Madam Speaker, this is one of the key things the government has to work for: to ensure that those funds, as meagre as they are at six dollars a day, are not clawed back. It will do people living with disabilities in this country absolutely no good if that money is given with one hand and taken back with the other. It is fully incumbent upon the government to do that work. I would love to see that happen, sooner rather than later, to ensure that people do not continue to suffer.

Madam Speaker, my hon. colleague said very clearly that she would not be supporting this motion because other investigations are ongoing, but one of the key points of this motion calls on the government to collect and recoup all funds paid to ArriveCAN contractors and subcontractors. When we are talking about having trust in the government, which she spoke of at the end of her speech, and trust in the institutions, the trust of managing finances is certainly a huge part of that. Why does she not believe it is incumbent upon the House to ask for the recoupment of that money so trust can be ensured?

Madam Speaker, my hon. colleague and neighbour in London West spoke about the $49 billion extra funds coming to the provinces. Of course, that is spread over 10 years and it is spread over the provinces. In our city, London Health Sciences is asking for an additional plan of $3 billion, and $300 million of that will fall to the city because of a lot of the downloading. We talked about downloading from the federal government to the provinces and provinces to the municipalities. I would like her to respond about the specific ask from London, the need and how this money could go to help that institution.

Madam Speaker, I would simply ask the member if the government is willing to ensure that all this money he is talking about, which is inadequate by the way, actually goes to public health care? It used to be that the agreement between the provinces and the federal government was a fifty-fifty split in responsibility and funding of health care dollars. That does not exist now. That is because of successive governments, Conservative and Liberal, undermining that funding. That is what I ask, and that is what I challenge the government to do. It should ensure that whatever money it can give, which is not enough, actually goes to public funds.

Madam Speaker, New Democrats support the modernization and improvements to the Investment Canada Act. One of the things we are looking for, of course, is the prevention and loss of publicly funded research dollars and development dollars when that money is transferred out of the country. I reference specifically a case in London, Ontario, where the Conservative government, in 2008, provided funds not only through tax cuts but also research and development dollars to Electro-Motive Canada. Caterpillar bought out the company, moved it to the States and took all that money with it. There was no repayment. There were no consequences, and many Londoners lost their good-paying jobs. I ask the parliamentary secretary if—
