to charge GST and HST, while other service providers are exempt from charging this tax, the petitioners are calling on the government to remove that unfair GST/HST requirement for all counselling therapists and psychotherapists. I have a private member's bill, Bill C-218, that would actually do just that. The signatories of this petition are calling on the government to make these changes in a budgetary bill so that they will not be charged GST.

Madam Chair, one of the things I was surprised about, and I was approached by a constituent about this, was that counsellors, therapists and psychotherapists have to charge GST and taxes on their services, whereas other mental health professionals do not. This is actually a classification from CRA. It is a very simple change the government can make. It is a drop in the bucket of what is necessary, but it would help those who are struggling to pay for some of these services. Until they are made far more available and without the idea of having to pay for them, which is also my goal, it is something that the government could do very quickly. I have a private member's bill on that. It is Bill C-218. Would the member be open to supporting that bill?
