Madam Chair, it is precisely because diabetes is a precursor illness, that diabetes, when improperly managed, leads to heart disease, stroke, blindness, kidney failure and amputation. It is unfortunately right now costing, as of the latest estimate, from 2018, $28 billion to our health system. It is estimated in a 10-year period to increase to $37 billion.
We have to turn the tide. We need to make sure that people are effectively managing their diabetes so that we do not get those bad outcomes, so that it costs the system less. Fundamentally, it really is an issue of prevention.

Mr. Speaker, it is crucial that we reduce the cost of living in general and ensure affordability. That is why we worked with all provinces and territories to co-purchase medications so we could reduce costs. Mr. Speaker, I have enormous regard for my colleague. I know his commitment and passion to help reduce costs for Canadians is there.
He would know, therefore, that the work we have taken jointly with provinces and territories on bulk purchasing, to see $3.5 billion in savings by working together to reduce costs for Canadians, has happened. He knows that we have taken critical action on rare diseases and drugs for rare diseases. He knows we have taken critical action on patented drugs.
Yes, we are having a discussion on pharmacare legislation. I look forward to a continued productive conversation as we look at all the health care priorities in keeping Canadians safe and healthy.

Mr. Speaker, together we have made huge progress in reducing drug costs for Canadians. By working together on bulk purchasing, $3.5 billion less is now spent by Canadians by reducing those costs. We need to and must do much more. That is why we are continuing to work, not only with the party opposite, the New Democrats, but also with all parties, with a strategy on rare diseases and with the introduction of legislation on pharmacare. Together, we can make sure that Canadians are not faced with the impossible choice of essentials or the medicine they need.

Yes, Mr. Speaker, I can absolutely confirm that he did cover that cost. I can confirm that to the member across, yes, absolutely.
I would ask the member to step away from the idea of attacking this Prime Minister, and from his partisanship, and I would ask him about a future prime minister. Would a future prime minister be afforded the opportunity to take a vacation with his family? If he believes that is the case, does he believe that a prime minister should be afforded security? If he does believe that, which is the vast preponderance of these costs, then certainly he would see that the actions taken were reasonable.

Mr. Speaker, it is important to be very careful how we characterize the use of consultant services. When a government is, for example, in a circumstance like a pandemic when it needs to scale up and expand its impact at a particular moment in time, it is important to be able to use contracting services so that we do not create permanent costs by engaging permanent employees. The use of contracts allows flexibility in government to expand to deliver services without permanently increasing costs. It is irresponsible to misrepresent that and to hold it out as something other than what it is.
