This petition is called “Urgent Family Doctor Shortage in Chinatown in Ontario.

“To the Legislative Assembly of Ontario:

“Whereas there is a looming primary care provider shortage in Toronto’s Chinatown area, impacting many Chinese Canadian residents;

“Whereas a significant number of doctors in downtown Toronto who provide service in Cantonese or Mandarin are nearing retirement or have retired, leaving thousands of residents without a family doctor;

“Whereas the lack of primary care is forcing residents to rely on emergency rooms for basic medical needs, contributing to the overburdening of our hospitals; and

“Whereas over 2.2 million Ontarians do not have a family doctor, and that number is expected to increase to 4.4 million by 2026;

“We, the undersigned, petition the Legislative Assembly of Ontario as follows:

“—guarantee everyone in Ontario has access to a primary care provider;

“—increase investment in primary care in the next provincial budget;

“—expand primary care options in Chinatown and other areas with service gaps by investing in primary care, as well as non-profit and public health clinics;

“—make it easier for internationally trained doctors and nurses to work in Ontario’s health care sector;

“—cut the administrative burden on family doctors to make the profession more attractive;

“—ensure the government will cover translation fees for minority-language-speaking groups.”

I support this petition, and I am affixing my signature to it.

Thank you to the member for Barrie–Innisfil for your question. What I am very much in support of, when we’re talking about expanding public health care, is making sure that hospitals in Toronto, University–Rosedale, across Ontario—ensuring that their operating room capacity is at their maximum.

In University–Rosedale, we have the UHN network; we have SickKids. I have reached out to them and asked them what their operating room capacity is and they were all very clear with me: They said that they are not able to have all their operating rooms full—especially in the evenings, certainly on weekends—because they have a human resources shortage. And this human resources shortage doesn’t just exist when it comes to nurses; it exists in every single department that they’re experiencing, from human resources to finance to cleaners to personal support workers.

It’s a reason why our party has introduced this motion earlier today, calling on the Ontario government to increase capacity in operating rooms that are run by public hospitals in order to meet the need and address the surgery backlog.

My question is to the Minister of Health. While the government is proceeding with its for-profit surgery plan, there are operating rooms in Toronto that are empty. SickKids hospital is not able to open two of their operating rooms because of staffing shortages, at a time when 3,400 children are waiting for necessary surgery.

Minister, why are you proceeding with for-profit surgery delivery when we have operating rooms sitting idle in public hospitals?

I want to go back to the Minister of Health. This isn’t just an issue with SickKids. The University Health Network told me their ability to meet overwhelming surgery demand is not because of a lack of operating rooms; it’s due to a staffing shortage. UHN is cancelling scheduled surgeries because they don’t have the staff. Allowing for-profit surgeries is not going to alleviate the staffing shortage. It’s just not.

Minister, my question to you is this: What is your plan to solve the staffing crisis in public hospitals in order to increase operating room capacity in public hospitals?

My question is to the Minister of Health. In August, I asked your government to help SickKids hospital address their staffing shortages, their $45-million funding shortfall and their growing surgery wait-list. SickKids has a surgery wait-list that has over 3,400 children waiting beyond the clinically acceptable time for their necessary surgery, putting their long-term health at risk.

Minister, three months later, the crisis is getting worse. On Thanksgiving weekend, SickKids ICUs were at full capacity. My question is, why is your government failing to help SickKids meet the demand for care?

Minister, this is my question: What is your government going to do—concretely do—to ensure that all departments, including the ER and the ICUs, have the funding to fully staff their departments so that the health care needs of children can be met?

My question is to the Minister of Health. SickKids is one of the best hospitals for children in the world, but the hospital’s ability to help, see and heal children is being put to the test by this government. Demand at SickKids is skyrocketing. Visits to the emergency room are up 47%, and over 3,400 children are waiting for surgery beyond the acceptable timeline for them to wait. No child—no child—should have to wait too long for necessary surgery, Minister. This is my question: What is this government’s plan to address the surgery backlog at SickKids?

Minister, this is my question: Can you increase funding to SickKids to meet the need, to address the staffing shortages, so that children can get the care that they need?
