Mr. Speaker, when China, Russia or any other country threatens Canada, it is an attack on our democracy, on the House of Commons and on every member here. That worries me a great deal.
That is why we have put in place policies to further strengthen public safety and to ensure that national security is not compromised.

Mr. Speaker, of course it is extraordinarily important that Canadians know the natural health products they take are safe. It is very disturbing that there were more than 700 cases last year where there was a serious adverse health impact, including hospitalization, as a result of taking a natural health product. Therefore, making sure the products are safe for Canadians, and at the same time ensuring that there is a fair program for small and medium-sized businesses to ensure they are not adversely affected, is what we are focused on.

Mr. Speaker, the Leader of the Opposition is yelling “eight, nine, 10, you are out” as if this is a sporting event. There is not a person in the chamber who has not been touched by violence. There is not a person in the chamber who does not care about the safety of our communities. There is not a person in the country who does not want to make us be successful in ensuring that every Canadian is safe and not victimized.
The idea that anybody in the chamber, let alone anybody in this government, does not care about victims is a deeply offensive concept and is totally unhelpful to the debate at hand.

Madam Speaker, I think what we demonstrated in this vast, enormous country, the second-largest country in the world, where we traverse enormous distances, is that in this global pandemic, a virtual environment allowed us to do our work despite those incredible challenges. There will be a separate process at the Standing Committee on Procedure and House Affairs to look at its utility outside of the public health circumstance.
Inside the public health circumstance, when we take people from all ends of the country, put them in airplanes, put them in a small room and then send them back to their home communities, that is not a safe environment. That is not a good way for us to be operating and that is why, in a continuing pandemic, we need to have the flexibility to keep people safe.

Madam Speaker, it is clear to me that this bill is extremely important to national security and public safety, in general, and I do not think it contains anything that is inappropriate. One of its objectives is to reduce the incarceration rates of indigenous people and vulnerable people. I think this bill has clear objectives and will work well for the country.

Madam Speaker, I did listen very respectfully to my hon. colleague's comment and the discussion. I believe that he and I want to make sure that community safety is improved in this country, that our neighbours are living in communities that are as safe as they can possibly be, and that we adopt policies for that. If we both agree that is our premise, then obviously what we need to do is look at the evidence. The evidence says that judges are allowed to look at an individual situation, which, by the way, means that they can actually give a sentence that is greater than the mandatory minimum, but it means they might give one less than that if they determine it is not in the best interests of public safety and rehabilitation to have that higher sentence.
What we have seen, particularly for vulnerable people, is that if they are incarcerated for a long period of time, the likelihood of them reoffending is much higher.

Madam Speaker, what I am suggesting is that science and evidence have borne out that giving judicial discretion improves community safety. What does that mean? It means that a judge can look at an individual situation and consider—
