Mr. Speaker, pursuant to Standing Order 32(2), I am tabling, in both official languages, documents from the Public Health Agency of Canada and the Canadian Security Intelligence Service related to the investigation into the activities and subsequent termination of the employment of two scientists at the National Microbiology Laboratory. These documents are being tabled in accordance with the memorandum of understanding agreed to by the government and three opposition parties in the House in October 2022. They have been reviewed and vetted by the ad hoc committee of parliamentarians, with the support of an independent panel of arbiters, in accordance with the terms of the memorandum of understanding. This process has demonstrated that the parties of this House can work together to ensure accountability and transparency to Canadians. I would also draw members' attention to the departmental statement that will be issued by the Public Health Agency today, which outlines the actions that have been taken by the agency since 2019 to address and highlight these documents.

Mr. Speaker, my hon. colleague's commitment to mental health is something I share deeply and profoundly. In his home province of British Columbia, the agreement we made to see, over the next three years, a historic amount of money flow to help in all aspects of health care, including mental health, was exceptionally important. We are committed to seeing it not only in British Columbia but also across the country. We have much more work to do in all aspects of mental health. This is going to require a whole-of-government approach, and it really requires all of us to think about how we can do everything we can to treat each other better and put mental health at the front of our workplaces and our lives.

Mr. Speaker, of course, there is not one among us in this House who does not have people they love who are deeply vulnerable and have been in a state of mental health crisis. Every single person in this House wants to make sure those people get the support and strength they need. That is why we are making critical investments there. We also have to make sure, for the people who are trapped in mental illness and in deep, profound suffering, that we examine the best way to deal with those circumstances. That is why we are working to reconstitute the joint committee so that we can look at this process and look at how to responsibly deal with these issues in a way that respects and protects vulnerable people.

Mr. Speaker, invoking mental health is something that we should consider at all moments, but I will tell everyone what does not help mental health when the world is going through something as difficult as it is. It is to expand people's fears, to increase people's anxieties. The party opposite refuses to offer solutions. All it offers is fearmongering and pretending that Canada is an island alone while it goes through what the world is suffering. That is not reality. That is not truth, and it certainly does not help those who are suffering from mental illness.
