Madam Chair, I am extremely happy to see that, in the last budget, we responded to the Bouchard report and will be putting major money into research. I think it is $2.5 billion, generally a very significant portion for health research. Through the Canadian Institute for Health Research, we funded an enormous amount of research into MS.
The member is absolutely right: Canada is a leader, unfortunately, when it comes to MS, so we also need to be a leader in research. When I look at these investments, I certainly hope that this independent agency will be taking a look at these requests and deepening our commitments in research. However, those dollars in the budget are absolutely essential to that end.

Mr. Speaker, our health care system has changed enormously, and it requires all governments to work together in a spirit of co-operation. That is why the federal government has invested nearly $200 billion in health care, including in Quebec, and not just for nurses, hospitals or doctors. We have also made other investments, including for dental care. It is important that we work together.

Mr. Speaker, I have already said that the documents first were released, and then the additional redactions were actually commenced by us.
The second point is that the member says “maliciously”, but we do not know what the intention was. That is the purpose of an RCMP investigation. These are individuals whom I am deeply concerned about, like the member opposite is. In having followed due process, we understand what they did.
With respect to the Chinese government, the military itself, the government, academia and scientists are all part of its military. That means that any connection they had whatsoever would have touched that, and so I think it is careful—

Mr. Speaker, I want to say that an attack on our national security by a foreign nation, be it China or Russia, represents an attack on democracy. It represents a direct attack on every member of the House. I share the member's outrage that China or any other country would attempt to interfere in our process.
The Public Health Agency, which is one of the most respected agencies in the world, hired two Canadian citizens who were eminent and well-known scientists in Canada, but who lied. It is the Public Health Agency that discovered that. It is the Public Health Agency that fired them. That is why there is now an RCMP investigation about their actions.

Mr. Speaker, first of all, it is very important to say that the Public Health Agency of Canada is independent, especially when it comes to national security issues. Our government set up a process to ensure that all the information is available.
It is very unfortunate that two Canadian citizens who were eminent scientists did those bad things. The RCMP is investigating. That is very important.

Mr. Speaker, pursuant to Standing Order 32(2), I am tabling, in both official languages, documents from the Public Health Agency of Canada and the Canadian Security Intelligence Service related to the investigation into the activities and subsequent termination of the employment of two scientists at the National Microbiology Laboratory.
These documents are being tabled in accordance with the memorandum of understanding agreed to by the government and three opposition parties in the House in October 2022. They have been reviewed and vetted by the ad hoc committee of parliamentarians, with the support of an independent panel of arbiters, in accordance with the terms of the memorandum of understanding. This process has demonstrated that the parties of this House can work together to ensure accountability and transparency to Canadians.
I would also draw members' attention to the departmental statement that will be issued by the Public Health Agency today, which outlines the actions that have been taken by the agency since 2019 to address and highlight these documents.

Madam Speaker, let me again clearly explain that the choice to transfer a person who is incarcerated is a choice that is made independently by the correctional service. It is essential that Correctional Service Canada operate independently, free from politics.
Now, we are asking Correctional Service Canada to conduct an investigation to determine whether it is possible to change this decision. In two weeks, we will have a response.

Mr. Speaker, Mr. Johnston is responsible for that.
I will state clearly that I fully understand that the Bloc Québécois wants to make a connection, but there is no connection to be made. I find their efforts odd, given that the Bloc Québécois knows full well that Parliament's institutions are the best in the world. They are very accountable, and they oversee our system and the integrity of our system.
The Bloc Québécois claims there is a problem because the Auditor General is saying there is no need for an investigation.

Mr. Speaker, we saw, by the Conservatives, cuts to critical support for defence year after year. Instead, we have taken an approach of investing in our defence services, investing in our soldiers, and making sure, after we saw cuts for veterans and the shutting of veterans office, that we were there for veterans as well.
We will continue to invest in defence and ensure that Canada is making appropriate contributions in global security.
